Council deals with important issues

During the past two months, the Council's workload has expanded above
and beyond our regular Council and committee meeting assignments.
On April 20, the Council held its first public hearing on the Draft Shoreline
Master Program (SMP) forwarded from the Planning Commission. After receiving
public comments, the Council agreed to keep the public hearing open until July
13, allowing time for additional public comment and for the Council to focus its
attention on the proposed Tukwila South Development Agreement. Council will
begin review of the Shoreline Master Program with work sessions in July and Au-
gust dedicated just to the SMP review.
At the June 8 Special Council meeting, the City Council passed an ordinance
authorizing the Mayor to enter into a Development Agreement with La Pianta
LLC for the Tukwila South project. Discussions regarding this project began over
five years ago, with negotiations culminating this April when Mayor Haggerton
forwarded a Development Agreement to the Council with his recommendation
for approval. Located south of South 180th, west of the Green River, east of Orillia
Road/I-5, and north of South 204th, the project area encompasses approximately
500 acres, 217 acres currently in Tukwila, and 259 acres currently in King County
proposed for our annexation. The project description includes 10 million square
feet of development that could include a mix of businesses, retail and residential.
Environmental and transportation impacts have been mitigated resulting in pro-
visions for an improved four -lane extension of Southcenter Parkway, additional
pedestrian and bike trails, an off -channel fish habitat restoration area on the river,
rehabilitated wetlands, and a natural native vegetation area being preserved on
the hillside. Once completed, the project will benefit Tukwila with additional
employment opportunities, housing options and recreational amenities, plus an
additional source of revenue.
In addition to these complex ongoing projects, the Council held a budget work-
shop on May 28, where the Mayor and Finance Director reviewed the City's
current financial status with the Council. The sales tax revenue that we depend
upon for funding maintenance and operations is lower than anticipated. We plan
to hold a follow-up budget workshop again in the fall, to review trends and discuss
options for dealing with any budget adjustments that may be necessary.
We are pleased that the City of Tukwila will once again be providing free family
entertainment AND a fireworks display at Fort Dent Park on Saturday, July 4.
Bring your family and friends (you can take a free shuttle from the Foster Pool),
and enjoy a fun -filled evening as we celebrate our nation's Independence Day.
And as we continue into summer, we also look forward to seeing you at the up-
coming Council Coffee Chats and the Tukwila Days festival on August 15.

Mayor's Mes-
Since the last edition of The Hazelnut, several things of importance to Tukwila
citizens have happened. City Administration and your City Council held a Budget
Retreat on May 28, to review last year from a financial perspective and to deal
with the economic woes of 2009 which are dramatically affecting our sales tax
revenues. Holding a financial workshop was considered a priority at the Council's
Retreat in early 2009, and it gains more importance as we are dealing with the
current economic downturn.
I'd like to mention some positive things going on in our City that we can all enjoy,
taking advantage of the beautiful weather as we move from spring to summer.
The City of Tukwila and the Museum of Flight honored four veteran Tuskegee Air-
men at this year's annual Memorial Day event. If you were not there, I encourage
you to attend on future Memorial Days. I guarantee you'll come away with such
a patriotic sense of pride for this country that it makes you feel good all over.
We enjoyed another successful and well -attended Backyard Wildlife Habitat Fair
at the Community Center. Thanks to all the City employees and volunteers who
make these events a reality. Please take part in the upcoming Family Fourth at the
Fort event on July 4, and the Tukwila Days annual celebration coming in August.
There are some major economic development projects moving forward, some of
which may have developer agreements completed by the time you receive this.
On Monday, June 8, the City Council unanimously approved the Development
Agreement with La Pianta LLC, for the project known as Tukwila Valley South,
generally the land located between South 180th Street and South 204th Street
on the west side of the Green River. The Development Agreement and the or-
dinances and resolutions covering the various aspects of this major development
were approved by your City Council, and we are working toward finalizing all the
issues related to the development soon.
We continue to work with the developer selected by your City Council for the
Tukwila Village project located at South 144th and Tukwila International Blvd.,
and I look forward to reporting positive things regarding that development, which
is critical to our vision for the future of Tukwila International Boulevard.
Let's not forget the effort Tukwila's employees put into having a healthy work
force and community as a whole. At this year's Association of Washington Cities
annual conference in Spokane, we will receive our sixth consecutive "Well City
Award". We've been advised by the American Heart Association that Tukwila
will receive the Platinum award — the highest they offer — for being a 'Fit Friendly
City' for the second year in a row. I encourage everyone to walk or ride a bicycle
at every opportunity. Take advantage of the many trails and parks throughout the
City. Have a wonderful, safe and healthy summer.

Sign up now for 2009 National Night Out!
Each year, hundreds of Tukwila residents join their neighbors in an evening of fun,
while sending the message to criminals that they are not welcome in Tukwila! Na-
tional Night Out (NNO) — an annual event celebrated across the U.S., Canada and
on military installations — will be Tuesday, August 5. This evening event brings
residents together to meet one another and share crime prevention tips. Members
of the Tukwila Police and Fire Departments, along with City Council members,
Code Enforcement officers and Human Services representatives, will be available
after 4:30PM to visit each neighborhood event that "registers" by Friday, July 31.
Target Corporation is a national sponsor of NNO, and Target Southcenter employ-
ees will come along to visit neighborhood parties, with free give-aways for kids.
Types of neighborhood events vary. Many neighborhoods plan a barbecue or
potluck to take advantage of the wide variety of ethnic food contributions Tukwila
residents have to offer. Other suggestions are a pizza and pool party, ice cream
social, or coffee/dessert potluck. Consider holding a neighborhood clean-up or
a block work party to help out an elderly or disabled neighbor. Don't limit your
ideas... it's time to bring your neighbors together for a fun evening.

Police Department plans fall Citizens Academy
The Tukwila Police Department will be hosting its third CITIZENS POLICE ACAD-
EMY. Come learn about the day-to-day operations of our Police Department, as
well as what the specialty units do (K-9, SWAT, Drug Unit, etc.)... all while having
fun! Classes will be held on Monday and Wednesday evenings, 6:30 to 9:OOPM
starting September 14, with graduation on October 21. Additionally, there will be
one Saturday session for driving and firearms instruction.
The Citizens Police Academy is open to anyone who lives, works or owns a busi-
ness in Tukwila. To attend, applicants must be 18 years or older in addition to
passing a criminal history and driving record check. If you or someone you know

Girl Scouts and Tukwila Rotary do planting at Tukwila Pond
The Tukwila Pond Wetland Buffer project is part of a plan to improve water qual-
ity, wildlife habitat, and public enjoyment at Tukwila
Pond, by returning the Pond's vegetation to its more
natural state. Tukwila Girl Scouts (Service Unit 35) and
their parents planted over 200 native trees and shrubs
at a May 2 work party at the Tukwila Pond Wetland
Buffer that runs along Andover Park West south of
Strander Blvd. In total the scouts, their parents, and
Rotary members gave over 60 hours of volunteer time.
We're busy restoring wildlife habitat and
improving public access, but there's still
lots to do and volunteers are needed. To

Tukwila residents receive
Community Pride Award
Established in 2005 by the Tukwila
City Council, the Community Pride
Award formally recognizes individuals
who have demonstrated pride in our
City through the exceptional upkeep
of the exterior of their residence and
surrounding grounds. Candidates for
this award are nominated by a City
Council, Arts Commission or Parks
Commission member.
At the May 4 Council meeting, the
2008 Community Pride Award was
presented to Joe and Cathe Anderson,
who have lived in the Foster Point
neighborhood for three years. Besides
taking great care of their home and
grounds, the Andersons have been
model citizens in reusing materials and
lessening environmental impacts by
utilizing local resources for their home
improvements. They utilize certified
organic mulch and add chicken ma-
nure from their chicken coop, rather
than using any pesticides or products
that are not natural. Although the
Anderson yard won't be fully matured
for a couple of years, their accomplish-
ments are certainly visible now!

City begins 2009/2010 overlay program
The City's annual street overlay and repair program is de-
signed to rehabilitate roadway surfaces throughout the
City. With the City's new biennial budget, a greater num-
ber of street segments can be repaired and the City can
take full advantage of the favorable bidding climate. On
May 14, 2009 bids for 23 street segments were received,
and the bid was awarded to Lakeside Industries on June
1 in the amount of $1,560,638.50. Construction is antici-
pated to begin in early July and be completed by October.

2009 Small Drainage Projects
Tukwila's Annual Small Drainage Program corrects iso-
lated small drainage problems throughout the City. This
year's small drainage projects were awarded to Green Riv-
er Construction in the amount of $571,186.50. Work is
anticipated to start in July and be completed by October.
Specific locations of this year's projects:

vard and 42nd Avenue South
• South 133rd Street at Southgate Creek
• South 131st Place at Southgate Creek
• West Marginal Place South near northern City Limits
• 33rd Avenue South to 34th Avenue South.

Program addresses stormwater pollution
Few of us give much thought to the thousands of catch basins
(drains) located throughout the City. They drain our roadways,
driveways, yards and parking areas to downstream pipes and
ditches, and discharge untreated water into our streams and
rivers. This untreated stormwater carries with it garbage, silt,
sand, oils, fertilizers, soaps, and other debris and chemicals.
To reduce the amount of pollutants entering local water bod-
ies, Federal and State regulations under the National Pollutant
Discharge Elimination System (NPDES) require that munici-
palities who operate surface water drainage systems educate
the public on the effects of stormwater discharge to the en-
vironment. The City of Tukwila is currently developing our
program to meet these requirements.
To help reduce pollution within our streams and rivers, the
City is asking the public to consider the following:
• Remember "only rain goes
down the storm drain."
• Reduce or eliminate pesti-
cide and fertilizer use.
Wash cars on lawns or
at retail carwashes.
Before using a charity
car wash, determine
where the soapy water
is discharged.
Report non-stormwater
discharges to the City.

Seeking members for City board
The basis for Tukwila's Community -Oriented Policing Citizens
Advisory Board (COPCAB) is the belief that all citizens share
in the responsibility of our community's quality of life. Our
mission is to foster collaborative opportunities — between gov-
ernment, the business community, schools and citizens — to
identify and resolve problems, empowering people and neigh-
borhoods to help themselves. It is our vision that Tukwila
sustain a safe, culturally rich, and economically healthy envi-
ronment responsive to all members of the community.
The COPCAB meets every fourth Wednesday of the month,
from 6:30 to 8:OOPM. We currently have two open positions:
a business representative (someone who works or owns a
business in Tukwila) and a residential representative (some-
one who lives within the city of Tukwila). If you or someone

Family to Family
The Children's Administration of the
Department of Social and Health Ser-
vices (Child Protection Services) rec-
ognizes a disproportionate number of
children formerly living in the 98168
area have been removed and placed in
care outside their original community.
An effort has been launched to keep at -
risk children in the community by find-
ing resources to enable children to stay
with their birth families or — if needing
to be removed — ensuring that foster
homes are available in the community
where the children live.
Concurrently, building a strong team
to support children through a family
team decision process is sought. This
team can include parents, relatives and
community members that are involved
in the children's lives. Additionally,
since children of African American and
Native American children are dispro-
portionately represented in removed
children, there are efforts to focus on
the unique needs and positive out-
comes for children of color.
Family to Family is a new initiative
seeking to bring concerned members of
the community together in support of
these at -risk youth. Current members
include representatives from DSHS,
the Tukwila School District, and office
of Tukwila's Human Services.

financial education, translation, and other complimentary services to members.
Members can achieve lasting financial stability through quality financial services
and products that specifically meet the diverse needs of low- to moderate -income
families, while also delivering value to middle- and upper-income members.

Home Repair Grants
Why defer home maintenance that can
later cost a homeowner thousands of
dollars in urgent home repair? If you
are low- to moderate -income and have
been in your home for a year, you may
qualify for Tukwila's Minor Home Re-
pair Program for a home repair grant
up to $2,000, pending available funds.
Repairs are made to the housing struc-
ture only. Funds are utilized for ser-
vices that focus on maintaining the
safety and health of the occupants.
This includes preserving the dwelling
and/or conserving energy
Licensed bonded contractors are as-
signed to work with homeowners to
complete the repair work. Preventive
maintenance jobs are considered along
with actual repairs. Repairs are prior-
itized by the seriousness of the repair
relative to other pending requests.

cy
Access to Success is an innovative
program serving families in the South
Seattle and South King County area
who are experiencing financial diffi-
culty for the first time. Eligible clients
may be facing home foreclosure, first-
time eviction or unemployment.
Using a proactive approach to address
financial, housing and employment is-
sues affecting the family, the goal is to
avoid crisis and provide for future self
sufficiency, stability and resiliency.
Access to Success offers assistance
with housing stabilization, financial lit-
eracy, job readiness skills, employment
assistance and income stabilization.
Access to medical care, mental health
counseling and drug/alcohol support
will be provided. Assistance levels are
based on each family's particular situ-
ation.

Shoreline Master Program update process continues
Cities and counties throughout Washington with shorelines of statewide signifi-
cance (such as the Green/Duwamish River) are required to update their Shoreline
Master Programs by December 2009. The Shoreline Master Program (SMP) is a
land use plan that includes policies and regulations that control what can be built
and what businesses can locate along major salt and freshwater shorelines. Tukwi-
la's Planning Commission reviewed a draft SMP and sent a recommended version
to the Tukwila City Council in February
On April 20, the City Council held a public hearing on the draft SMP and has
continued that hearing to Monday, July 13 at 7:00PM. Everyone interested in the
Shoreline Master Program is invited to attend and provide testimony on the pro-
gram. Additional meeting dates will be scheduled; please check the City's website
for more information at www.ci.tukwila.wa.us/dcd/shoreline.html.
Once the Council approves the SMP, the document will be sent to the Washington
State Department of Ecology for final review and approval. Unlike other land use
plans prepared and adopted by the City, the Shoreline Master Program does not go
into effect until it has been approved by the Department of Ecology.

Tukwila City Clerk's Office — at the Tukwila Days Vendor Fair
on Saturday, August 15, between 10:00AM and 3:OOPM. Get
the latest information about new ID requirements for re-entry
into the United States and the new passport card. Pick up all
the necessary forms for passport application; receive information
on photos, fees and proof -of -citizenship documents; and find out
where, when and how to apply.
