Memorandum of Understanding

United Steelworkers on behalf of Local 9241
Effective June 1, 2025
THIS MEMORANDUM OF UNDERSTANDING ("MOU") is by and between the CITY OF TUKWILA,
WASHINGTON (hereinafter referred to as the "City") and the United Steelworkers on behalf of
Local 9241 (hereinafter referred to as the "Union")
1. The City and the Union agree to temporarily modify the Records Division work schedules
for the period of June 1, 2025, through September 30, 2025, as part of a pilot program to
test a staff -initiated alternative scheduling model.
2. Per Article 16, Section 4 of the CBA, the City retains the right to determine reasonable
schedules of work to best meet the operational needs of the department. Should staffing
levels change (e.g., due to resignation, extended leave, or other loss), the City reserves
the right to revert to the prior schedule or implement further modifications as
operationally necessary.
3. Under this MOU, the Records Division pilot program modified schedule will consist of six
(6) employees assigned to a 410 work schedule and one (1) employee assigned to a 5x8
work schedule.
4. The schedule will be bid by Records Specialists as outlined in the Collective Bargaining
Agreement (CBA).
5. Before the conclusion of the pilot period (before September 30, 2025), City and Union
representatives will meet to evaluate the effectiveness of the pilot program modified
schedule. Continuation, adjustment, or discontinuation of the schedule beyond
September 30, 2025, will be at the exclusive discretion of the City based on operational
needs of the department.
6. This MOU is intended to supplement the 2025-2027 CBA. All other provisions of the CBA
not specifically addressed herein shall remain in full force and effect.
