A. The property owner is responsible for obtaining an inspection of each rental unit and submitting the Inspection Checklist to the official code no later than September 30 of the year the Certificate of Compliance expires. B. When a unit changes from owner occupancy to a rental, the inspection must occur before the unit is occupied by the tenant.... C. Owners of complexes with 5 or more units are required to utilize a non -City inspector who meets the qualifications defined herein and who is preapproved by the City. Owners of rental properties with fewer than 5 units may utilize a city inspector or a non -City inspector.... TMC 5.06.100 VIOLATIONS. If an inspection of a rental unit conducted pursuant to this chapter reveals deficiencies of 25 points or more on the Inspection Checklist, the violation must be cured within 30 days.... A rental unit that exhibits deficiencies of 25 points or more on the Inspection Checklist shall be subject to a re -inspection and re -inspection fee as set forth in the City's fee schedule adopted pursuant to this chapter. Observation: On November 8, 2024, a courtesy rental inspection was conducted at the tenant's request due to previously reported severe .safety hazards and poor living conditions. The primary issue identified was persistent leakage from the ceiling and walls, affecting various parts of the unit, including the kitchen„ living room, and bedrooms. The property failed the rental inspection due to these severe conditions and was given until December 18, 2024, to schedule a reinspection and provide updates. However, no communication or action has been received to date. Observation: During the courtesy inspection conducted on November S, 2024, the tenant informed me that previous plurnbing and building repairs had been masle to address the water leakage several months prior to reporting the issue to the City of Tukwila. It was noted that no permits appear to have been applied for regarding these repairs. Additionally, the repairs were not performed properly, resulting in ongoing damage to the property. This has led to continuous leaks and severe molt growth within the walls. Corrective Action: Submit a complete building permit application and complete plans. Please note, permits are not considered final until they have received an approved final inspection. The case will remain open until the new permit has been finale.
