The design allows the City to easily add one more bay and the necessary sleeping quarters associated with increased staffing. Fire Station 51 is scheduled to open in the summer of 2020. The function of Tukwila Fire Department headquarters will be transferred from Fire Station 51 to the new Fire Station 52. Currently under construction on the City Hall Campus, its driveway is located off of 65thAvenue South across from Tukwila Park. The two-story building will house three apparatus bays, Fire Department Administration offices, and bunk rooms for up to eight firefighters. Currently the project has earthmoving equipment leveling the site, site utilities being installed, and forms for retaining walls being built. Have you been on Tukwila International Boulevard near South 150th Street lately? Then you have certainly seen the transformation - the Justice Center's steel framework has now been erected. The two-story building will hold the City's Police Department, Emergency Operations Center and Municipal Court. The roof and structural walls are scheduled to all be in place by the end of November. This will allow workers to focus on the interior finishes during the worst of our region's weather. The structural walls will not show the final design - a metal panel finish with custom art - until 2020. The Justice Center is scheduled to open during the fall of 2020. As the federal government's largest statistical agency, the Census Bureau is responsible for providing current figures and facts about the American population, places and economy. Why is it important? Each year, the federal government allocates hundreds of billions of dollars to states and communities based on that Census data. Cities like Tukwila use these statistics to plan for a variety of needs: • New roads, schools, hospitals, and emergency centers • Future housing for all segments of the population • Funding services for those experiencing homelessness • Determining the number of our state's representatives in Congress, and for redrawing district boundaries. However, we need your help in reaching out to our diverse "hard -to -reach" communities. • Encourage families to report all children - including newborns - living at home. This helps service providers and families determine where to spend the $675 billion in local funding for food and health programs • Encourage and assist non-English speakers with self - responding to the 2020 Census. They can complete the census online or by telephone, in 13 available languages. 59 language guides are also made available. • Connect community members with faith -based or community -based organizations. This will ensure that all members receive the resources and information needed to respond accurately when taking the Census. • Most importantly, let them know that census responses will not be used against any person by any government agency. The Mayor is not our "boss," nor are we his, as is the perception of some people. In the United States, most governments at every level are organized into three separate branches - legislative, executive, and judicial. This idea was founded by Charles - Louis de Secondat, an 18th century political philosopher. He argued that political authority should be divided into three separate but equal branches to be truly effective. Each level of government has its version of the legislative, executive, and judicial branches, and none of these branches have authority over the other. You can see the three separate branches reflected in local levels of government as follows: City of Tukwila King County State of Washington United States LEGISLATIVE EXECUTIVE JUDICIAL City Council Mayor County King County Council Executive House & Senate House & Senate (Congress) Governor President Municipal Court District & Superior Court State Supreme Court and lower courts Supreme Court and lower courts Because each level of government has an increased amount of area of jurisdiction, their three branches have increasing amounts of staffing and authority as well. Another fact: city laws generally can't conflict with or override our county, state or federal (national) laws. For example, King County's laws can't conflict with Washington State or Federal laws, and Washington State laws can't conflict with Federal laws. In our city's model of government, the Council sets policy, and the Mayor implements policy. What exactly do we mean by policy? Policies guide the direction of the City. Policies can be guidelines, rules, regulations, laws, principles or directions. The City Council does not have direct authority to intervene in the day-to-day affairs of the City. The Mayor's job description does not allow him to make policy decisions. For example, the Council has adopted a Neighborhood Traffic Calming Program (a policy) for the City. It is the job of the executive branch - in this case the Public Works Department as overseen by the Mayor - to enforce this policy. Setting the City's budget is the Council's most powerful way to create policy. In Tukwila this is done every two years; we're almost halfway through the current 2019-2020 biennial budget. The work on the City's 2021-2022 budget will begin early in 2020. This long process involves staff at all levels and rigorous Council review and deliberation. Another interesting fact: in our region we have two kinds of municipal government models. One is the Mayor -Council form of government, where the Mayor is elected directly by the people. Cities that have this Mayor -Council style include Renton, Federal Way, and Tukwila, where we elect our Mayor every four years. The second model is the Council -Manager form of government. Councilmembers are elected by the people, and the role of Mayor is selected from the councilmembers by a vote of the council. This type of mayor does not have any special authority over the other Councilmembers but is considered the ceremonial head of the city. The councilmembers then hire a City Manager to oversee the administrative affairs of the city, and who is accountable to the full council. Examples of Council -Manager cities include SeaTac, Burien, and Des Moines. The StART committee includes staff and community members from adjacent cities, the Port of Seattle, airlines and air cargo companies. StART provides an opportunity to discuss concerns and voice feedback regarding SeaTac Airport construction projects, programs and operations. Meetings are held the fourth Wednesday of every other month from 6:00 to 8:OOPM. The term of service runs from January 2, 2020 through December 31, 2021. SEPTEMBER/OCTOBER 2019 5 Tukwila Public; Works I)epartrnent CONE IONE ijPDATEJ 2019 Street Overlay & Repair Program The 2019 program is nearing completion. Road sections included South 124th Street, South 128th Street, South 137th Street, 52nd Avenue South, South 200th Street, Andover Park East, and parts of the Fort Dent Park parking lot. Green the Green The Green the Green project is a public -private collaborative effort to restore sections of the Green River shoreline. Currently, non-native species thrive in the aftermath of river channelization, flood protection and land use development. A restored native plant community will provide shade and food production for threatened Chinook salmon and other aquatic species. The project also provides health and aesthetic benefits to the community. With partner Schneider & Schneider, the City is restoring more than 1,100 lineal feet of shoreline across from Fort Dent Park. The City is also restoring 781 lineal feet of river shoreline with the Harnish Group. Over the past year, the contractor cut and treated approximately 70,000 square feet of Himalayan Blackberry, English Ivy and other non- native species. Suppressing these plants takes several passes before new planting can take place, which is scheduled to begin in January 2020. Project construction is made possible through grants from the State's local watershed agency, the King County Flood Control District, and the Rose Foundation. Contact: Habitat Project Manager Mike Perfetti at 206-433-7192, or Mike.Perfetti@TukwilaWA.gov South 196th/200th Street Bridge Repair The construction contract for the South 196th/200th Street Bridge Repair Project was awarded to Nordvind Company, who began work in early October. This work includes a full road closure to vehicular traffic of the bridge, which is anticipated to reopen by Thanksgiving. Pedestrian/bike travel through the work zone will be allowed during most of the project. Detour routes will be posted for each phase of the work to provide appropriate travel information to commuters. Our goal is to complete finish -up construction work by the end of 2019. Sites scheduled for improvements include: • CIPP lining at South 130th St at South 33rd Place South, • South 140th Street at 38th Avenue South, • South 152nd Street at 42nd Avenue South, • 40th Avenue South at Southcenter Boulevard, and • Southcenter Boulevard at 61st Avenue South. There will also be site access improvements to the Gilliam Creek inlet south of Southcenter Boulevard, and at the Gilliam Creek control structure north of Southcenter Boulevard. Construction is tentatively scheduled to begin in late October and will be completed by late October 2019, weather permitting. Contact: Ryan Larson at206-431-2456orRyan.Larson@TukwilaWA.gov Riverton Creek Flapgate Removal Project Riverton Creek provides important off -channel rearing habitat potential for threatened juvenile Chinook salmon and other fish species. This tidally - influenced creek lies within the critical transition zone - the area where fresh and saltwater mix. The project involves the removal of two culverts with flapgates that severely limit salmon access into Riverton Creek. A new Green River Trail pedestrian bridge will be installed over the creek. Approximately 1,200 lineal feet of creek bank and backwater wetland will be restored with native plants and large woody debris. Also, 400 lineal feet of Duwamish River shoreline will be revegetated. Staff recently submitted a Joint Aquatic Resources Permit application to federal, state and local agencies. Construction is anticipated to begin in 2020. This vision - the Tukwila Village Food Hall - will be the first of its kind in South King County. Currently under construction, the Food Innovation Network (FIN) plans to open this 2,900-square-foot facility in spring 2020. The Tukwila Village Food Hall includes: • a commercial kitchen with four cook stations, • a community dining area, • five food retail stalls, with one stall assigned for cooking demos and food and art pop -ups The project provides twenty food businesses access to affordable commercial kitchen space. Also, eight entrepreneurs will have the opportunity to sell a their food on site and build a strong customer base. Hall - Food Innovation Network A program of Global to Local, Food Innovation Network helps entrepreneurs develop and build their own food busi- nesses. It provides training, mentoring, affordable kitchen space, and customer connections. FIN's mission is to: • enhance the local food system, • increase access to healthy food, • create pathways for success, and • support resource- and idea -sharing to engage the diverse communities of SeaTac/Tukwila and South King County. FIN uses a collective impact model to bring community perspective and organizational expertise together in collaboration.
