Citizens Advisory Council meeting
will be of great interest to all
Tukwila residents. de are plan-
ning to have a speaker from the
Andover and South Center Projects

Citizens Advisory Council meets
the fourth Tuesday of each month
at 8:00 P.M. in the Tukwila Town
Hall.
As a direct result of our last
Advisory Council Meeting, Ivr.Zepp
and Mr.Long have promised to re-
pair the streets on the Tukwila
flats.
The Tukwila Communiy Club wish-
es to extend their thanks to Mrs.
Effie Smith of Flowers by E. S.
and to the Shaw Bros. Drug Store
of downtown Renton for their
assistance and donations which
helped to make the Queen's Coron-
ation a success.

Our Valley Industrial Commission
met at Kent City Hull on the eve-
ning of .January 23, 1961. Ill-
ness prevented me from attending
this meeting. This leaves me in
the position of trying to prepare
an Article and not having any in-
formation on the meeting.
Since this condition does exist
perhaps a subject that is of in-
terest to the people of Tukwila
can be covered this month.
Shortly after we completed our
work on the Freeway system on
October 7, 1960, we started on
another phase of work and study
for our Industrial Development.
This is to provide sewers for the
Andover Industrial park and the
Shopping Center.
Through necessity sewers must
be provided for the first indust-
ries coming into Andover by the
first of July, 1961. In provid-
ing this area with sewers it is
also necessary to engineer the
system to fit into the Comprehen-
sive Sewage Plan for the rest of
the Town of Tukwila as its future
growth demands.
Our Comprehensive Plans call.
for first.an L.I.D. (local improve-
ment district) to be created to
provide the necessary sewers,
trunk lines and a temporary lag-
oon for the industrial district.
It further requires that provis-
ions be made for other sections
of town, residential or indust-
rial, to connect into this system
without duplication or enlarge-
ment. Trunk lines now installed
must be of sufficient size and
capacity to eirentually serve the
entire system. The property of
the developers will be required
to pay for the entire cost of
this first stage of development
through their L.I.D. This re-
quires them to provide trunk •
lines with a capacity of more
than three times their own re-
quirements. Being the first to
need sewers they are penalized by
having to provide larger trunk

Excerpts from the Town Council
Meeting minutes'for January 1961.
The regular meeting of the Tuk-
wile Town Council was called to
order by.the Mayor, Charles 0.
Baker, at 8 P.M. Councilmen
present were Stan Minkler, A.G.
Radford, E. W. Ives, and Jerry
Hamilton.
Four bids for a used dump truck
were received and opened.. A com-
mittee -retired to examine the
bids, and reported they recommend,
ed they have more time to make a
decision. It was moved by Mr.
Minkler and seconded by Mr. . Rad-
ford that the Council bring in a
report on January 16, 1961, mot-

The minutes of the December
meeting were read and approved as
read. A letter from Mr. Clinton
Heppenstall was read in which he
commended Mr. Zepp and Mr. Long
for solving a drainage problem
affecting his property.
Mayor Baker welcomed Ivir. Paul
McKay, District Engineer of the
Washington State Department of
Highways, who presented to the
Council final maps of the Inter-
state Freeway Routes. Mayor
Baker reviewed a Petition for re-

Mr. Minkler reported 3 building
permits- issued in December. He
also reported 38 building.permits•
issued in -1960 with a valuation
of 207,900 and i>485.00.in fees.
Mr. Minkler requested he be re-
lieved as Building Inspector.
Mayor Baker granted Mr. Minkler's
request,. commending -him for his
very faithful conduct and manner
in handling his position as In-
spector. Mayor Baker appointed
Mr. George Long to issue -building
permits and act as Inspector,
approved by action of Council.
N . Minkler reported a broken
line of the South Seattle :dater
Co. repaired by Mr. Lang, also
57th So. muddy and slippery which
he considers the responsibility of
the developers. Mayor Baker stat-
ed he would contact Mr.Burzenski
regarding the road. Mr. 'Minkler
moved Mr.Zepp beatithoriz,ed to
contact Mr.Burzenski when the read
57th Ave. So. needed maintenance,
seconded by Mr. Radford and ear-
ried .
Meeting recessed until Jan. 16th.

at 8 P.M.
Mayor -Baker asked for a report
on the bid award' for- the used.

Mr. Linkler moved that the area
for wiaioh a rezone is requested,
known. as 16205 54th Ave. S0. be
rezoned to R-4, as defined in Ord.
No. 251, seconded by Er. Ives and
carried,
Mayor. Baker appointed Mr. Mink-
ler, Mr, I':e,s and Mr. Bowen a com-
mittee to investigate the future
overall effect on the community
of a proposed merger of the Ncrt -
ern Pacific, the Great Northam
and the Milwaukee Railroads.
Mr. Radford thanked the Town
for the Police protection given
the Open House at the new Phillips
home on Sunday, Yanuary 15th. He
paid special tribute to the
officers who so effectively dir-
edted traffic and protected ped-
estrians.
Meeting adjourned.
January 19th 1961.
A Special meeting of the Tuk-
wila Town Council was called to
order by the "mayor at 9:45 P.M.
to consider the recommendation of
the planning Commission that the
Chicago, Milwaukee, St. Paul anti
Pacific Railway be granted per-
mission to extend a spur line into
the Andover Industrial Tracts.
Mr. Doyle moved that the Council
accept the recommendation of the
Planning Commission and grant the
request of the Chieago, Milwaukee
St. Paul and Pacific Railway to
eToss State Highway 5-M at grade
with spur line to service Andover
Industrial Tracts in the Town of
Tukwila, seconded by i,r. Ives. and
Carried.
Mir. Doyle also moved that the
Co.In.cil accept the recommendation
of the Planning Commission and
grant the request of the Chicago,
IvTilwaukee, St.Paul and Pacific
Raf.tway a temporary crossing of
Christianson Road in the Town of
Tukwila as per grade specificat-
ions in request with recommendat-
ion that approaches and between
tract areas be black topped.
A Special meeting of the Tuk-
wila Tcwn Council was called to
order to consider a request from
';falter F. :linters, King County
Road Engineer, to grant permis-
sion for the .Jashington Asphalt
Company to install a t emporary mix
Plant at the site of the old Gar-
bage Dump in Tukwila, this plant
to be removed when the Freeway
takes the property.
After some discussion Mr. Doyle
moved this request be referred to
the Planning Commission.

One article does not permit
enough space to fully explain our
Comprehensive Plan but briefly
here are a few items of interest.
Any part of our system installed
must be of sufficient eapacity to
serve our entire town as we grow
and develop. It is now possible
for any section of our, town to
start planning for sewers. It is
entirely your decision as to the
necessity for sewers for your
neighborhood. You can have sewers
now or a few years from now. All
sewers installed will be through
L.I.D.'s with assessments against
the property served.
As previously stated we are now
working on the first phase. This
will take about sixteen steps of
procedure through the Council and
will require sixty to ninety days
This means a lot of work and will
keep us busy, although, in the
event any group of residents are
interested in a study for your
part of town, we will arrange
meetings to obtain the desired
information for you.

Shack fire near quarry on January
2. Shack totally destroyed; occu-
pant fatally burned.
Two old Tukwila landmarks have
been removed, one because of old
age and one to make way for pro-
gress. Upon written request, the
firemen burned the old Jewell
home across Interurban rivenue
from Firestone Distributors, and
the old Butterworth home south of
154th on the andover property.
