HomeMy WebLinkAbout2025-03-24 Committee of the Whole MinutesTukwila City Council Hybrid Meeting (On -site and Virtual) MINUTES Committee of the Whole March 24, 2025 COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Sharp called the Tukwila City Council meeting to order at 7:00 P.M. and led the audience in the Pledge of Allegiance. OFFICIALS Present at the meeting were Council President Tosh Sharp (on -site); Councilmembers Mohamed Abdi (on - site), Armen Papyan (on -site), Jovita McConnell (on -site), Dennis Martinez (on -site), Hannah Hedrick (on - site), and Verna Seal (on -site). CITY OFFICIALS Thomas McLeod, Mayor; Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator/Interim Public Works Director; Derek Speck, Economic Development Administrator; Nora Gierloff, Community Development Director; Neil Tabor, Senior Planner; Jo Anderson, Inclusion & Engagement Manager; TC Croone, Chief People Officer; Aaron BeMiller, Finance Director; Tony Cullerton, Deputy Finance Director; Trish Kinlow, Judicial Branch Administrator; Kris Kelly, Interim Parks & Recreation Director; Jefri Peters, Parks & Recreation Manager; Eric Lund, Deputy Police Chief; Humphrey, Legislative Analyst; Andy Youn- Barnett, City Clerk. LAND ACKNOWLEDGEMENT Councilmember McConnell stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS There were no public comments. PRESENTATION a. SCORE (South Correctional Entity) Update Devon Schrum, Executive Director, provided an overview of SCORE and its services and programs. The Councilmembers asked clarifying questions regarding the operating budget, the recidivism rate, capacity, and staffing. SPECIAL ISSUES a. An ordinance amending STEP Housing development regulations. Neil Tabor, Senior Planner, provided an overview of proposed code amendments modifying the City's regulations for emergency shelters, transitional housing, emergency housing and permanent supportive housing (STEP), in compliance with recent legislative changes. Councilmember McConnell returned to the Council Chambers. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. REPORTS a. Mayor Mayor McLeod attended a meeting with Senator Murray's Office and Puget Sound Regional Council, a King County Regional Transit Safety Task Force meeting, and a town hall with Senator Bob Hasegawa. He participated in a tour of the King County International Airport. b. City Council Councilmember Abdi noted this is the last week of Ramadan and wished the Muslim community a happy Ramadan. He will be joining other Muslim elected officials in Olympia next week in support of two proposed bills in recognition of Eid. He offered a reminder regarding the State of the City Address at Foster High School on April 2, 2025. Councilmember Papyan attended a town hall with Senator Bob Hasegawa and participated in a tour of the King County International Airport. Councilmember McConnell attended a Puget Sound Fire (PSF) Governance Board meeting. She reported PSF will be at the Foster Tukwila Presbyterian Church on April 19, 2025 for the Easter Egg Hunt. PSF will also be holding a training opportunity on May 3, 2025 and a Teddy Bear Clinic on May 17, 2025. She also attended the town hall with Senator Bob Hasegawa. She shared Allentown Advocates will have a meeting on March 25, 2025 at the Tukwila Community Center, and the Tukwila Children's Foundation will have a fundraiser on March 27, 2025 at Red Robin. 8:12 p.m. Councilmember Abdi exited the Council Chambers. Councilmember Martinez reported the South County Area Transportation Board held a meeting in the Tukwila Council Chambers on March 18, 2025. He attended a Puget Sound Fire Governance Board meeting, a Northwest Minority Builder's Association meeting, and a South King Housing and Homelessness Partners (SKHHP) meeting. He also attended the town hall with Senator Bob Hasegawa. He will be joining community members on March 26, 2025 for a King County Homeowners event for seniors. Councilmember Hedrick noted she will be unable to attend the State of the City Address as she will be traveling for work, and attending the April 7, 2025 Regular Meeting virtually. c. Staff There was no report. ADJOURNMENT 8:15 P.M. COUNCIL PRESIDENT SHARP DECLARED THE COMMITTEE OF THE WHOLE MEETING ADJOURNED FOR THE SPECIAL MEETING.
