MINUTES
Regular Meeting
March 17, 2025 - 7:00 P.M.
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Melissa McCormick, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Tosh Sharp (on -site), Mohamed Abdi (on -site), Armen Papyan (on -site), Jovita McConnell
(on -site), Dennis Martinez (on -site), Hannah Hedrick (on -site); and Verna Seal (on -site).
LAND ACKNOWLEDGEMENT
Councilmember Papyan stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging."

PUBLIC COMMENTS
1. Joe Duffie congratulated two staff members on their recent retirements and thanked Public Works
staff for their work.
2. Jules Shusterman spoke regarding immigration issues and the current presidential
administration's policies.
PRESENTATIONS
a. Recology 2024 Annual Report
Colleen Minion, Solid Waste Analyst introduced Alissa Campbell, Recology Government and Community
Relations Manager, who provided an overview of Recology's 2024 Annual Report.
Councilmembers asked clarifying questions regarding services, fees and noted improvements over the
past year.
CONSENT AGENDA
a. Approval of Minutes: 3/3/25 (Regular Mtg)
b. Approval of Vouchers: #00408318 — 00408461 in the amount of $2,122,249.68.

c. A resolution authorizing the duly -appointed administering agency for South King Housing and
Homelessness Partners (SKHHP) to execute all documents necessary to enter into agreements for the
funding of affordable housing projects, as recommended by the SKHHP Executive Board, utilizing funds
contributed by the City of Tukwila to the SKHHP Housing Capital Fund.

d. Approve an application for Lodging Tax funds from the City of Tukwila for the Annual Juneteenth
Commemoration, in the amount of $10,000.00.

e. An ordinance amending Ordinance No. 2740 §3 (part), as codified at Tukwila Municipal Code (TMC)
Section 17.16.040, "Preliminary Applications," to remove language requiring Phased Binding Site
Improvement Plans to execute development agreements.

7:14 p.m. Councilmember Abdi exited Council Chamber.
MOVED BY MARTINEZ SECONDED BY PAPYAN TO APPROVE THE CONSENT AGENDA AS
SUBMITTED. MOTION CARRIED 6-0, WITH ABDI ABSENT.
7:43 p.m. Councilmember Abdi returned to Council Chambers.
NEW BUSINESS
a. A resolution adopting a Federal Legislative Agenda for use during the 119th United States
Congress.
Brandon Miles, Director of Strategic Initiatives and Government Relations Manager, provided a high-level
overview of the resolution, grant funding and legislative priorities.
Councilmembers asked clarifying questions regarding funding of specific projects and shared their
interest in moving forward with voting on this resolution.
MOVED BY SEAL SECONDED BY HEDRICK THAT THE PROPOSED RESOLUTION BE READ BY
TITLE ONLY. MOTION CARRIED 7-0.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
ADOPTING A FEDERAL LEGISLATIVE AGENDA FOR USE DURING THE 119TH UNITED
STATES CONGRESS.
MOVED BY HEDRICK, SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE ADOPTED
AS READ. MOTION CARRIED 7/0, TO ADOPT RESOLUTION NO. 2112.
b. Authorize the Mayor to sign an Interlocal Agreement with the South County Area Transportation
Board for transportation coordination in the South King County area.

MOVED BY MCCONNELL., SECONDED BY SHARP TO AUTHORIZE THE MAYOR TO SIGN AN
INTERLOCAL AGEEMENT WITH THE SOUTH COUNTY AREA TRANSPORTATION BOARD FOR
TRANSPORTATION COORDINATION IN THE SOUTH KING COUNTY AREA. MOTION CARRIED 7-0.
c. 2025 — 2026 Human Services Contracts
<rescheduled from 3/10/25 C.O.W. meeting>
1. Authorize the Mayor to sign a contract with Children's Home Society (DBA Akin) for behavioral health
services through December 31, 2026, in the amount of $70,000.00 (not to exceed $35,000.00 annually).

2. Authorize the Mayor to sign a contract with Multi -Service Center for rent and utility assistance through
December 31, 2026, in the amount of $84,000.00 (not to exceed $42,000.00 annually).
3. Authorize the Mayor to sign a contract with Refugee Women's Alliance for basic needs and services
through December 31, 2026, in the amount of $63,000.00 (not to exceed $31,500.00 annually).
4. Authorize the Mayor to sign a contract with Tukwila Pantry for food pantry services through December
31, 2026, in the amount of $80,000.00 (not to exceed $40,000.00 annually).
5. Authorize the Mayor to sign a lease agreement with St. Stephen Housing Association for Hartnett Manor
(14688 Macadam Road South, Tukwila) for homelessness intervention/prevention through December
31, 2025.
Stacy Hansen, Human Services Program Coordinator, provided an overview of several contracts with
community -based organizations as well as a property lease with non-profit St. Stephen Housing Association
and requested approval for expenditures to support the residents' human services needs.
Councilmembers asked clarifying questions concerning the selection process, funding and budgeting.
CONSENSUS EXISTED TO AUTHORIZE ALL ITEMS IN ONE MOTION.
MOVED BY MCCONNELL, SECONDED BY ABDI. TO AUTHORIZE THE MAYOR TO EXECUTE ALL
CONTRACTS AS LISTED ON THE AGENDA FRONT SHEET UNDER ITEM 6C, SUBJECT TO REVIEW
AND APPROVAL BY THE CITY ATTORNEY. MOTION CARRIED 6-1, WITH SHARP VOTING NO.
d. Authorize the Mayor to accept two grants from the Washington State Department of Commerce
through the Local Community Projects Program for the Tukwila Community Center HVAC
Replacement Phase 1 Project in the amounts of $250,260.00 and $499,550.00.

David Rosen, Parks and Recreation Fiscal Analyst, gave a brief overview of the Department of
Commerce grants which will be utilized for the Tukwila Community Center HVAC Phase 1 project.
MOVED BY PAPYAN., SECONDED BY MCCONNELL TO AUTHORIZE THE MAYOR TO ACCEPT
TWO GRANTS FROM THE WASHINGTON STATE DEPARTMENT OF COMMERCE THROUGH THE
LOCAL COMMUNITY PROJECTS PROGRAM FOR THE TUKWILA COMMUNITY CENTER HVAC
REPLACEMENT PHASE 1 PROJECT IN THE AMOUNTS OF $250,260.00 AND $499,550.00. MOTION
CARRIED 7-0.
REPORTS
a. Mayor
Mayor McLeod received an invitation to visit Puget Sound Regional Council Offices to meet with staff
from Senator Murray's office and he will be attending the first King County Transit Safety Taskforce
meeting next week.
b. City Council
Councilmember Abdi was invited to speak with students from Foster High School's Civics class in the
coming weeks.
Councilmember Papyan attended the National League of Cities conference and lobbied with CFM on
Capitol Hill.
Council President Sharp - no report.
Councilmember McConnell attended the Sound Cities Association (SCA) meeting.

Councilmember Martinez went to the National League of Cities conference where he attended the Small
Cities Council meeting, the Hispanic Elected Local Officials meeting and lobbied with CFM.
Councilmember Hedrick spoke regarding diversity and inclusivity in the City and advised that the
Allentown Truck Reroute Draft Environmental Impact Statement (DEIS) is available for review, and City of
Tukwila is seeking community feedback online, via mail or in person at the community meeting on
Tuesday, March 25th at Tukwila Community Center.
Councilmember Seal shared that it was good to be back on City Council and spoke regarding the
importance of local government.
c. Staff
City Administrator Marty Wine referenced the City Administrator's Report and reported that she attended
the Sound Cities Association dinner earlier this month.
MISCELLANEOUS
Council President Sharp requested future consideration of City Council term limits and budget -dependent
salary adjustments.
