City Council to order at 7:00 p.m. aind led the audience in the Pledge of Allegiance. ROLL CALL Andy Youn-Barnett City Clerk, called the roll of the Council. Present at the meeting were Councilmembers De'Sean Quinn (remote), Tosh Sharp (on -site), Mohamed Abdi (on -site), Armen Papyan (on -site), Jovita, McConnell (on -site), Dennis Martinez (on -site), Hannah Hedrick (on -site). LAND ACKNOWLEDGEMENT Councilmember Quinn stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people, We acknowledge their continuing connections to land, waters and culture. Joe Duffie spoke on the responsibilities of being a Council rnember. APPOINTMENTS a. Confirm the appointment of Hamdi Dirty, to the Student Representative Position on the Equity i Social Justice Commission, with a term expiring June 30, 2028.. MOVED Y MCCONNELL, SECONDED BY PAPYAN TO CONFIRM THE APPOINTMENT OF HIAMDI DIRIYE TO THE STUDENT REPRESENTATIVE POSITION ON THE EQUITY AND SOCIAL JUSTICE COMMISSION WITH A TERM EXPIRING JUNE 30, 2026. MOTION CARRIED 7-0. CONSENT AGENDA a. Approval of Minutes: 12J16/24 (Regular Mfg) b. Approval of Vouchers: #00407798 - 00407852 in the amount of $1,173,160.23 MOVED BY MARTINEZ, SECONDED BY MCCONNELL TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7-0.. MOTION CARRIED 7-0, TO ELECT TOSH SHARP AS THE COUNCIL PRESIDENT FOR 2025. b. A resolution establishing e titles, duties, and sch ule of the standing City Council Committees and Work Sessions for 2025, repealing Resolution No. 2091. Laurel Humphrey„ Legislative Analyst„ overviewed the proposed schedule and scope of the 2025 standing committees as well as the work sessions that have been included in the proposed resoiution. MOVED Y MCCONNELL, SECONDED BY MARTINEZ THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7-0. Andy Youn-Bameft, City Clerk, read the proposed resolution by title only A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ESTABLISHING THE TITLES, DUTIES, AND SCHEDULE OF THE STANDING CITY COUNCIL COMMITTEES AND WORK SESSIONS FOR 2025, AND REPEALING RESOLUTION NO. 2091. MOVED BY MCCONNELL, SECONDED BY HEDRICK THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO, 2107. Council President Sharp announced the membership of the 4 standing Council Committees for 2025: Transportation and Infrastructure ,Services Committee (4th Monday at 5:30 p.m.) Councilmember McConnell (Chair), Abdi, Hedrick Planning and Community Developm nt Committee (rd Monday at 5:30 p.m.) Councilmembers Quinn (Chair), McConnell, Hedrick Finance & Governance Committee (el Monday at 5:30 p.m.) Councilmembers Papyan (Chair), Martinez, Quinn Community Services and Safety Committee (rd Monday at 5:30 p.m.) Councilmember Martinez (Chair), Papyan, Abdi c. Authorize the Mayor to sign a Collective Teamsters Local #117, for 2025-2027. rgaining Agreement with the Police Sergeants, MOVED BY PAPYAN, SECONDED BY MARTINEZ TO AUTHORIZE THE MAYOR TO SIGN A COLLECTIVE 'ARGAINING AGREEMENT WITH THE POLICE SERGEANTS, TEAMSTERS LOCAL #117, FOR 2026-2027, MOTION CARRIED 7-0. d. Lo, ging Tax Fund Requests Brandon Mlles, Director of Strategic Initiatives and Government Relations, presented all three proposals as recommended by the Lodging Tax Advisory Committee at their December 13, 2024 meeting 1. Approve an application for L .0, ging Tax funds from the City of Tukwila for basic operations and administration of the City's lodging tax fund for 2025 — 2026, in the amount of $300,822.00. Tukwila City Council Regular Minutes January 6, 2025 Page 3 of 4 MOVED BY MCCONNELL, SECONDED BY ABDI TO APPROVE AN APPLICATION FOR LODGING TAX FUNDS FROM THE CITY OF TUKWILA FOR BASIC OPERATIONS AND ADMINISTRATION OF THE CITY'S LODGING TAX FU D FOR 2025 — 2026, IN THE AMOUNT OF $300,822.00. MOTION CARRIED 7-0. 2. Approve an application for Lodging Tax funds from the City of Tukwila for Experience Tukwila, in the amount of $215,000.00. MOVED BY MARTINEZ, SECONDED BY ABDI TO APPROVE AN APLICATION FOR LODGING TAX FUNDS FROM THE CITY OF TUKWILA FOR EXPE ENCE TUKWILA, IN THE AMOUNT OF $215,000.00. MOTION CARRIED 7-0. 3. Approve an application for Lodging Tax funds from the City of Tukwila for the 2025 PacNW' Win r Classic, in an amount not to exceed $20,000.00. MOVED BY MCCONNELL, SECONDED BY PAPYAN TO APPROVE AN APPLICATION FOR LODGING TAX FUNDS FROM THE CITY OF TUKWILA FOR THE 2025 PACNW WINTER CLASSIC, IN AN AMOUNT NOT TO EXCEED $20,000.00. MOTION CARRIED 7-0. MOMENT OF SILENCE Chief Dreyer shared that Police Officer Brian Hunter passed on January 3, 2025 and was honor by a procession. REPORTS a. Mayor Mayor McLeod had no report, b. City Council Councilmember Quinn shared the Memorial Service for Shawn Vim, who was a bus driver for Kng County Metro, wJI take place on January 10tat WaMu Theater at Lumen Field Councilmember Quinn shared he wit be attending Council meetings remotely due to an injury, Councilmember Abdi expressed his hopes regarding a productive year. Councilmember Papyan attended the South Sound Chambers of Commerce Legislative Coalition breakfast, Councilmember McConnell shared the Seattle Thunderbirds will be holding a First Responders Night featuring South Sound Police vs, Fire on January 11", at the ShoWare Center. She commended resident Katrina Dohn for her recent community service. Councilmember Hedrick commended Katrina Dohn for her recent community service. Councilmember Martinez spoke regarding recent interactions with residents and thank for their understanding, c, Staff le community City Administrator Marty Wne referenced the City Administrator's Report and 2024 4 Quarter Workplan Update in the packet.
