Councilmember De'Sean Quinn has taken on the responsibility of serving as King County Councilmember Position 5. This was going to be his last term in office, so we as a Council knew he was leaving us, but we did not expect this to happen so soon. On behalf of the City, I want to thank him for his many years of service and wish him the best going forward. He will do a excellent job. This change lead us into the process of finding a replacement. We as a City should thank all the participants in the process, and hope they will continue to be part of conversation on shaping our City going forward. After interviews, the process led to former Councilmember Verna Seal being appointed to this role. She will be sworn in on March 17, 2025, and has indicated that she will be only serving to the end of this term. Our City is fortunate to have someone with her experience who can serve during this short period of time. Going forward for Council, our City will be addressing the Multi -family Tax Exemption Program, Local Road Safety Plan, Financial Sustainability, Middle Housing, along with the many other standard reports and briefings. Your feedback and involvement is critical in shaping this City in a way we all can be proud of. It's about community spaces or, as I call them, "third places"; not your home, not your work, but additional community space where we can come together. Third places are vital for any community. Places like a coffee house, the barber shop, salon, the library, or a park. They give us a sense of belonging, reminding us we are not alone. Imagine walking into a park filled with children playing, families having picnics, and friends catching up over a cup of coffee. Doesn't that feel good? That's the magic of community spaces. They are not just parks or libraries. They are the heartbeat of our neighborhoods. We lost some of them during the pandemic, and creating these spaces now is vital to restoring our community. On Wednesday, April 2, we are offering an opportunity for a new kind of community space. I would like to invite you to join us for our State of the City address at the Foster High School Performing Arts Center. Doors will open at 5:30, and the presentation will start promptly at 6:OOPM. This is a chance for you to join your neighbors, learn what is going on at City Hall and in your neighborhoods. We will have some songs - a community choir is being formed to sing - and there will be light snacks and coffee. Especially valuable will be resource tables set up at the event. You can get information and answers from City departments - Community Development, Finance, Mayor's Office, Parks and Recreation, Police and Public Works- plus 20 other community partners (Pool, Library, Sound Transit, etc.). The focus of my speech will be Public Safety, Budget, Community Projects, Immigration / Refugees, Housing, FIFA World Cup and a few surprises. Creating a successful "Third Place" is not just the responsibility of city planners or local leaders. It starts with all of us. Our City can create the programming and space, but we need you to come and engage in the process. If you have an idea about a third place we could make a reality in Tukwila, please email me at Mayor@TukwilaWA.gov. I'd love to hear your idea! When we come together as a community, we can dream bigger. We can design a community that reflects our values and caters to our needs. So, let's take a moment to think about our own neighborhoods. SKETCH OUT A PLAN Plan two or three meals before shopping and use a list when at the store. Plan to eat the most perishable items early in the week and consider recipes that use ingredients you might have left over. Then plan in a couple of "lazy nights" for the week to order out, dine with friends, or use what's in your freezer. 2. STORE FOOD SMARTLY Prep produce for next couple days as soon as you bring it home, for easy use during the week. Use airtight containers for most foods. Additional storage advice for over 85 foods can be found at www.savethefood.com,. 3.USEITUP Designate a night of the week to use up what's in your fridge. Fridge Fridays, anyone? 4. FREEZE, FREEZE, FREEZE Freezing food is like pushing the pause button and almost anything can be frozen —bread (best sliced), milk (shake when thawed), eggs (raw but scrambled), and cheese (shredded and used for cooking). And don't forget to freeze leftovers, even if just for a few days. 5. UNDERSTAND EXPIRATION DATES "Use by," "Best by," "Enjoy by" —these are generally not expiration dates at all, but merely suggestions as to when the product is at its freshest. Take them with a grain of salt and use your nose, sight and judgment to determine when food has really expired*. Find many more useful tips at www.savethefood,com. 'Note: Deli meats, unpasteurized dairy products and ready -to -eat sandwiches are products where heeding the date is recommended. WHY FOOD WASTE PREVENTION MATTERS Save Money: A family of four can save between $1,866- $3,000+ per year by reducing wasted food. Conserve Resources: Wasted food means wasted labor, land, water, and energy used in its production and transportation. Improve Food Access: Safe and nutritious food could be better utilized to improve food access in our communities. Food Waste Prevention Week promotes cutting food waste by 50% by 2030. By working together to divert good food from landfills we conserve resources, reduce environmental impacts, and build stronger, more resilient communities. Reducing food waste supports a stronger economy, a healthier environment, and greater food security for all. HOW TO REDUCE WASTED FOOD AND SAVE MONEY Join us for a fun, interactive class to learn how to maximize your food through proper storage, label reading, and innovative recipes. All participants will receive a kit from City of Tukwila to take home that will help reduce wasted food at home, including a food storage guide. Everyone is welcome. Instructor Trish Jones Tukwila Community Center Monday, April 28 6:00 - 8:001PM Tuesday, April 29 1:30 - 3:30PM The Hazelnut - April 2025 5 Cascade Water Alliance connects communities for a clean, safe and reliable water supply Tukwila's drinking water currently comes from the Cedar Watershed in the Cascade Mountains. It is treated to meet all state and federal water quality standards. Tukwila is a member of and receives this water from the Cascade Water Alliance's contract with Seattle Public Utilities. But do you know what that means, how it came to be, and what the future holds for Tukwila's water supply? The idea for a regional coalition for water supply came to fruition over 25 years ago when fast growing east and south King County communities were faced with the possibility of diminished water supplies from Seattle. These communities were growing, would need water in the future, and wanted a say in how that happened. In 1999, the Cascade Water Alliance (Cascade) was officially formed when east and south King County cities and water districts joined together to create a regional water supply governance model. This alliance assured that members have a voice and a vote in their water future, and ensured that their communities would have enough water for growth and economic development. In addition to Tukwila, members of Cascade include Bellevue, Issaquah, Kirkland, Redmond, Sammamish Plateau Water, and the Skyway Water and Sewer District. Cascade serves over 400,000 residents with an employment population of 380,000. It also offers water efficiency and conservation programs, classes and outreach throughout the area. This saves tens of millions of gallons of water per year. Cascade is governed by a Board of Directors made up of representatives appointed by each member. Tukwila is represented by Mayor Thomas McLeod on the Board, with Councilmember Dennis Martinez serving as an alternate. The Cascade Board makes all the policy decisions about current and future water supply for the organization. In addition to ensuring a voice and a vote on future water supply, another key principle that guides the Board is Tong -term certainty of supply while maintaining the flexibility to choose the best source in the future. 6 The Hazelnut - April 2025 One of the first things Cascade did after it was formed was to purchase water for its members from Seattle Public Utilities. The original 2003 contract with Seattle has been amended several times since then and now provides water to Cascade until the amount begins to decline in 2039. After signing the contract with Seattle, Cascade knew it needed to find its next source of water for its members. In 2009 Cascade purchased the Lake Tapps Reservoir, fed from the White River in Pierce County, as a future source of water supply. In 2010, Cascade secured the State water rights to use the reservoir as a source of drinking water, providing supply certainty and flexibility. Cascade maintains the reservoir but has not yet developed it for supply. Cascade's original goal was to develop the Lake Tapps Reservoir for delivery of drinking water in 2042, after the amount of water from Seattle starts to decline. However, to meet that timeline, planning for construction of a water treatment facility and pipes to deliver the water would need to start today. In 2021, Cascade knew that there was ample water supply in the region through at least 2060 and saw an opportunity to delay the development of the Lake Tapps Reservoir by purchasing available regional supplies. This would provide significant financial and environmental benefits by using available regional water before developing new supplies. After years -long discussions with both Seattle and Tacoma, the Board chose to move forward with Tacoma. Tacoma offered a longer -term contract with a better price and more flexible terms than Seattle. Even when the cost to build a pipe to connect the systems is factored in, it is still less expensive for Cascade to contract with Tacoma for water from the Green River Watershed that is treated to meet all state and federal water quality standards. Cascade will continue to have a relationship with Seattle because that contract will be in place until 2039 and provides a small amount of water through 2063, but adding Tacoma to the mix connects the systems in a way that has not been done before. Tacoma's contract will meet Cascade's water needs through 2062 and provides some permanent supply after that date. This contract with Tacoma is a significant milestone for Cascade and the region. It's the first step toward creating a connected system in which water can move to where it is needed, increasing resiliency for Puget Sound utilities. It utilizes existing resources and gives Cascade more time to plan and save for its next source of supply, benefiting ratepayers and the environment. The Board recognized the considerable benefits of partnering with Tacoma and authorized the Tacoma contract at its meeting on January 22. Tacoma's city council is expected to act in March. Even with all of Cascade's successes, as we look to the future, there will be challenges to face. Cascade and other utilities in the Puget Sound region are developing strategies to adapt to climate change, carefully tracking population growth and preparing for the impacts of a major earthquake. Cascade, Seattle, Tacoma, Everett and other utilities are members of the Water Supply Forum, collaborating to ensure access to drinking water after an emergency event.
