Parks & Recreation Manager, Laurel Humphrey, Legislative Analyst, Andy Youn, City Clerk; Jennifer Marshall„ Deputy City Clerk, LAND ACKNOWLEDGEMENT Councilmenrilber Martinez stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging CONSENSUS EXISTED TO AMEND THE AGENDA TO ADD A PROCLAMATION ON BLACK HISTORY MONTH AFTER PUBLIC COMMENTS AND BEFORE SPECIAL ISSUES. CONSENSUS EXISTED TO REDUCE THE TIME FOR PUBLIC COMMENT TO THREE MINUTES. pUDLIC COMMENT$ 1, Joshua Bryant, President of the Board of Directors for The Journey Project, expressed sorrow at the loss of life on Tukwila International Boulevard (TIB) and South 13,1th Street. He requested the streetlights be replaced and a crosswalk installed to enhance safety for pedestrians. 2 Robert Neuffer spoke against reducing the time allotted to the public to speak at City Council Mleetings, 3, Ed Fish, Vice President of Journey Project, overviewed their mission arid highlliglhted the need for the city to do rnore at the TIIB, and South 134th Street crossing for their clients, as well as students who cross to get to the bus stop. 4, Sharon Hargraves asked the City to continue, financially assisting Riverton Park Church with heir efforts, to support asylum seekers. 5, Taylor Farley, Executive Director of Queer Power, shared sorrow for the victim as well as the driver siting the lack of visibility on Tukwila International Boulevard and 5 134P Street. Tukwila City Council' Committee of the Whoe Minutes February 10, 2025 Page 2 of 4 6, Greg Sherlock addressed the proposed updates to Council Rules of Procedure suggesting the time given for each public comment not be adjusted when six individuals sign up, but rather ten or more, Renee Permenter shared concern for the ongoing danger at the TIIB, and S 134' Street intersection and hopes changes will be implemented immediately 8 Josh Castle spoke in support of improved safety at the intersection', urging Council to act quickly and in support of the ongoing 'efforts of the Riverton Park Church, 9, Kate Kruller requested the lights at 1B and S 134th Street be replaced, the speed limit reduced, and a hydrant installed near The Journey Project and the trailer park in that area, 10, Adam Taylor requested support for the HealthPoints Tukwila Health and Wellness Center Washington State Capital Grant request. He overviewed their progress to date and anticipated timeline for construction. Council President Sharp invited Council to comment on or respond to the public comments, Councilmember Hedrick made a Point of Order, indicating this practice is in opposition of Council Rules of Procedure V 1315 and Councilmembers should not engage with the public during public comment, Council IPresident Sharp noted he would proceed, and Councilmembers could decline to speak PRESENTATION (per agenda amendment) a. A proclamation for Black History Month Mayor McLeod noted this is the first Black History Month issued by the City of Tukwila and was pleased to read the proclamation, SPECIAL ISSUES a. Sale of Newporter Property Derek Speck, Economic Development Administrator, noted the resolution would allow the Mayor to enter into an agreement to sell the City's property at 14840 Tukwila international Boulevard to Jagpal Basra under specific terms and conditions. Councilrnernbers asked clarifying questions regarding performance contingencies for the buyer and whether a competitive process would be prudent. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE SPECIAL MEETING DIRECTLY FOLLOWING THIS MEETING AS UNFINISHED :USINESS. b. Update on Middle Housing Isaac Gloor, Associate Planner, and Neil Tabor, Senior Planner, reviewed the middle housing requirements as required by Hoarse Bill 1110, the draft work done by staff and Planning Comrnission to date, and the outline of the workplan including a public hearing at the Planning Commission level, Counciimembers asked clarifying questions regarding parking regulations and the result if the City was unable to meet the requirements set by the State, 8:23 p.m. Council President Sharp called for a 5-minute recess 8:28 p.m. Council President Sharp resumed the Meeting Tukwila City Council Committe,e, of the Whole Mir les February 10, 2025 c. Resolution revising the City Council Rules of Procedure. PAg,e 3. of 4 Laurel Humphrey, Legislative Analyst, reviewed the proposed updates made to the Council Rules of Procedure as well as supplemental feedloack, as received during the January 27 Finance & Governance Committee meeting. Councilmembers discussed the proposed amendments and their concerns with the language related to the, Council interaction with those who give, public comment at meetings (Council Rules of Procedure V,B„15 and V,B.15), CONSENSUS EXISTED TO KEEP THE LANGUAGE IN COUNCIL RULES OF PROCEDURE FOR BOTH ITEMS V.B.15 AND V.B.16 WITH CLARIFIATION TO : E MADE TO THE VERBIAGE OF V.B.16. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE FEBRUARY 24 SPECIAL MEETING CONSENT AGENDA. REPORTS a. Mayor Mayor McLeod reviewed the Tukwila Health and Wellness Center request for the Mayor and Councils support of their capital request from the State noting the proposed letter was provided to Council prior to this meeting C NSENSUS EXISTED TO AUTHORIZE THE MAYOR TO THE SIGN THE LETTER IN SUPPORT OF THE HEATHPOINT CAPITAL REQUEST. b. City Council Councilmember Martinez attended the Cascade Water Alliance Public Affairs, Puget Sound Regional Fire Authority (PSRFA), and South County Area Transportation Board (SCATIBd) Meetings. Councilmembei McConnell chaired her first PSRFA meeting, attended the Equity and Social Justice Commission (ESJC), and King County -Cities Climate Collaboration (K4C) noting due to their workload' they are now twice a month, Councilmember Papyan shared he is working with a fow non-profit organizations in an effort to bring these funds to Tukwila. Specifically, the Workforce Development Grant and the Environmental Grant Program through Washington State., Council President Sharp thanked Public Works staff for clearing the roads during the snow events and the Police for their increased presence fl the neighborhoods „ He also announced Councilmember Hedrick as the chair of the Planning and Community Development Council' Committee. c. Staff Marty Wine, City Administrator, reported the Mayor issued a proclamation rescinding the emergency proclamation issued in 2023. She noted while the State of Emergency no longer exists, the City remains committed to working with asylum seekers and connecting them with services. MO CELLANEOUS Councilmember McConnell noted during the Equity and Social Justice Committee Meeting in December, a request was made to update Resolution 1970 City's Commitment to Being Diverse, Tolerant, and Inclusive to reflect current teadership. it has been assigne,d to Laurel Humphrey, Legislative Analyst, and will be brought to Committee.
