MINUTES
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE
February 3, 2025 - 7:00 P.M.
Mayor McLeod called the Regular Meeting of the Tukwila City Council o order at 7:00 p,mand led the
audience in the Pledge of Allegiance.
ROLL CALL
Andy Youn-Barnett; City Clerk, called the roll of the Council. Present at the meeting were Councitmembers
Tosh Sharp (on -site), Mohamed Abdi (on -site), Armen Papyan (on -site), Jovita McConnell (on -site), Dennis,
Martinez (on -site), Hannah Hedrick (on -site).
LAND ACKNOWLEDGEMENT
Counciimember McConnell stated The City of Tukwila is located on the ,ancestral lands of the Coast
Salish people. We acknowledge their continuing connections, to land, waters and culture, We pay our
respects to their elders past, present and emerging."

Mayor McLeod referenced Former Tukwila Courcilmember DeSean Qunns appointment to the King
County Council and requested the agenda be annended,
MOVED BY MCCONNELL, SECONDED BY MARTINEZ, TO AMEND THE AGENDA TO MOVE NEW
USINESS ITEMS 7,A (RESIGNATION) AND 7.B (RESOLUTION) BEFORE PUBLIC COMMENTS,
MOTION CARRIED 6-0.
NEW BUSINESS (per agenda amendment)
a. Resignation of Councilmember Quinn.
MOVED BY MCCONNELL, SECONDED BY MARTINEZ TO ACCEPT THE RESIGNATION OF
COUNCILMEMBER QUINN FROM THE TUKWILA CITY COUNCIL. MOTION CARRIED 6-0.
b. Resolution expressing sincere gratitude to D 'Sean Quinn.
MOVED Y MARTINEZ, SECONDED BY SHARP THAT THE RESOLUTION IN ITS ENTIRETY.
MOTION CARRIED 6-0.

The Mayor presented the Key to the City to Mr, Quinn,
Mr, Quinn introduced his family members and reflected on his excerience as a Councoln ember
PUBLIC COMMENTS
1. Joe Duffle spoke on his experience working with Mr, Quinn through the years and relayed the
importance cf selecting the right candidate to foil the new vacant Council position
2, Pam Carter thanked Mr. Quinn for his service to the community.
3, Robin thanked Mr. Quinn and his family for their service to the community,
4, Kathy Hougardy thanked Mr, Quinn for his service and congratulated him on his recent
appointment,
5. Zak Idan spoke regarding Mr. Quinn's character and his service to the community,
6, Verna Seal relayed her experiences working with Mr Quinn and her appreciation for him,
PRESENTATIONS
a. South Link Connections Mobility Projct.
Representatives from King County Metro provided an overview of the South Link Connections Mobility
Project, consisting of new stations being added in South King County, new bus routes, and impacts to
Tukwila,
Councilmembers asked clarifying queshons regarding ridership, ORCA cards, and the 2026 World Cup.,
CONSENT AGENDA
a. Approval of Minutes: 1/27/24 (Special Mfg)
b. Approval of Vouchers: #00407995 — 00408105 in the amount of $2,240,501.22.
c. Authorize the Mayor to accept a Transportation Improvement Board Urban Arterial Program Grant
for design and construction of the South 1249' St/5091 Place Reconfiguration project, in the amount
of $900,404.00 (local match $251,083.00).

e, Authorize the Mayor to sign a contract, with PACE Engineers for design services for the Tukwila

f. Authorize the Mayor to sign a contract with Anchor QEA for professional design services for the

REGIONAL FIRE AUTHORITY GOVERNANCE BOARD.

Mayor McLeod toured the City with the CFM Advocates, the City's Federal Lobbyists. He participated in
the release of 60,000 salmon fry at Riverton Creek with Sabey Data Corporation,

The Councilmembers wished Councilmember McConnell a belated Happy BIrthday,
Councilmember Hedrick offered a reminder regarding the brood drive at City Hall on February 13, 2025

EXECUTIVE SESSION
Mayor McLeod announced the Council will now go into an Executive Session to discuss'

Potential Property Sale or Lease — Pursuant to RCW 42.30.110(11)(c). (30 m in utes)
The total amount of tirne will be no more than 30 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session, The Executive Session
will not be extended beyond the announced time, and they will not be returning to open session to
adjourn or for any other reason, The closed session to discuss Collective Bargaining Strategy, pursuant
to IRCW 42 30„140(4)(b), scheduled to occur following the meting has been cancelled,
