City's priority -based budgeting, Tukwila's Parks
and Recreation Department has determined that
neighborhood parks and the residents that visit them
are their priority for this community.

to end Family Fourth at the Fourth
(an event largely attended by non-residents).

Mayor's Message
Internship program for Tukwila teens returns
In 2017, Tukwila initiated its formal high school internship
program. Our goal then and now is to expose Tukwila's
young people to government service and potential careers.
As of April 1, we are recruiting for the third year of this
successful program. The timeline is as follows:
- Applications are due by 5:OOPM on Tuesday, April 30.
- Interviews will take place between May 7 and May 17.
- Applicants will be notified of their determination by May 27.
- Internships will be active between July 8 and August 30.
Each department will host an intern, providing students a
broad opportunity to learn about City departments: what
they do and how they work together to serve our residents
and community. These students are exposed to the
diverse, living wage careers available in city government.
Getting real -world work experience develops skills that are
transferable across many fields and work places, and
between government service and private industry.
If you know someone who would be interested in this
opportunity, tell them to apply! Requirements for a few
positions are students age 18 or older, but most require
students at least 14 years old and enrolled in high school.
High school seniors are eligible for these internships.

Employment Opportunities website.

students this summer, supporting them on their road

Council Corner

2019 Council President
One of the things that I have loved
about Tukwila since the day we
moved here in 1993 are the eclectic
neighborhoods. A one -hundred -year -old farmhouse (like
the one we live in) might be next to a newly -constructed
home, with mid-century modern homes and other types
on the same street. Each type of house has its own
character - and its own type of yard. Because one of my
favorite leisure activities is gardening, I love looking at the
different types of gardens and landscaping - and tending
my own. Working in the yard helps me clear my mind and
focus on the beauty of nature, whether sunshine or rain.
I take great pleasure in my garden and enjoy watching it
change throughout the seasons.
It should then come as no surprise that the City of Tukwila's
Backyard Wildlife Festival is one of my favorite city events
during the year. This year the Festival will be held on
Saturday, May 11. The Backyard Wildlife Festival is a
celebration of nature and the outdoors, focusing on the
habitats we nurture in our own backyards. I encourage you
to come celebrate our community and enjoy music, art,
local experts, education, kids activities, arts & crafts, plant
sales, tasty treats, and more! In addition, that morning
there will be a CommUNITY 5K Run and Walk along the
riverside trail, so you can get your steps in while admiring
the scenic views and wildlife activity of the Duwamish River.
The Council will have a table set up at this event, and we
look forward to having you drop by and share anything on
your mind. Bring your questions and share your thoughts
about items our Committees are working on this year. We
look forward to seeing you on May 11, rain or shine.

Arrival of spring brings return to
work on street, crossing improvementsJimmyxmArix
The City of Tukwila recently began construction
of two new pedestrian crossings on Tukwila
International Boulevard near South 141st
Street. These two new crossings will include
pedestrian -activated Rectangular Rapid Flashing
Beacons, marked crosswalks, pedestrian refuge
islands, advanced signing, lane rechannelization
and ADA ramps. Construction is scheduled for
completion in early June.
The 2019 Annual Asphalt Overlay and Repair
Program is scheduled to be under construction
in late spring/early summer and will include
roadway resurfacing with ADA improvements
at various locations throughout the City. The
preliminary 2019 location list includes:
South 128th Street, east of Military Road
South 137th Street, west of Macadam Road
52nd Avenue South, from 53rd Avenue South
east to Interurban Avenue South
South 200th Street between Orillia Road and
Southcenter Parkway
The 2019 Overlay and Repair Program will also manage the
scheduled repairs at Fort Dent Park, and repairs to Andover
Park East near Baker Boulevard from damage caused by a
water main break in late 2018. For inquiries about either

Let it snow, let it snow, let it snow... somewhere else.
At its March 18, 2019 meeting, the City Council recognized
City staff for the exceptional response to the recent snow
events. Tukwila Emergency Manager Jason Konieczka
expressed appreciation for the professional services
provided to the community by Police, Fire, Parks and
Recreation, and the Public Works Department.

Tukwila's storm drains... and you
Administered by the EPA and DOE,
the National Pollutant Discharge
Elimination System (NPDES) program
addresses water pollution by
authorizing governments to perform
many aspects of the program,
including permitting and enforcement.
Stormwater runoff is generated from rain and snowmelt
events that flow over land or impervious (not allowing fluid
to pass through) surfaces, such as paved streets, parking
lots, and building rooftops. The runoff picks up pollutants
like trash, chemicals, oils, and dirt/sediment that can harm
our rivers, streams, lakes, and coastal waters. Benefits
of effective stormwater runoff management include
protection of wetlands and aquatic ecosystems, improved
water quality and flood control.
Tukwila has an aggressive commercial storm drainage
inspection program that targets illicit discharges to a
drainage system. However, the pollution in our creeks,
wetlands and rivers is often a result of individual human
activity, which is also subject to enforcement.

It's OK to wash your vehicle at home, but it is illegal to
allow soapy water (including biodegradable soap) to
enter a storm drainage system. Either wash your car on
a water -permeable grassy area away from storm drains,
or simply take your vehicle to a commercial car wash.
When using pesticides, weed control or fertilizers, be
sure to follow the manufacturer's directions. Over -
applied chemicals can wash into a local storm drains,
contributing to storm water pollution.
While the sanitary sewer system drains to King County's
treatment plant, storm drains on city streets do NOT.
Tukwila's storm water drainage eventually drains to the
Green/Duwamish river. Only rainwater and snow melt
are to go down a storm drain. Sediment or dirt in storm
water is not acceptable.
Regardless of the quantity involved, if you spill or release
any hazardous material, you are responsible for its
immediate cleanup. If your spill enters a storm drainage
system, call 206-433-1860.

Confidence in the future of your city comes easier when
you know that good people are exploring ways they can
take part in the workings of their local government. For
those interested in serving the community by running
for office, several opportunities are available this year in
Tukwila. The City of Tukwila positions to be determined in
the November 5 election are:

All positions are elected for a four-year term, 2020 to 2023.
Dates for filing with King County Elections are May 13
through May 17 (in person or online) and April 29 through
May 17 (by mail).
There are many regulations and requirements associated
with becoming a candidate for office. Detailed information
regarding filing deadlines and fees, personal financial and
public disclosure information, campaigning and more can
be found online at KingCounty.gov/elections.aspx. If you

about the duties of Tukwila's Mayor and Councilmember

Homeowners: ADU amnesty period ends in June
An Accessory Dwelling
Unit (ADU) is a small,
self-contained
residential unit built
on the same lot as an
existing single family
home. Often referred
to as a mother-in-law
apartment, examples
ofADUs include an apartment over a garage, a basement
apartment, and an addition to an existing home - separate
living quarters with its own kitchen and bathroom.
Do you have an existing ADU on your property? If so,
Tukwila has changed its regulations, and registration
with the City is now required. There is an amnesty
period through June 2019 to get a courtesy inspection
from Tukwila's Building Department. IfyourADU was
built without City approvals, additional code flexibility is
available for applications received by this June.
Owners can register their ADUs - under more flexible
zoning rules - by filling out a no -fee registration application
atTukwilaWA.gov/ADU-App. More information is available

You may qualify for discounts or rebate
In 2003 the City of Tukwila imposed a Utility Tax and add-
ed surcharge to Seattle City Light customers as a contract
fee. With Resolution No. 1547, the City established policy to
rebate the additional taxes and contract surcharge fees to
eligible low-income seniors (age 62 or older) or disabled res-
idents for electric and natural gas utility rebates.
Criteria for eligibility
• Must be at least 62 years of age or disabled.
• Disposable income from all sources must not exceed
$32,000 per household.
• Must be Puget Sound Energy or Seattle City
Light customer.
Required information due by June 30, 2019
Must complete application and notarized supplemental
affidavit at the Finance Department in Tukwila City Hall.
Must provide copy of 2018 Income Tax Return.
Provide copy of your Puget Sound Energy or Seattle
City Light December 2018 billing statement as
verification of customer account status.
Payment process
Those applicants determined to be eligible will receive a re-
bate check from the City based on the actual taxes and sur-
charges paid for 2018. For more information, please contact

at the site of new Fire Station 51

PUBLIC SAFETY PLAN
Look for work on public safety facilities to move forward
On Monday, March 25, the Tukwila
City Council gave the final go-ahead
to build Fire Station 51 and to initiate
the Justice Center project. This is a
significant milestone for the City's
Public Safety Plan and a very exciting
time in Tukwila. The City thanks the
voters of Tukwila who passed the
Public Safety Bond and the community
for its commitment in supporting the
work of our first responders.
For those passing by the site on
Tukwila International Boulevard,
construction at the Justice Center
will be visible in April. Installation
of project fencing at the site will be
followed by demolition of the existing
structures. The construction team
will then be working on site clearing
and grading, foundations and initial
structure work. The project team
will return to Council for permission
to move forward with the remaining
construction in May. The facility is
expected to open in early 2021.
For each of the businesses displaced
by the Justice Center, the City was able
to achieve agreements that included
financial assistance, permit credit,
reduced rent and other incentives.
Work on Fire Station 51 will also begin
in April, though the community will
not see much movement on the site
beyond project fencing until May.
During this time, the team will be
performing necessary engineering
and other shop drawings, as well as
mobilizing the various trades. Fire
Station 51 will be located at South -
center Parkway and 180th, and the
community is encouraged to check out
its progress over time. The station is
expected to open in late summer 2020.
Like other jurisdictions and the
private sector, the City is experiencing
challenges in this very hot construction
market that have resulted in cost
escalation. Although Fire Station 51
came in above the revised project
budget, savings from the Justice Center
site were able to offset the increase.
This has allowed the project team
to move forward with both projects
without adding to the overall program.
An analysis of impacts associated with
delaying these projects shows that
such a delay would only add significant
costs to the overall Public Safety Plan.
Fire Station 52, to be located on
City Hall campus, is currently in
the schematic design stage. (See
rendering below.) Designated as the
City's future headquarters fire station,
this facility will be accessible from
65th Avenue South near Tukwila Park.
Additionally, the City's combined
Public Works facility, located between
East Marginal Way and Tukwila
Boulevard south of S 112th Street,
is in the master planning process.
The goal for this project is to initiate
improvements to one or more of the
existing buildings later this year, and
create a multi -year strategy to fully
develop the site.
