Tukwila City Council' Hybrid Meeting (On -site and Virtual) MINUTES Committee of the Whole April 28, 2025 7:00 PAL COMMITTEE OF THE tritHOLE CALL TO ORDERIPLEDGE OF ALLEGIANCE Council President Sharp called the Tukwila City Cot ci meeting to order al 700 p.m. and led the audience in the Pledge of Allegiance, OFFICIALS Present at the meeting were Council President Tosh Sharp (on -site), Councilmembers Armen Papyan (on site) Dennis Martinez (ontsite), Hannah Hedrick (on -site), and Verna Seal (on -site) Councilmembers Abdi and McConnell were not in attendance. CITY OIFFICIIALS Thomas McLeod, Mayor; Marty Wine, City Administrator; Aaron BeMiller, Finance Director, Tony Cullerton, Deputy Finance Director; Kris Kelly, Interim Parks & Recreation Director; Jefri Peters, Parks & Recreation Manager; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Neil Tabor, Senior Planner; Laurel Humphrey, Legislative Analyst; Jennifer Marshall, Deputy City Clerk, LAND ACKNOVVLEDGEMENT Mayor McLeod stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging.' PUBLIC COMMENTS Robert Neuffer proposed traffic calming measures on Tukwila internationai Boulevard and throughout the city to include lowering speed limits, closing neighborhood roads to through traffic, and adding signage to warn drivers of high pedestrian areas, PRESENTATION a. Introduction and swearing in of Police Offic r Erik Ptron Chief Dever introduced Officer Peterson and Mayor McLeod performed the swearing in SPECIAL ISSUES a, An ordinance amending regulations regarding residential conversions, Councilmember Hedrick noted this item was forwarded unanimously by the Planning and Community Development Council Committee Neil 'Tabor, Senior Planner, outlined the purpose of the proposed ordinance to amend the Tukwila Municipal Code to be consistent with updates to state law The amendments include adopting a new code section tilled "Residential Conversions”, clarifying residential conversion allowances and standards, and adopting a map designating parcels within a Major Pedestrian Corridor, Tukwila C'ty Council Committee of the Whole Minutes April 23, 2025 Page 2 of 3 The Councilrnembers asked clarifying questions regarding the process that developers would need to follow in order to qualify, if the standards can only be applied to the ground floor, and discussed examples of similar development from around the region, UNANIMOUS CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. REPORTS a. Mayor Mayor McLeod shared the Washington State Legislature adopted the Transportation Budget for the Fiscal Year 2026-2027 which did not include the reallocation of $15.6 million for the 42nd Avenue South Bridge, it had instead been pushed to being funded in 2029. He outlined his efforts as welt as those of Councilmembers noting that by the end of the week nd the State Transportation Committee Chair Jake Fey noted his support for funding this project at the Spring budget amendment as long as the city meets certain timelinris. b. City Council Councilmember Seal highlighted information from the City of Tukwila Publication The Hazeinot regarding the Community Navigator working at the Tukwila Municipal Courts on Wednesdays to expand reintegration services beyond just Tukwila residents, Councilmember Hedrick encouraged participation in the blood drive on Wednesday, April ,30 from 10:00 am. to 400 'orn, in the, Council Chambers. Councilmember Martinez referenced conversations with residents about their incr ased property taxes, He attended the Cascade Water Alliance meeting on Wednesday, April 23; a Campaign Kick Off Event, and a pop-up market at Southcenter on Saturday, April 26, He thanked IUPAT District 5,, We Heart Seattle, and Battlefield Addiction for their time on Saturday picking up over 5,000 pounds of garbage„ Councilmember Papyan shared his reaction and efforts in response to the State Transportation' Budget noting his determination to do whatever it takes to ensure the city receives the necessary funding to replace the 42nd Avenue South Bridge, c.
