COMMISSION
By Mayor Charles 0, Baker
Our last Article was a review of a
• Hearing` before a Legislative Committee.
_ .his_ Article...will be a continuation. of
the Hearing. .. •
-
. After. Tukwila had presented their
statements the other groups .preseri
were given time to present their views.
Then came the question period; ' It
would. be interesting to relate the
many questions directed to our.town
but space will not permit. I will.
pass on from this phase•of.the.•Hear
ing with only this comment- we had
made a thorough study of the PortTs..
program and were in a position to an-
swer all 'questions directed to us.. •
'Alien the question period was over
each_ group was permitted, time texere-
buttal. .ib had made many notes during
the entire Hearing and tried td.give-
'as complete rebuttal as possible .
At last the Hearing was over. It
had lasted four hours. To me it seem-
ed an eternity. Perhaps the r..ieest
compliment 1 received,, for reerecenL-
ing .Tukwila, is given in Mrk errs•
summary of the meeting. "I feel that
Mayor' Baker of Tukwila presented by.'
far.the most factual case. All of his
statements were from actual. documents'
pertaining to the development of the
-Duwanish Waterway. None of his state -
'rents were in any qualified nor were
they eor_trr.dicted. •
• As previously stated all matters
discussed in regard to this Hearing
are taken from, ars eight page report
compiled by ;tan ?Linkler. This report
is a very interesting and decisive
part of the store. of Tukwilato right
for sur••ra.-ral. It will become cne of
our most va' :-ab.'_e. documents.
During this period of tur:roil we had
gained many •o. •s7 . ormidable at' i ee in
our fight against the Fort of Seattle.
A Citizen's group had brought suit
against the tart's ability to levy a
two mill tax. There were many others
from private ind,;stry who challenged
public encroachment.
Time passed so quickly it seemed im-
possible for us to keep apace of the
program of our opposition. Many bills
were prepared to be presented to the
Legislature, giving Port Districts
more power.
We appointed a Legislative committee
in Tukwila. This committee sent let-
ters to every Mayor and Councilman of
every City • and Town in the State of
Washington. Our appeal was always the
same- "It is true that these proposed
laws requested by the tort are direct-
ed at Tukwila but remember that any
legislation that tends to destroy our
town will also destroy yours."
The 1958 session of the Legislature
was watched with great apprehension.

It finally ground out its session and
we had been successful. Every single
bill, opposed by Tukwila, had been de-
feated. Je shall always be grateful
to our sister Cities for their assis-
tance.
During the remainder of 1958 we con-
tinued to move ahead with our affairs..
In 1959 there was electrifying news
for Tukwila. The Supreme Court had
declared the two mill levy unconstit-
utional. TFis was our opporcuw•tye eb
had stated many times that the valley
should be devoloped by its four munic-
ipalities; Tukwila, Renton, Kent and
Auburn. fe were now free. It was up
to us to proceed.
