Scope of Work
Background and Understanding
Northwest Hydraulic Consultants (NHC) previously completed an interior drainage assessment for
the "Tukwila 205" levee system as one part of a levee certification study. The certification study
noted that many segments of the levee were deficient and would require significant investment to
meet the certification requirements contained in the code of federal regulations (CFR). The Army
Corps of Engineers subsequently performed a semi -quantitative risk assessment (SQRA) of the
levee, which found that despite the noted deficiencies, the levee provides sufficient assurance of
performance that certification could be warranted (the Army Corps of Engineers is not required to
follow CFR requirements for levee certification). The City is therefore ready to move forward with
levee certification/accreditation based on the findings from the Corps' SQRA process and has
submitted the Corps' report and NHC's prior analysis to FEMA. FEMA responded in October 2023
with several comments on the submittal. The City has requested NHC's assistance in responding to
several of the comments, which this scope addresses.
Work to be Completed Under This Contract
Task 1: Mapping
NHC will prepare workmaps and annotated flood insurance rate maps (FIRMs) that reflect an
accredited Tukwila 205 levee. NHC's prior work included an assessment of interior drainage with
and without the P17 pump station- based on recent feedback from FEMA, the mapping will proceed
with the P17 pump station assumed to be operational. No new hydraulic or interior drainage
modeling will be performed; the mapping will rely on prior modeling efforts. Workmaps and
annotated FIRMs will be prepared for the following map panels:
53033C0959G
53033C0978G
53033C0967G
Mapping will use the same geoprocessing steps used to create the effective maps.
Deliverables:
-Workmaps and annotated FIRMs for the three stated map panels (pdf)
-Digital mapping layers (shapefiles)
Task 2: Miscellaneous Files, Documentation, and Comment Responses
In a letter dated October 18, 2023, FEMA requested "details of the joint probability analysis, the
digital model that supports the findings in the interior drainage report, and certification of the
submitted data, documentation, and inundation map by professional engineer."
The Phase 1 Levee Accreditation report prepared by NHC in 2015 included documentation on the
interior drainage analysis. For this scope, the interior drainage section of the report will be extracted
to a standalone document with minor additional explanatory text. The new memo will be certified
by a professional engineer.
Digital model files supporting the interior drainage analysis will also be provided.
This task includes up to 8 hours for responding to additional FEMA comments.
Deliverables:
-Memo documenting interior drainage analysis (excerpted from prior levee accreditation report)
-Digital modelfiles supporting the interior drainage assessment.
-Responses to additional FEMA comments.
Budget:
The estimated budget for this scope of work is $14,945. A detailed breakdown is available upon
request. The budget assumes the Citywill submit the materials to FEMA and pay the associated
application fees to FEMA.
