NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Tukwila, Washington at
the Office of the City Clerk, in Tukwila City Hall, 6200 Southcenter Boulevard, Tukwila, Washington
98188, up to the hour of 9:30 a.m. on Thursday, March 13, 2025. Bids will be opened and
publicly read aloud at 10:00 a.m. on that same day, Thursday, March 13, 2025.
Bids can be mailed to Tukwila City Hall OR dropped off in -person by 9:30 a.m. the day the bids
are due. Tukwila City Hall is open to the public Monday through Thursday, from 8:30 a.m. to
4:00 p.m. Bids may be dropped at the front counter at the Office of the City Clerk, located inside
Tukwila City Hall. It will be the bidder's responsibility to ensure mailed bids are received by the
City before the submittal deadline. Proposals received later than the submittal deadline will not be
accepted. The City will not be liable for delays in delivery of proposals due to handling by the U.S.
Postal Service or any other type of delivery service. Faxed or emailed submittals will not be
accepted.
A mandatory pre -bid meeting will be held onsite on March 11, 2025, at 10:00 a.m. or at
another time agreed on by the City and completed at least 24 hours prior to bid opening.
This will give an opportunity for potential bidders to access the facility.

LIFT STATION #2 STRUCTURAL MODIFICATIONS
PROJECT NO. 800 402 01
The Work to be performed within 45 working days from the date of Notice to Proceed consists of
furnishing all materials, equipment, tools, labor, and other work or items incidental thereto for:
Retrofit of the existing access hatch and existing concrete slab within an underground lift station
to facilitate the removal of existing pumps. This will allow the pumps to be lifted out of their
current position within the lift station by a new steel gantry beam and hoist installed in the upper
level of the lift station. The project also includes installing a new structural steel floor support
system underneath existing slab to facilitate slab cutting and demolition. New floor coverings will
be installed at the new slab opening to maintain floor space. The project also includes cutting a
section of the inlet tee "downpipe" located within the wetwell. The Bidder shall attain Physical
Completion of all Work in all respects within 45 working days from the date stated in the written
Notice to Proceed. The engineer's estimate for this work is $200,000.00.

"Register as a Bidder" in order to receive automatic email notification of addenda and to be placed
on the "Bidders List." This service is provided free of charge to Prime Bidders, Subcontractors, and
Vendors bidding this project. Contact Builders Exchange of Washington at (425) 258-1303, should
you require further assistance.
All bid proposals shall be submitted according to the Information for Bidders and be accompanied
by a bid proposal deposit in the form of a cash deposit, certified or cashier's check, postal money
order, or surety bond made payable to the City of Tukwila, for a sum not less than five percent (5%)
of the amount of such bid, including sales tax. Should the successful bidder fail to enter into such
a contract and furnish satisfactory payment and performance bonds within the time stated in the
specifications, the bid deposit/bond shall be forfeited to the City of Tukwila.
The City of Tukwila hereby notifies all bidders that it will affirmatively ensure that in any contracts
entered into pursuant to this advertisement, minority business enterprises will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on
the grounds of race, color, sex, or national origin in consideration for an award.
The City reserves the right to reject any and all bids or waive any informalities in the bidding and
make the award as deemed to be in the best interest of the City.
The City understands that there may be delays in procurement and delivery of materials. Based
upon documentation of delivery times at the time of material submittal reviews, the City may
suspend and/or extend the working days to accommodate the delivery schedule.

COMMENT AND QUESTION RESPONSES

2. Q: Should the steel be primed and painted?
A: Steel shall be primed and painted to match the walls, which are white.
3. Q: After relocating the sink, should the wall be repainted?
A: After relocating the sink, the wall should be painted to match existing walls.
4. Q: There are conduits in the way, but no electrical sheets or clear notes.
A: The contractor shall relocate the conduits to the nearest wall to avoid concrete demotion and
accommodate the new steel support beams.
5. Q: For the floor cut to install the beam, should the cut extend fully to the rounded edge, or can it be
squared off?
A: The cut for the slab demo can be squared off.
6. Q: Should the beam be one piece or spliced?
A: Due to the length of the beam, it needs to splice per design.
7. Q: Please confirm if pumps can remain in place during demolition. The notes are unclear, but it
sounds like they don't need to be removed.
A: Pumps must remain in place during demolition. There is no way to remove them before
demolition of the slab. The temporary shoring must be installed to fit around the pumps and
piping, and the contractor must prevent any concrete slab from damaging the pumps and pipes
during cutting and demolition.
Note: Bypass pumping will be required if all pumps must be shut down, or at least one pump must
stay operational.
8. Q: Can the ducts in the way remain with reduced air volume, or must they be removed entirely?
A: If the ducts can remain with reduced air volume, they may be able to be left in place. Otherwise
they may need to be relocated.

9. Q: Is the wet well to be coated? The Raven coating mention is unclear — is this intended for the
opening only?
A: Division 9, Section 9-20 Concrete Patching Material, Grout, and Mortar is not used on this
project; it is deleted and replaced with a new Special Provision, Section 9-08.9, attached to this
addendum.
10. The bid documents incorrectly specify replacing the 4x4 hatch.
A: The correct requirement is to replace (and possibly realign) the main entrance hatch of the lift
station. See SheetS103.

9-08.9(7) Examination
A. Examine substrates and conditions, with Applicator present, for compliance with
requirements for maximum moisture content and other conditions affecting
performance of work.
1. Maximum Moisture Content of Substrates: When measured with an electronic
moisture meter as follows:
a. Concrete: 12 percent.
2. Verify compatibility with and suitability of substrates, including compatibility
with existing finishes or primers.
3. Begin coating application only after unsatisfactory conditions have been
corrected and surfaces are dry.
4. Coating application indicates acceptance of surfaces and conditions.
9-08.9(8) Preparation
A. Comply with manufacturer's written instructions and recommendations in "MPI
Architectural Painting Specification Manual" applicable to substrates indicated.
B. Remove plates, machined surfaces, and similar items already in place that are not
to be coated. If removal is impractical or impossible because of size or weight of
item, provide surface -applied protection before surface preparation and coating.
1. After completing coating operations, reinstall items that were removed; use
workers skilled in the trades involved.
C. Clean substrates of substances that could impair bond of coatings, including dirt,
oil, grease, and incompatible paints and encapsulants.
1. Remove incompatible primers and reprime substrate with compatible primers
as required to produce coating systems indicated.
D. Concrete Substrates: Remove release agents, curing compounds, efflorescence,
and chalk. Do not coat surfaces if moisture content or alkalinity of surfaces to be
coated exceeds that permitted in manufacturer's written instructions.

6 to 12 inches
2. Abrasive blast clean surfaces to comply with SSPC-SP 7/NACE No. 4, "Brush -

1. Clean using methods recommended in writing by coating manufacturer.
2. Blast clean according to "Commercial Blast Cleaning SSPC-SP 7/NACE No. 4
9-08.9(9) Application
A. Apply high-performance coatings according to manufacturer's written instructions.
1. Use applicators and techniques suited for coating and substrate indicated.
2. Coat surfaces behind movable equipment and furniture same as similar
exposed surfaces. Before final installation, coat surfaces behind permanently
fixed equipment or furniture with prime coat only.
3. Coat back sides of access panels, removable or hinged covers, and similar
hinged items to match exposed surfaces.
B. Tint each undercoat a tighter shade to facilitate identification of each coat if
multiple coats of the same material are to be applied. Tint undercoats to match
color of finish coat, but provide sufficient difference in shade of undercoats to
distinguish each separate coat.
C. If undercoats or other conditions show through final coat, apply additional coats
until cured film has a uniform coating finish, color, and appearance.
D. Apply coatings to produce surface films without cloudiness, spotting, holidays,
laps, brush marks, runs, sags, ropiness, or other surface imperfections. Produce
sharp glass lines and color breaks.
