WELCOME TO THE TUKWILA CITY COUNCIL MEETING The Tukwila City Council encourages community participation in the local government process and welcomes attendance and public comment at its meetings. MEETING SCHEDULE Regular Meetings are held at 7:00 p.m. on the 1st and 3rd Mondays of each month. The City Council takes formal action in the form of motions, resolutions and ordinances at Regular Meetings. Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The City Council considers current issues, discusses policy matters in detail, and coordinates the work of the Council at Committee of the Whole meetings. PUBLIC COMMENTS Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on and not on the meeting agenda during Public Comments. The City Council will also accept comments on an agenda item when the item is presented in the agenda, but speakers are limited to commenting once per item each meeting. When recognized by the Presiding Officer, please go to the podium if on -site or turn on your microphone if attending virtually and state your name clearly for the record. The City Council appreciates hearing from you but may not respond or answer questions during the meeting. Members of the City Council or City staff may follow up with you following the meeting. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council Rules of Procedure provide the following guidelines for Public Hearings: 1. City staff will provide a report summarizing and providing context to the issue at hand. 2. City staff shall speak first and be allowed 15 minutes to make a presentation. 3. The applicant is then allowed 15 minutes to make a presentation. 4. Each side is then allowed 5 minutes for rebuttal. 5. After City staff and the applicant have used their speaking time, the Council may ask further clarifying questions of the speakers. 6. Members of the public who wish to address the Council on the hearing topic may speak for 5 minutes each. 7. Speakers are asked to sign in on forms provided by the City Clerk. 8. The Council may ask clarifying questions of speakers and the speakers may respond. 9. Speakers should address their comments to the City Council. 10. If a large number of people wish to speak to the issue, the Council may limit the total amount of comment time dedicated to the Public Hearing. 11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the issue is open for Councilmember discussion. 12. (Please limit your response to 500 words or less.) I've served on the Equity and Social Justice Commission for years, first as a councilmember and then as a resident. I would like you to consider moving me to another commission, where I can bring my ESJ experience with me. Two other committees of interest to me are: Human Services: I've worked with Stacy Hansen as a councilmember, and as a resident, on human services issues. I have been advocating those needing service and assistance since my high school days, when I served as a student representative to the Renton Area Youth Services board of directors. I continue my concern and interest in those needing help in the region. I am somewhat familiar with the process of vetting Human Services grant requests due to my time on the council. It would be an honor to serve on this board. Parks: I am an outdoorsy person and have enjoyed spending time in the parks in Tukwila since my family moved here in 1993. I was happy to have so many parks nearby when I was raising my three boys. I am familiar with the Parks District, having been one of the decision makers in its formation. I've also been involved in restoration projects over the years, mostly in the creation of Codiga and Duwamish Hill Parks. I would like to bring with me an informal connection between this commission and the Equity and Social Justice Commission. It would be fun and interesting to serve on this board. Equity and Social Justice: I also could continue to serve on the ESJ commission. As a long-time member, I bring continuity and knowledge of city policies and practices to the group. I am always learning new things from fellow commissioners and guests. My experiences on the committee have allowed me to bring greater awareness and understanding when advocating for the BIPOC community. From my time as an elementary student at Cascade to being part of the 100th graduating class at the city's only high school, Tukwila has been central to many pivotal moments in my life. Over these 28 years, I have witnessed this small yet vibrant city evolve in remarkable ways. For my first year of college, I made the drive over the mountains to attend Whitworth University. That year in Spokane taught me just how much of a blessing it is to call Tukwila home. Living away from one of the most diverse and emerging cities in Washington gave me a deeper appreciation for everything this community represents —something I no longer take for granted. After just one year, I knew I needed to return to Tukwila, a place like no other, to be closer to my family, closer to home. My desire to serve on the Human Services Advisory Board for the City of Tukwila stems from a deep sense of gratitude and a commitment to giving back to a community that has given me so much. I have seen Tukwila grow and change, yet it remains a place that opens its doors to people of all ages, backgrounds, languages, and religions. As the needs of those who call Tukwila home —or even those just passing through —continue to increase, it is crucial that we work together to address those challenges. I understand that the ratio of resources to community needs is a challenge faced by many cities in South King County. However, I also know that Tukwila is unique in its resilience, diversity, and potential. While I don't claim to have all the answers, I bring a valuable perspective as a second -generation daughter of immigrants who chose Tukwila as their home away from home. As a former Tukwila School District student, a bilingual first -generation Latina woman, and someone deeply rooted in this community, I hope to share my lived experiences to help assess and address the needs of residents from all walks of life. I have been a long time participant and fan of local parks and recreation services, and am applying for this open resident position to further my support and better my community. I find one of the best ways to get to know a city is to visit its parks, and so when I moved here I decided to run to all of our parks in a single day (I'm a runner). I found our parks to be a delightful combination of urban activity centers and ecological wonders, rich in native history. One of my favorites was the Duwamish Hill Preserve, and so when the opportunity arose I joined the "Friends of the Hill" steward group, and have been a member for a year and a half. I'm also a member of the Tukwila Community Center's fitness room and classes, as well as the Tukwila Pool (a big fan of both!). From my participation in Tukwila's parks and recreation groups, I've come to appreciate just how important they are to our community and I want to ensure that they continue to grow and flourish for all of our residents for years to come. I am eager to learn more about the Parks Department's ideas for improving our communities and how I can help them achieve them. I'm also eager to share my own ideas and do what I can to make sure our parks continue to be a place: - where all Tukwila residents can feel safe and welcome -where people of all ages and backgrounds can make friends and create memories -for community engagement and celebration - for learning and disocvery of our natural world and cultural diversity While I don't have a formal educational background in city planning or environmental science, my profession does involve a lot of strategic planning and budget creation/management. Early on in my career I also worked for a non-profit arts advocacy organization, and spent a decent amount of time partnering with the City of Seattle, King County, and state-wide advocacy groups. So I have a decent understanding of how local government works. WHEREAS, regulations which can be applied to emergency shelters, transitional housing, emergency housing and permanent supportive housing (STEP Housing) are dictated in RCW 35.21.683; and WHEREAS, RCW 35.21.683 permits reasonable occupancy, spacing, and intensity of use requirements to be applied to STEP Housing to protect public health and safety; and WHEREAS, occupancy, spacing and intensity of use requirements may not prevent the siting of a sufficient amount of STEP Housing; and WHEREAS, requirements for the City to plan for capacity for 471 persons requiring permanent supportive housing and 1,242 persons requiring emergency housing are established in the King County Countywide Planning Policies; and WHEREAS, there is a public benefit for the City to avoid clustering of larger STEP Housing concentrations around a few areas of the City; and WHEREAS, current buffer distance requirements and maximum occupancy for STEP Housing types limits the City's capacity far below capacity totals required in the King County Countywide Planning Policies; and WHEREAS, STEP Housing uses are not currently listed as allowed in several zoning districts within the Tukwila Urban Centers, as required by RCW 35.21.683; and WHEREAS, on January 23, 2025, the Tukwila Planning Commission, following adequate public notice, held a public hearing to receive testimony concerning amending the 2025 Legislation: STEP Amendments Version: 4/1/25 Staff: N. The facility must be located within a half mile walking distance of a bus or rail transit stop. 4. Emergency shelters with a capacity for 50 persons or greater, and emergency housing facilities with a capacity for 75 persons or greater must be at least 500 feet from any other emergency housing or emergency shelter, calculated as a radius from the property lines of the site. This distance may be reduced upon the applicant submitting documentation that there is a barrier such as a river or freeway preventing access between the facilities, and the path of travel between them on public roads or trails is at least 500 feet. 5. The maximum number of residents in a facility is limited to the general capacity of the building but in no case more than 100. 6. Southgate Creek runs through and around a commercial/light industrial business community that experiences and contributes to drainage issues. A historic landslide upstream and intensive land use development have caused increased erosion and sediment transport, impacting best management practices (BMPs) in the business community and contributing to roadway flooding and stream degradation issues. The project team intends to work with private partners to take a wholistic approach to address issues that contribute to flooding, water quality, barriers to fish migration and habitat degradation in Southgate Creek. DISCUSSION In mid- 2024, City staff began attending the CBP3 Technical Assistance Sessions provided by the Department of Ecology, Herrera Environmental Inc, and Environmental Incentives. These sessions focused on exploring partnership and procurement options to more efficiently address stormwater concerns throughout the State. In October 2024, the City applied to the CBP3 Planning Grant and was notified that we received the full grant award early 2025. This grant has two primary tasks. Task 1 - CBP3 Planning: The team will develop a CBP3 toolkit consisting of planning documents which will consider traditional and alternative contracting methods to solve flooding and water quality issues and prioritize stormwater system improvements. Deliverables for this task include an engagement plan, a draft Request for Proposals, and a draft contract. It will provide the City with resources for the planning, funding, and construction of future stormwater treatment and flow control facilities. Task 2 — Preliminary Engineering: The Team will engage a consultant to support outreach to relevant landowners, conduct a land survey, and prepare a Critical Area report of stormwater drainage in Southgate Creek, among other technical reports. 60 These planning tasks will inform the next phase of design and eventually construction to address water quality and alleviate flooding, among other co -benefits. FISCAL IMPACT The City was awarded a $602,150 grant from the Department of Ecology for the Southgate Creek CBP3 Planning project. There is no local city match. The City provided a letter signed by nearly 30 community members supporting the City's request for funding. II. Community Events • Green Jobs Event: Transportation Demand Management staff attended a Green Jobs Event organized by Metro held at Foster High on March 12. • 2025 Summer Camp Lottery: Enrollment in Camp Tukwilly, Preschool Camps, and Teen Venture Camp will be an in -person lottery. This change is based on community feedback and challenges with online registration in previous years. Forms must be handed in on Tuesday, April 15, from 6 PM - 8 PM at the Tukwila Community Center. There will be an Ice Cream Social and meet and greet with camp counselors. • Summer Events: Parks & Recreation summer events are on the horizon. The season will feature concerts, movies, art, physical activities, and a farmers' market. More information is available at https://tukwilawa.gov/SummerEvents. M. Staff Updates Public Safety • Camp Clean -Ups: On March 25, the Tukwila Police Department, along with the Tukwila Public Works (Streets & Surface water crews), and the Parks and Recreation team worked diligently to clean up two camps along Tukwila waterways. With water levels rising, the camps located at the 5200 block of Southcenter Boulevard and between Andover and West Valley Highway caused environmental and safety concerns due to their proximity to the water. Warnings were posted before the clean-up, and local teams provided/offered people in the camp local services. The clean-up took 2 excavators, 4 dump trucks, and multiple flatbed trucks. A portion of a camp was on private property, and the owner brought their own cleanup team and resources to get the job done. Clean-up crews continue to clear out the area. • Meeting with Westfield Mall: On March 10 Chief Dreyer met with Westfield Mall security management to follow up on the mall patrol program. • Meeting with Great American Casino: On March 12 Chief Dreyer and Deputy Chief Lund had a meeting with Great American Casino general manager to discuss safety issues that have been occurring at their business.
