HomeMy WebLinkAbout2025-05-12 Committee of the Whole MinutesTukwila CityCouncil Committee of the Whole Hybrid Meeting (On -site and Virtual) MINUTES COMMITTEE OF THE WHOLE CALL TO ORDERIPLEDGE OF ALLEGIANCE May 12, 2025— 700 PAL Council President Sharp called the Tukwila City Councilmeeting to order at 7:00 p,m, and led the audrienc in the Pledge of Allegiance, OFFICIALS 4 Present at the meeting were Council President Tosh Sharp (on -site); Ccuncllmembers Mohamed Abdii (virtual), Armen Papyan (on -site), Dennis Martinez (on -site),, Hannah Hedrick (on -site), and Verna Seal (on - site), Counciimember McConnell was not in attendance, CITY OFFICIALS Thomas McLeod, Mayor; Marty Wine, City Administrator, Pete iayer, Deputy City Administrator; Aaron BeMiller, Finance Director; Tony Cullerton, Deputy Finance Director„ Nora Gierloff, Department of Community Development Director, Derek Speck, Economic Development Administrator; Kris Kelly, Interim Parks & Recreation Director; Jeri Peters, Parks & Recreation Manager; Matthew Austin, Parks Maintenance Supervisor; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; TC Croone, Chief People Officer; Joel Bush, Chief Technology Officer; Max Baker, Development Supervisor, Laurel Humphrey, Legislativ Analyst; Jennifer Marshall, Deputy City Cierk, LAND ACKNOWLEDGEMENT Councitmember Papyan stated The City of Tukwila is located on the ancestral lands of the Coast Salish people We acknowledge their continuing connections to and, waters and culture, We pay our respects to their elders past, present and emerging," PUBLIC COMMENTS 1, Kate Krullier requested the Council consider amending the contract with Billy Barools to assist ourtenant with encouraging people to use the restaurant and bar after golfing hours 2. Joe Dottie thanked those who have filed for Council and asked the candidates to reme ber to locus on what is best for Tukwila. PRESENTATION a. Mental Health Awareness Month Proclamation. Mayor McLeod proclaimed May 2025 as Mental Health Awareness Month, SPECIAL ISSUES a. Contract with Evergreen Asphalt and Concrete for the 116th Street Parcel Trail Acc Counellinember Martinez noted this item was forwarded unanimously by the Community Services and Safety Committee Tukwila Cityleouncli Committee of the 'Wilde Minutes May 11, 2025 Page 2 of 3 Matthew Austin, Parks Operations and Maintenance Superintendent, overvievved a contract for proposed improvements at the South 116th Street Parcel (acquired in 2019) that would create a passive recreation site for the cominunity The Councilmembers ciarified this project is budgeted as a part of the 2025-2030 Capital Improvement Plan and appreciated the public outreach that resulted in the proposed off-traii respite area, UNANIMOUS CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. b, An ordinance establishin a Critical Area Designation Permit and Pre -Application Conference Process, Councilmernber 'Hedrick noted this tern was forwarded unanimously by the Planning (Si Conirnunity Development Committee, Max Baker, Development Supervisor, explained the proposed ordinance would amend the Tukwila Municipal Code to create a Critical Area Designation permit and require pre -application conferences for certain complex permits, The Councilmernbers asked clarify/ling questions regarding vesting and highlighted the usefulness of requiring pre-applicatiohs on complex projects for staff and developers UNANIMOUS CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. REPORTS a. Mayor Mayor McLeod attended a lunch hosted by thri Transportation Club of Seattle featuring Washington State Secretary of Transportation JuVie Meredith, He took this opportunity to arrange a tour for her of the 42rld Avenue Bridge to help ensure funding He will be attending the signing of House Bill 1587, Tukwila Promise, in Olympia on May 13 b. City Council Councilmernber Hedrick referenced the LTA,C itern for Starfire Sports will be on the May 19Council Consent Agenda, Councilmernber Martinez met with Steffanie Fain, King County Council candidate, and relayed concerns of 'Tukwila seniors, He attended the South County Area Transportation Board (SCATBd) meeting, a grade school production of Peter Pan, the Puget Sound Regional Fire Authority (PSREN Recruit Graduation at Station 741,, the pop-up market on Segalles property, and the Police Peace Officers Memorial Ceremony at City Hall, CounciOnnernber Papyan met with the City Prosecutor and had a discussion about how the Council and City can support the homeress population noting his interest in hearing her perspective c. Staff No report Tukwila City Council Committee of the Whole I inutes May 12, 2025 Page 3 of 3 IVIISCELLANEOLIS Counolimember Hedrick asked Council to consider temporarily filling the current vacancy on the Puget Sound Regional Fire Authority Governance Board due to Councilinember McConnet's absence, The Councilmembers discussed the need for representation on the hoard, perhaps waiting additional time before taking action, and who would be available to fill the position, CONSENSUS EXISTED TO TEMPORARILY APPOINT COUNCILMEM SOUND REGIONAL FIRE AUTHORITY GOVERNANCE BOARD, ER SEAL TO THE PUGET As a result of the discussion, Council President Sharp requested Legislative Analyst Laurel Humphrey provide the Councll with information and guidance regarding the possibility of filling tine Council position on a temporary basis A JOURNMENT 7:47 P.M.
