Baker The Legislative Council requested the following organizations to attend this meeting: Association of dashing - ton Cities, Department of Commerce and Economic Development, The Town of Fife The Icing County Commissioners, The King County canning Commission, The Longview Fort Commission, Seattle Area Industrial Council, Seattle Bert Comm- ission, Tacoma :ort Commission, Tide - haven, Tukwila, valla .galla Bort Comm- ission, a.shington State Fort Author- ities Association and Representatives of South Center and Andover. The Legislative CounciI consisted of nine State Senators and nine members of the House of Representatives. Ch- airman of this group was State Senator R.R. .Greive. The Mayor of Fife and the .Mayor of Tukwila were to represent the Cities and Towns. E1r. Ray Graves was to he saokesman for Tidehaven, an unincor- porated residential district within the iort of Tacoma's boundries. Immed- iately after receiving this notice to annear before this very distinguished group, I called Mayor Joe Vraves of Fife so that we could _plan our program supporting the position of the Cities and Towns. Due to conflicts with his business, Mayor Vraves stated that it was impossible for him to attend. Again Tukwila was alone. Realizing that we were confronted by the most formidable group of organizations in the State of .dashington and were alone left me with a feeling of numb despair ath more time for meditation, some- thing that my father taught me Icept going through my mind. "Son, always try to make sure that the thing you are doing is right; if you believe it is, stay with it no matter what hap- pens." Ab.firmly .believed we were (Con't to Col.2 ig.2) (Con't from 2g.2 Coll ) right. 4te would appear and defend our position alone to. the best of our 'ability. Considerable time was spent accumu- lating the necessary details. and pre- paring the method of .ore;;entation. Many members of our Council and rlan- ning Coi.' fission were ,resr n•;• at the hearing. 'bile the task of suokeelan was given to the :Mayor, I will always appreciate the sincere support given me by cur groups. Councilman Stan iMinkler compiled an impressive report of events as they transpired at this .hearing. After wards he presented me o-ri.th a cony. Sind my memories of tis four hour ordeal are noir rather hazy the root of the facts and tate xa t.; er this .art- icle will be taL:e.i : a the i Winkler report. "Chairman Greive o neae _? the : r •fling . by saying that the cert District.; and small towns were at some deree of disagreement on annexation and zoning. Foints presented to his committee were 1. That Bert Districts should have first rights in Planned Areas. 2. Small towns were annexiiig large pieces of potentially industrial property and were rezoning it so that Bert Districts could not lc Cate certain types of Industry. Mayor Barer of Tukwila was asked to speak first. He was promised ised full ti:ae to complete his explanation; also time for rebuttal. Mayor Baker read from State lawscn. Planning and Zoning in regards to the powers of Fourth Class towns. He then read a letter from Governor Rosellini on his views on.,oning and :fanning in the State of dashington. The Mayor explained Tukwila Zoning, stating that the narrow part of the Valley vas not suitable for Heavy Industry, as the tort has it planned. He read a news release given to the Font of Seattle for their use. It was never published. He stated that Tukwila had, at all times, been willing to cooperate with the sort. He also stated that the U.S.Army Enginees had said that Tuk - wila had in no way hindered or hurt any future development of the Duwamish Valley. Also presented was a news item. from the 'november 13, 15'57 Jeattle Times in which all thrre Comiseioners had stated that they felt that lrivate Industry could develop the land in the area in question. 'Mayor i3aker then spoke on the danger of taking home rule from any town. Such laws trould not only deprive Tukwila of hone rule but would also . destroy it for all cities and towns, whether they are large or small. :'.s to touns annexing land, he stated (Con't. to Col.1 *. 3) ie e 3 Vialgy Industrial (Con't. from Pg.t Cel.!) that in our area it was a matter of the land annexed either going to Rent- on or Tukwila. Since it was within our area of growth we annexed it. It is our belief that Tukwila is just as co- operative as the City of Renton might have been. He also stated that cities must not be deprived of annexation as it is the only method by which they can grow and develop. He pointed out that the City of Seattle is the net results of forty-four. annexations. • Mayor Baker then summed up his talk by again stating that the Town of Tuk- wila would alwrays cooperate with everyone concerned but did not feel that we should be deprived of our rights given us by State Laws." In order to be brief I have left out all except the pertinent facts of the Dinkier report. The opening statement had taken about an hour. The period for questioning Tukwila was now to be- gin. It was at this pcint that, for the first time, I was aware that we were nutting our case in a favorable light, Unen one of the Senators made the statement that he believed that Tukwila pias rigry fully try ng to nro- tect the =.ntareet of their citi2ens. Also that they had honestly tried to coo eer t.e aed that the fort of Seett'.e had failed to try to work out a sol- ution. He was of the opinion that the Legislative Council's time was being - taker. un without just r.eaeon and the hearing s'. a ?_d be ter:n;.na:; d at this point. Senator Greive seemed to be thoroughly enjoying his role as Chair- man of the Legislative Hearing and ruled that we continue. I•dext Article - Tukwila questioned.
