Excerpts from the Town Council
minutes for June, 1961.
The regular meeting of the Tuk-
wila Town Council was called to
order by the Mayor, Charles 0.
Baker, at 730 P. M. Councilmen
present: Stan Minkler, A. G. Rad-
ford; E. W. Ives, R. K. Doyle and
Jerry Hamilton.
Mr. Long reported 2 building
permits issued in Mey.
Ordinance #328, applying a
zoning of C-1 to an area annexed
to Tukwila, was passed.
Ord. # 329, applying a zoning
of R -L-9.6 to an area annexed to
Tukwila, was passed.
A request w,s received from 14r.
Charles H. Johnson to install a
pinball machine in a restuarant
in Tukwila. This request was re-
ferred to Mr. Hamilton to report
tack -on June lgth,
A petition for annexation to
Tukwila, of an area- in E. River, -
tat Garden Tract, was presentea.
Council examined the petition.
Mr. Minkler moved the Council en-
tertain the petition, that a
check of the boundaries be made
and fixed July 3, 1961, at
fel' a Public Hearin e on same,
seconded by Mr. Doyle and carried.

The meeting was called to order
at 8:10 F. M. by yman Cliff
Fouty. The minutes of the May
meeting were read and approved.
The dispositions on the two
pending ordnonces for the Town
of Tukwila were discussed. The
Bicycle ordinance (still at the
attorney's office) and Parking
Ordinance and the recommendation
by Commissioners Leahy and Fouty
to wait until feasible for the
Town.
The coming proposal to go on
the ballot, "Whether or not Tuk-
wila should become a third-class
ity" was discussed at length.
The pro's and com's and benefit
to the Town were brought up.
A aMall discussion wa8 held on
the, duiping ,of garbage by the
White House and the "junky"
flower and fruit stand at, the
Junction. Mr. Regel to pursue
these problems further.
-In the chairman's absence for
the remaining two months of off-
ice, Yr. Rudy Hegel agrGed to
take over as acting chairman
until September and election of
:Officers. Mrs. Tat Hopper agreed
to take over secretarial duties
until said time also.
Mr. Fouty suggested that the
Town and the Advisory Group look
into the problems and feasibility
of Sewers for the Tuwn in the
near future.
The meeting Was adjourned at
9:50 P.M. T9e next meetang to be

Since there were no bids re-
ceived en Schedule C-Sewage-dis-'
posal-pond facility, Mr.;Druge
stated they would again advertise
for bids on this item.
Mr'. Wells B. McCurdy made two
requests relating to work being
done in the slide area of the
development He asked, that Puget
lestern be allowed to excavate a
oorti_on of the slide area _ near
5"nth. Ave.. So. to drain water
which he claimed was causing the
entire slide. This slide has
caused considerable damage in the
area of 53rd Ave. So. and So. 162
nd. St. He st.:ted that the three
private property owners involved
had been or were being bought out
This would make puget Arestern the
sole owners of the property in
question.

No. 137, requesting the County
Auditor to provide for a special
election on the advancement of
the Town of Tukwila from a fourth
class town to a third class city
to be held on or before the 1st
day of August, 1961, be adopted.

Mr. John Ehrlichmen, town at-
torney, discussed with the Council
the proposed relocation of a 60
inch water pipeline, owned by the
City of Seattle and presently
maintained across properties of
Puget Western, Inc. and South-
ce.eter Corp. in Tukwila. Yr.
Doyle moved the adoption of Res.
No. 138, which would assure the
City of Seattle teat at such time
as the town is regiiested to grans
a franchise and permit for such
relocated portion of the pipeline
it shall do so on the basis that
the rights thereby granted to the
City of Seattle shall be irrevoc-
able as long as., the relocated
pipeline shall occupy the portion
of 67th Ave. So. and S0. 158th St.
agreed upon.
Lir. . i::inkler asked Mtr Hamilton
for a repert on the application
of Mt.:Charles Johnson for, a pin-
ball licensei•, r•..' Hamilton pre-
sented an application from Yr.
Frank Desimone for permission to
Secure:a :Master Fin .ball license
in Tukwila. Ivir. Hamilton recom-
mended a Maeter pin. ball license
be issued tc both Yr, . Fiiohnsori and
Lir. Desimone. granted.
Mr. Desimone also requested
:permission to operate a card room
in Tukwila.... Request tabled.
Suzuki, representing Shore-
line Construction Co. reported an
error had been made on the :Vater
Contract awarded his company,
which error would work a hardship
He asked the Council to consider
the bid and renegotiate the con-
tract. Mir. Eleelichman advised
tb:t this could not be done.
Mr. Ehrlichman stated that the
County Prosecutor and the town
Engineers will meet in the coming
week and set the boundaries of
the Town of Tukwila.
Ordinance No 330, relating to
the registrations of felons, was
passed.
Meeting recessed until June 29th.
Recessed meeting called to or-
der at 7:00 P.M.
Bids were received on the
Stabilization Pond and Lift Stat-
ion, Schedule C-, Local Improve-
ment Dist. ,-r3. The representat-
ive of Hoagland -Findlay Engineer-
ing Co. requested permission to
withdraw said company bid,. Per-
mission granted.
The following bids were re-
ceived and examined, from:
Butler Construction do Engineer-
ing Co.
Stevens Construction, Inc., and
T.W. Traverse Construction Co.

Yr. V. F. Harrold of Yakima bas
been selected as Principal of
Foster Junior -Senior High. School.
He will replace Charles.. Curry
who has resign ed to accept a sin-
ilar position with the Department
of the U. S. Air Force in Casa
Blanca.
Lr. Harrold comes to the South
Central School District with a
broad background in teaching and
adrninistraticn •at both the Junior
and senior high school ,levels ,
For-the'past 9 years- he has been
associated with the --Yakima City
Schools. During the last ,4.✓. years
he, has been vice-principal of
Davis High HSchool in Yakima.
Previously he was Principal crth e
Wapato Junior High School, the
Colville Junior High School, and
the Colville Senior High School.
The new Foster Principal has
been active in community affairs,
He has belonged to the.Lions Club
for Many years,. He was one. of the
Charter members of the Colville
Lions and was selected by that
group as their first president in
1951.
Harrold received his undergrad-
uate training at Northwest lvliss-
ouri State Teachers College. His
graduate work has been done pri-
marily at .renh+...gton Stete Univer-
sity. Fe hos a iiia: ter t s Degree
from the latter institution in
Education.
Iver. Harrold is a widower. He
and his daughter Nancy, an eighth
grader, will move to this area
sometime in July. He will assume
his new duties actively on Aug. 1

Mr. I.inkler moved a letter be
sent to the State Department of
Health committing the Town of
Tukwila to napi.ly water to the
control house at the stabilization
pond within 60 days after the
pond begins to function as an
overflow lagoon. Seconded and
carried.
,.r. Iverson presented a propos-
al for a change in location of a
road in the vicinity of 54th Ave.
So. and So. 162nd. St. in the
Southcenter Development.

spond in a hurry, and in the in-
terest of safety, we ask that you
warn your children to keep off
the streets to prevent accidents.

Fire permita are required for all
outdoor burning, except in cover-
ed incinerators. Permits may be
obtained at the Town Hall of at
Foster Golf Links. When burning
trash in incinerators, be sure to
have cover on to arrest sparks
and burning particles.
