VALLEY INDUSTRIAL
COMMISSIONFILING FOP OFFICE
By hyor Charles 0. Baker
As we plunged into 1958 we drafted
several very comprehensive News releas-
es that were given to local papers
after each Published attack from the
Fort. Cur News released mere invari-
ably cut or not printed. ithen they
were published, sentences or para-
graphs were deleted or given, out of
context, thus giving a co 1pletely diff
erent meaning to our articles. We then
realized that it was impossible to
work through the newspapers and give
people an opportunity to study and ex-
amine both the program of the Fort of
Seattle and Tukwila. In one last ef-
fort I called an old acquaintance,
Byron Fish, and asked for an Article
on our situation. :Jithin two days he
published a very good Article covering
both the Fbrt and Tukwila. It was
thorough and to the pointe As time
passed he again published a progress
report for us. Through his Articles
many people became better informed on
the fight Tukwila was waging for Home
Rule and the right to plan and zone.
All of the articles we prepared for
publication, but were unable to have
published in the newspapers, remain
in my files. Undoubtedly you would
find many of them interesting, but in
order to retain the continuity of
these Articles, we must pass them by
and go on to the next series of events.
In those early days of 1958 some
neer problem confronted us almost daily.
Some were easily solved, others caus-
ed us many sleepless nights. The for -
warning of one such problem was pre-
sented to me on January 22, 1958 in
the following letter from the Legis-
lative Council.
"Honorable Charles 0. Baker
Mayor of Tukwila
Tukwila, vhshington
Dear Sir:
At the quarterly meeting of the Leg-
islative Council at Spokane on January
11, 1958, it was brought to the Coun-
cil s attention that a number of con-
flicts and disputes have arisen in our
state in regard to proper area plannirg
and development. Amongst these spec -

dustry, Trades, and :rofessions, was
authorized to conduct a research ' of
this problem, and he directed me to
make inquiry of the interested parties
to the cited situations, with the ex-
pectation that the respective parties
will express their interest and views
on this subject.
We recognize there are private inter-
ests involved as well as governmental,
and we are most anxious that all 'nay
be given an opportunity to present
their 'side of the cases. Initially,
we are contacting those agencies and
firms that have been noted publicly
as having a direct interest in this
matter and my information disclosed
that your opinion would substantially
assist us in resolving our immediate
issue.
We invite your opinions and suggest -
tions in regard to this matter and if
you .feel that you could more adequate.
ly present your views by personal dis-
cussion please advise the and I shall
arrange to met with you.
Sincerely yours,
Robert A. Seeber
Assistant Attorney".
After exploring the reason for this
request we found that lir. Frederidt
Baker, 1brt of Seattle Pablic Relations
Consultant, Had appeared before this
group in Spokane and asked their assis-
tance in the Tukwila iroblem. My reply
to this letter simply stated that
under lhshington State Law we were en-
titled to Home Rule. This richt should
be respected by all Municipal Corpor-
ations, including the Fort of Seattle,
