Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 700 o.m„ and led the
audience in the Pledge of Allegiance,
ROLL CALL
Jlennifer Marshall, Deiputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Tosh Sharp (an -site), Mohamed Abdi (on -site), Armen Papyan (on -site), Dennis Martinez
(on -site), Hannah Hedrick (on -site); and Verna Seal (an -site).

THE AISENCE OF COUNCILMEMBER MCCONNELL, MOTION CARRIED 6-0.
LAND ACKNOWLEDGENIENT
Councilmember Martinez stated The City of Tukwila is located on the ancestral lands of the Coast Salish
people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging„"

1. Dennis Robertson shared he joined Southend indivisibles„ a group of volunteers \who work to support
and, empower people and communities targeted by current national legislation: He encouraged
participation in their protests as well as other activities,

shared her excitement at the passing of Tukwila Promise State House Kt
CONSENT AGENDA
a: Approval of Minutes: 5/5/25 (Special Mtg i,: 5/5)25 (Regular Mtge)
b, Approval of Vouchers. #00406893 — 00409014 on the amount of $1,994 514 43,
c. Authorize the Mayor to execute a contract with Evergreen Asphalt & Concrete, line., for the South 116th
Street Parcel passive park improvements project, in an amount not to exceed $152,316.24.

MOVED BY COUNCILMEMBER SEAL, SECONDED BY COUNCILMEMBER HEDRICK TO APPROVE
THE CONSENT AGENDA AS AMENDED. MOTION CARRIED 6-0.
PUBLIC HEARING
An ordinance extending the term of a development agreement between the City of Tukwila and
Segale Properties LLC and its successors for the Tukwila South Development for five months.
7:11 p.m. Mayor McLeod opened the public hearing.
Derek Speck Economic Development Administrator, provided a brief history of this agreement and
presented the draft ordinance and proposed fifth amendment for the Development Agreement for the
Tukwila South Development to provide an additional five months for completion of negotiation.
7:12 p.m. Mayor McLeod called for public comments.
There were no public comments
Mayor McLeod asked if there were any clarifying questions from the Council, there were none.
7:13 p.m. Mayor McLeod closed the public hearing.
UNFINISHED BUSINESS
An ordinance extending the term of a development agreement between the City of Tukwila and
Segale Properties LLC and its successors for the Tukwila South Development for five months.
The Councilmembers discussed that development agreements can be used as a tool by the City to allow
developers accommodations in anticipation of increased results tor the City It was clarified the only
modification being requested to the existing development agreement is an extension of time for
negotiations to be Icompleted.
UNANIMOUS, CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE JUNE 2 REGULAR MEETING
CONSENT AGENDA.
NEW BUSINESS
a. Duwamish Park playground replacement:
(1) Approve a grant application with KABOOMI, Inc. for a Community -Built Playscapo Grant at
Duwamish Park, with a local match of $118,500.00.

(2) Authorize the Mayor to sign a grant agreement with KA: °ow, Inc. for a Community -Built
Playscape Grant for the replacement of the playground located at Duwamish Park, in an
amount to be determined (local match $118,500.00), with a final form to be approved by the
City Attorney's Office.
Matthew Austin, Park, Maintenance and Operations Superintendent, reported staff is working to apply for
a Community -Built Pllayscape grant with KABOOMI, a non-profit organization that works to end playspace
inequity, If granted the funds will be applied towards the purchase of playground equipment for the
installation of an approximately 5,000 square foot playground at Duwannish Park. Matching funds would
be required and be provided from the city's Land Acquisition, Recreation and Park Developrnent Fund,
The Councilmembers reflected on the success of a previous KABOO grant and the volunteer
participation for the Cascade View Park in 2017, They are pleased these improvements could come to
Duwamish Park and asked questions about the fund being used for the matching funds and the potential
to include lighting in the scope of work
MOVED BY COUNCILMEMBER SEAL, SECONDED Y COUNCILMEMBER HEDRICK TO APPROVE
A GRANT APPLICATION WITH KABOOMI, INCORPORATED FOR A COMMUNITY -BUILT
PLAYSCAPE GRANT AT DUWAMISH PARK, WITH A LOCAL MATCH OF $118,500.00. MOTIO
CARRIED 6-0.
MOVED BY COUNCILMEMBER PAPYAN, SECONDED BY COUNCILMEMBER ABDI TO AUTHORIZE
THE MAYOR TO SIGN A GRANT AGREEMENT WITH KABOOMi, INCORPORATED FOR A
COMMUNITY- UILT PLAYSCAPE GRANT FOR THE REPLACEMENT OF THE PLAYGROUND
LOCATED AT DUWAMVSH PARK, IN AN AMOUNT TO BE DETERMINED (LOCAL MATCH
$118,500.00), WITH A FINAL FORM TO BE APPROVED BY THE CITY ATTORNEY'S OFFICE, MOTION
CARRIED 6-0.
REPORTS
a. Mayor
Mayor McLeod met with Senator Hasegawa, Repres,entative Hackney (remote), and Representative
Berquist from the 11" Legislative District to discuss the recent legislative session, He attended the Puget
Sound Regional Fire (PSRF) Community Emergency Response Team (CFRT) graduation on May 16 He
reported interviews were held for the vacant Public Works Director position and hopes to have an update
soon
b. City Council
Councilmember Abdi spoke regarding his recent losses noting grief is challenging to navigate, He also
expressed his support of and best wishes for Counoilmennber McConnell,
Councilmember Papya,n attended the Tukwila Promise Bill signing in Olympia and reflected on the
opportunity it gives Tukwila students. He attended Foster High School as a judge of their civic projects
and enjoyed the great opportunity to participate and help students navigate these types of projects.
Councilmember Martinez was also in Olympia during the signing of the Tukwila Promise Bill signing and
was pleased to see indlividuais from the City of Renton and Tacoma in attendance. He reported on his
attendance at an all -school musical concert hlghlighting local elementary music students on May 14 an
Association of Northwest Minority Builders meeting on May 15, a candidate forum with the Master
Builders, Association, a Soutlh Kng Housing and Homelessness Partners (SKHHP) Executive Board
Meeting on May 16, and a multi -cultural fair fundraiser to help families in need

Councilmember Hedrick also attended Tukwila Promise Bill signing and expressed excitement for the
opportunity it affords students. She noted she looks forward to the future when it can be expanded to
include other colleges and trade apprentIceshIps as well
Councilmember Seal attended the Tukwila Promse Al signing and was able, to participate in the Housing
Development Consortium Affordable Housing Week by attending classes, She shared the Puget Sound
Regional Fire Authority (PSRFA) publication, Emergency Responder', noting it is very informative and
worth the time to read
c. Staff
Marty Wine, City Administrator, referenced the City Administrator's Report in the agenda packet,
