DATE ATTACHMENTS 5/5/25 Informational Memorandum dated 4/25/25 Applications 187 City of Tukwila Thomas McLeod, Mayor INFORMATIONAL MEMORANDUM TO: City Council FROM: Scholarship Selection Committee: Mayor Thomas McLeod, Council President Tosh Sharp, Legislative Analyst Laurel Humphrey, Youth/Teen Recreation Coordinator Darren Hawkins, Foster High School College and Executive Coordinator Cheryl Thompson DATE: April 25, 2025 SUBJECT: Tukwila City of Opportunity Scholarship Recommended Recipients BACKGROUND In 2014 the City of Tukwila created the Tukwila City of Opportunity Scholarship program to provide financial assistance to high school seniors living in Tukwila to assist them in continuing their education beyond high school. Resolution 1844 which adopted the Tukwila City of Opportunity Scholarship allocates $10,000 per calendar year for scholarship awards with each award being no less than $1,000 and no more than $5,000 each. Due to the quick turnaround time between the deadline to apply and the deadline to notify scholarship recipients, this matter has traditionally been forwarded directly to the full Council for review and approval. This year we advertised the scholarship on the City's website, in the Hazelnut, with the local high schools, on Scholarships.com and on TheWashBoard.org. DISCUSSION The Scholarship Selection Committee comprised of Mayor Thomas McLeod, Council President Tosh Sharp, Legislative Analyst Laurel Humphrey, Youth/Teen Recreation Coordinator Darren Hawkins, and Executive Coordinator Cheryl Thompson, received and reviewed eight applications. Two topics came up in the review discussion: 1) In addition to the Tukwila City of Opportunity Scholarship, City Council allocated $65,000 in 2025 for the Tukwila Promise program which will be dedicated to Foster High School seniors looking to attend Highline College; and 2) It has been 10 years since Council has reviewed the amount budgeted for the Tukwila City of Opportunity Scholarship. RECOMMENDATION Based upon review of the applications, consideration of all the required components and discussion by the Committee, we are recommending scholarship awards in the amount of $1,500 per applicant be approved at the May 5, 2025, Council meeting. The total amount of recommended awards is $12,000 rather than the $10,000 allocated in the 2025 budget. Mayor McLeod and Council President Sharp support the request to Council to authorize the expenditure of an additional $2,000 to proceed with the scholarship awards as proposed. Additionally, the Committee recommends that Council review the Tukwila City of Opportunity Scholarship and consider raising the funds allocated for scholarships. Scholarship recipients will be invited to the June 2, 2025, City Council meeting to be recognized by the Council.
