va I I e.y Industri !
C omnni S Si n
By Mayor Charles 0. Baker
(This is the first of a series of an
ticl'es concerning this newly formed
commission;
The Valley Industrial Commission
consists of six representatives of
each of the four municipalities;
Tukwila, Renton, ;Sent, and Auburn.
It was formed to cope with the common
problems inherent in the industrial
development'of their combined areas.
I would like to take this opportunity
to give you a few lights on the mo-
tives behind ,my ,creation of this corm -
mission.
Tukwila is situated at the head
of our potentially important indus-
trial valley. We are at the cross-
roads. Ever since our incorporation
over 51 years ago we have been aware
of our responsibility to the people
of Washington. Now our dawn is upon
us; and we, along with Kent, Renton,
and Auburn, must move quickly to
develop our valley in a manner most
suitable to its occupants.
As you know the Fbrt of Seattle
had plans for the development of our
valley for some years. They had fi-
nanced studies, made elaborate plans,
and told their story widely. Many
people had come to rely upon the
Fbrt's proposals. This was to be
the way.
We in Tukwila were not entirely
sold on the Fort of Seattle plans.
In our opinion it had some serious
shortcomings. he thought private
industry, investing its own money in
an American plan of risk and profit,
was the proper method of developing
our valley. The Ibrt, however, had
the authority and was proceeding
along it, original line. This would
have beer to take the land by pun..
chasecondemnation, developing it,
and then leasing it to industry --
thus taking the land off the tax
rolls and depriving the towns of a
valuable tax base. All costs would
have been borne by the taxpayers.
Recently the Fort+s plans were
overthrown by the Ub.shington State
Supreme Court which held that some
of the laws pertinent to the Fbrt's
scheme were unconstitutional. Once
the shadow of condemnation was lifted
we moved ahead to put our program
into action. I contacted the Mayors
of Kent, Rentor and Auburn and asked
them to join with mean creating this
Valley industrial Commission.
The commission has held one organ•
izational meeting and two regular
meetings. Each municipality sent
six men who represent a good cross-
section of the businesses and indus-
tries in the bailey. To keep you
informed of the commissions activ-
ities, in order that you may support
it, details of the work and plans
will appear in succeeding articles.
