Excerpts from a Town Council
Meeting minutes for February 1961
The regular meeting of the Tuk-
wila Town Council was called to
order by the Mayor, Charles 0.
Baker, at 8:00 P. M. Councilmen
present were Stan Iviinkler, A.G.
Radford, E.W. Ives, R.K.Doyle and
J.A. Hamilton.
Current bills were read and upon
motion paid.
One bill, C.E.#6487, for pre-
mium on insurance on two town
bridges, was not approved. Mr.
Ives moved we cancel this insur -
ance on the bridges, effective
Feb. 28, 1961, seconded by Mr.
Doyle and carried.
Mr. Long reported two building
permits issued in January. He
also reported Mr. Pettier desires
to bring a building on his prop-
erty up to the requirements of
the town building code.
Mr. Hamilton moved that, in the
event Iir. Peltier does bring this
building up to the standards of
the Tukwila Building Code, a Bus-
iness License will be issued to
the occupants of this building,
provided it meets the zoning re-
quirements, seconded by Mr.Doyle
and carried.
1r. Drew gave a very comprehen-
sive rerort on Fublic Schools. He
announced an election to be held

annual Easter Egg Hunt at Tukwila
Park, Easter Sunday, April 2, at

Monday, Feb. 21, 1961, just an-
other usual, day in my life and
the life of the town of Tukwila.
For me it was a day of work with
the usual night meeting to attend
to the affairs of our town. The
day is almost finished, and, as
is my habit, late at night, an
effort is made to study the
events of the day. This consists
of reading a smattering of the
news, studying the bills in the
legislature and listening to the
last newscast. This had been a
good day for me, and for our town
until I heard the startling news
that our Senate had passed the
bill known as Senate Bill 234.
This bill had passed with 47 vot-
ing for and 2 voting against.
This announcement stunned me for
the very simple reason that our
Senator Martin Durkan had written
me a letter just two days prior
stating that, at our request, he
would help us to defeat this bill.
With this assurance it is only
natural that we felt secure.

ADVISORY
COUNCIL
Lr. Harold Iverson was guest
speaker at the Feb. meeting of
The Tukwila Advisory Council. He
gave a very informative talk on
the Andover Industrial Park.
The next Advisory Council meet-
ing will be on March 28th at 8p.m.
in the Town Hall.

ning Commission . approved the
Andover Flat and recommended the
Council also approve same.
M,yor Baker asked Mr. Ives to
work with Mr.. I inkier and -the
Planning Commission. on a Sub -Div-
ision Ordinance.

equipment was- presented and dis-
cussed. .

dept. and the Fire dept. was also

was, present. to talk over,- with
the " Council, Development plans

Mr. lankier and Mr. Burzinski
discussed a complaint of a prop-
erty owner regarding water back-
ing. up on a ,certain piece of land
Mr. Minkler pointed -out the fact
that this problem is between the
owner of the property -•-and the
Developers.
NIr. Jiinkler reported: on the
condition of that portion of 53rd.
Ave. So. which is falling away.
He stated ' it must be repaired
immediately since it is a hazard
to -travel on the road. This
street is on the main route of
the school bus and a main• arter-
ial'for several hundred property
owners 'who live' south of :this
area's Lr.
Minkler stated that
this road must bekept 'open• at
all costs. He further stated
that if this road should become
totally '• impassable, fire and
police equipment would be Sub-
jected to a detour of several
miles if called into the area be-
yond thi's section of. road. in
question. .Mr. Minkler reported
numerous_ complaints from *surround,
ing property.owners-•-whose land is
sinking also.
-The Council talked at Length
with Ivir. Burzenski who a&reed to;
do everything within his power to
see that the problems discussed
Would be. resolved t�' the.sa.tis-
faction of all concerned.
Mr. 'Burzenski, by the use of a
map, showed the Council. a pro-
posal to bioseend eliminate the-
present Christianson Road and .re -
piece 'it with 'a better : road
through the Andover Industrial
park.
After careful consideration it
was decided this plan would re-
quire further study, and no act-
ion was taken:

The March meeting of the Tukwila
Community Club will be held on
Tuesday, Liarch 14, at 8 P.M. in
the Community Club Hall.
There is to be a speaker from
the School District- to explain
the. Bond issue and the H. & 0.
Levy.
Senate Bill 234 (const)
Ey first question was, "Just
what had happened to us?" Just
why did this happen? Our day
never ends when problems exist,
so to the phone we go to find out
just what 'has gone awry. It was
very simple; not only had our
good Senator Durkan forgotten to
tell us there vas a hearing on
this bill, but he had supported
it and voted for it.
Our immediate feeling was one
of utter hopelessness. We had
been betrayed. It would be al-
most impossible to now sto. this
bill before it entered the House.
Just one chance remained; this
bill must first pass; through the
Committee on Cities and Counties.
Our efforts must be devoted t0
stopping it in this Committee.
Cur-chancee are one in a million.
(Senate Bill 234 would permit the
Port of Seattle to again come
into our Valley.)
With the assistance of a group
of property owners we had once
before fought the Port of Seattle
Less than eighteen months ago we
had received a decision from the
supreme Court to the effect that
their program was unconstitution-
al. S.B.234 was merely an at-
tempt on their part to correct
those points upon which we had
proven them wrong.
Our Town would have been de-
stroyed under their original bill
liJe had to oppose it. S.B. 234
only rade it more difficult for
all of us. It had passed the
Senate. It must be stopped, but
just how could we accomplish this
Our first thought was naturally
turned to those who would be
effected by this measure. We
felt certain it would impede our
highway program; it would deprive
our Cities and our school dist -
ricts of revenue, and it would be
in competition to private indust -

We set out upon a program to
defeat this bill that required
hundreds of telephone calls and
telegrams. We wanted to know
just how many people in this
State were opposed. Our survey
revealed that zany City officials
community leaders, school
officials, and leaders in indust-
ry were thoroughly opposed to
Port programs. They were opposed
but not organized. This indicat-
ed the need to co-ordinate our
opposition. This we proceeded to
do.
We worked days and camped in
Olympia by night. We were caking
progress, but needed more contact
in Olympia, We moved John
Strander to Olympia. He worked
and rade contacts night and day.
We, at home, continued our meet-
ings and telephone calls, Those
days, for all of us, became a
nightmare, but we fought on.
Some days we made gains, on
others everything seemed to be
lost. We continued to live
through this until 5 P,I.1„ I.larch
3, 1961. At this time we appear-
ed before the Committee to pre-
sent our opposition. We were
permitted ten minutes to plead
for the life of Tukwila. The
Mayor and, Town attorney were the
spokesmen. We were successful
and supposedly, the bill was dead
But, tonight, March 5, as this
article is being written an
attempt is being made by the Port
to force this bill out of commit-
tee.
Once again we are on the phones
We must hold this bill until
March 7. If we are successful it
is dead. If we lose, our Town is
lost. You, the people, and prop-
erty owners, cannot afford the
program of the Port of Seattle.
It will take two-thirds of the
Town from the tax rolls. All
that remains well be taxed to
support their development. It
must be that way under their
plans. You must provide them
with police and fire protection.
You must be taxed to support add-
itional school requirements gen-
erated by their program.
Remember if we are to overcome
the shadow of the Port of Seattle
it will take the support of all
of the people. Your officials
have long been in this battle.
Join us and help to defeat this
thing that most certainly will
destroy you.
This problem cannot be covered
in one article. Others will fol-
low.
