Baker Early this year an election was scheduled to permit the voters of Tukwila an opportunity to advance from a Fourth Class Town to a Third Class City.. This election was cancelled be- cause our boundary description was not satisfactory, although it had been approved by the County. Commissioners more than fifty- three years ago. In order to establish our boundaries it be- came necessary to" survey and, draft a legal description of our town. This has been accomplished and an .election is ..scheduled for November 28, 1961. In the life of a cit; or 'to'wn fewmonths delay in gaining a goal is not ali•rays eritical, but in this particular instance, it could .possibly change the course of our ..destiny. Sparsely .populated areas found it necessary to in- corparate-as a Fourth Class Town with a land area not to exceed one square -mile. In 1951 the Legislature emoted an amendment to this law that permitted towns to grow. Need- less to say Tukwila took advan- tage of this opportunity and,did grcxw. In January, 1961, -the Wahingyton State Supreme Court, declared this amindment unconsti tutional. Once again we found At impossible to annex and grout. It was -at . this pb'int thata group ,of out' citizens requested axlelection to advance to a• Third class City.. • puring the summer while we worked. to establish our boundar- ies, our neighboring cities set out on annexations that, if suc cessful, will almost completely • surround us. - Now it is time for us to enter the reals of "Ifs". In the evont our people vote to advance to a Third Class City and if our neighboring cities should:fail in -their effort of annexation then out -city -would be in a position to---ocent annexation& in what is considered our normal.growth area. This alone is not the only ad- vantage .in advancment. As a Third Class City we will have seven Councilmen, instead of five this .will spread the heavy work load and.•.ernit others to partic- ipate in -the affairs of the com- munity. Our town is the hub of many cities. We all experience'' the. same growing pains,` our problems only become different_ because we must- work with them under -the laws that govern towns. -Our. :boundaries join those of Renton'. and Kent, yet- our officers and - "offi"cials must operate under a different form of government. Yes, there are: many things to be said, in favor . of advancement, but perhaps this"one. thought may - have occurred to` all of us. Throughout the, year's our people:, have joined with our officials to weric for the orderly -growth and development of our town. It is with pride that I can say to, you, ," our toren is now ready.. for. ad-. vancement if you so desire". Council - Mt. Doyle moved we accept the co- operation of the State Highway Dept. and work with them. The Council discussed the re- qUeSt to vacate certain portions. of So. 154d. St, and 54th Ave. SO Mr, Doyle moved the Council do so and a Hearing be held on Nov. 6, 1961. Mr, Drew gave an interesting report on District Schools. There was a discussion of a proposal that the town of Tukwila enter into a stabilization pond lease with Puget Western, Inc. Meeting recessed until Oct. 9th. Recessed meeting called to order at 8:00 P.M. Nr. Minkler read a letter from Mt. Hays Evans, Sanitation engin- eer, a reply from a protest from the Town of Tukwila regarding burning at the garbage collection area near the S.W. town limits. Et. Evans stated there was an at- tendant at the dump' who tried to control any burning which might develop, allowing only the burn- ing of brush which could not be burned on the home premises. Et. Burzenski reported on the excavation on Interurban Ave. So. He declared it was not in violat- ion of any town ordinance. The matter was referr..d to Mr. Hodge, attorney. Meeting recessed until Oct. 16, Oct. 16 meeting. Mr. Burzenski reported that the official Tukwila boundaries have been detemined and the findings accepted by County Comdssioners, Mayor Baker appointed Et. Park- er, Town Marshall, as Dog Pound Master and Earl Decter his assist ant. Mr. Fiorito reported he had bought the property on Interurban Ave. So. where excavation has been in progress. He asked for permission to continue his work there. Er. Burzenski recommended permission be granted and the Town be given a certificate of Insurance. Hr. Fiorito promised to provide such cetificate. Mr. Doyle moved 'Ord. 339,for- bidding sale and storage of gas- oline, kerosene, solvents and similar liquids in glass contain- ers, be placed on its ftst read- ing, seconded by Hr.
