COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Sharp called the Tukwila City Councilmeetingrnehng to, order at TOO P M and led the audience
in the Pledge of Allegiance„
OFFICIALS
Present at the meeting were Council President Tosh Sharp on -site); Counoilmembers De'Sean Quinn
(virtual), Mohammed Abdi (absent), Arrnen Papyan (on -site), Jovita McConnell (on -site), Dennis Martinez
(on -site) and Hannah Hedrick (on -site)

Thomas McLeod, Mayor; Marty Wine, City Administratori Derek Speck, Economic Development

LAND ACKNOWLEDGEMENT
Counciirnernber Papyan stated The City of Tukwila is located on the ancestral lands of the Coast Sash
people, We acknowledge their continuing connection's to land, waters and culture, \Ale pay our respects to,
their ,elders past, present and emerging,'
PUBLIC COMMENTS
1. Dennis Robertson spoke regarding recent U.S. Immigration and Customs Enforcernent (ICE)
activities,
2„ Derek Tolson shared concerns regarding ongoing traffic issues,
3, Joe Duffle spoke concerning various current issues, the need to 'vote and support the, City of
Tukwitla,
Councilmember Martinez shared that the State is developing responses to concerns about potential
immigration enforcement
Mayor McLeod communicated that he and Chef Dreyer planned to share information with Council about
our responses and preparation to community concerns about potential immigration enforcement
SPECIAL ISSUES
a. Ordinance adopting Franchise Agreement with Intermountain Infrastructure Group 014
Joel Bush, Chief Technology Officer, provided a brief overview of the draft ordinance granting a 5-year
franchise agreement to Intermountain infrastructure Group (IlG) to operate telecommunications within the
City of Tukwila's right-of-way„

Councilmembers asked clarifying questions regarding the liege° review, disruptions during installation and
requested the Council Agenda Synopsis (CAS) Form be updated to reflect that this item did not go through
committee
CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING.
b. 2025 City Council and Mayor Participation on External Boards, Committees and Commissions,
Laurel Huiriphrery, Legislative Analyst, [provided an overview of the draft list of participation on boards,
committees, and commissions, including updates/changes to Councilmember McConnell, Councilmember
Papyan and Councilmember Martinez's appointments,
Councilmember Martinez stated that the presiding Council President does not st on Council Committees
while serving as President,
Mayor McLeod clarified that normally the Council Presidentdoes not sit on the City of Tukwila Comrnittees
but can serve on regional comirittees„
REPORTS
a. Mayor
Mayor McLeod traveled to Washington DC where he attended the Mayors Innovation Project and the United
States Conference of Mayors Winter Meetings and AVVC's Mayors Exchange in Olympia
Mayor McLeod also acknowledged Holocaust Remembrance Day and advised he has issued a
Proclamation,
b. City Council
Counciiimember QIUnn shared that he is being considered for the vacant District 5 Position on King County
Council,
Couneilimember Papyan engaged with locai schools over the past week where he discussed recent issues
and their potential impact on schools and, students, Papyan noted that he was appointed Co -Chair of
Highline Forum and also attended the South King County Area Transportation Board meeting,
Councilmember McConnell attended the Seattle Southside Chamber of Commerce. Luncheon and
shared that property owners may Me a petition to be considered for a reduction to the Fire Benefit Charge.

Councilmember Martinez attended the Puget Sound Regional Fire Authority Governance Board,
the SKHHP Executive Board meeting, the South County Area Transportation Board meeting, where he was
elected as Vice -Chair, as well as the Cascade Water Alliance Board of Directors meeting„ the Seattle:
Southside Chamber of Commerce Luncheon and met with a non-profit group, Adios Coyle, Martinez was
also appointed to the National League of ,Smalli Cities Council,
Couneilmember Hedrick traveled to Washington DC and was able to meet with our CFM representatives,
where she discussed funding opportunities for various City programs.
Council President Sharp shared that there is an Allentown Community Meeting scheduled for Tuesday,
January 28m at the Tukwila Community Center,

Councitrnember Martinez mentioned a proclamation reialted to the Riverton Park. United Methodist Church
in 'Tukwila, signed by previous Mayor Alien Ekberg. Martinez encouraged City Staff and the Mayor to review
the document
Councilrnember Martinez acknowledged residentsconcerns about the possibility of immigration and
naturalization enforcement within the community..
