VALLEY INDUSTRIAL
COVMISS ION
By Mayor Charles 0, Baker
$roperty owners in the valleys front
Renton Junction (Soo 154th) to 48th Ave,
So,, contacted the Annexation Committee
and • ree;teeted annexation to Tukwila,
This was our second annexation, the
first occurred in 1918 vhen the Golden
Arrow Dairy came into Town, This ex
tended our east boundary from the center.
of the river to the railroad, bringing
into town another 200 acres of Valley
land.
Shortly afterwards, Renton announced
their intention of annexeng all of the
Valley, including the land south. of doff
154th and west to 51st Ave. So, 2re
perty owners, west of the Green River,
in this area, had already started an
annexation petition to join Tukwila.
In all out drive developed between our
Annexation Committee and Renton. Cur
group actually worked hundreds of hours
:and within thti'ty days brought this 917
:acres into Tukwila, Renton lost their
entire effort to annex the Valley. In
this tract is the land being developed
es,. Andover and South Center. This was
our third annexation and Tukwila was
three times its original size,
The 75 acre Codiga E3tste was the
fourth to come into town.
Number five was the Mary Liston
Estate, bringing in another 130 2.ores,
gaMber six was south of So. 180th
and brought in the 103 acres of Desimone
and Ratolo, This had all been accom-
plished before the end of 1957;
During this time the Tukwila Planning
Commission had continued to work on our
Comprehensive Zan and Zoning Ordinance,
Their plan called for the Valley lard
to be zoned for the highest possible
land use and still protect the adjacent
hillsides for homesites for the people
who would live here and work in the
Industrial area,
Tukwila, at this point, had become
much stronger, Outside groups now re-
cognized us and asked to meet with our
officials, The Fort of Seattle re-
quested a meeting with the Council,
This meeting was at our Town Hall on
the evening of October 16, 1957, The
only Ebrt people attending were their
engineer, attorney and public relations
officials, The Council tried to map
out a program of cooperation for the
development of the Valley, but very
little was accomplished since the Fort
Commissioners, although in.=iced,.•, did
not attend. Those present,representing
the lbrt of Seattle, could not,, enter-. it .
to Rolicy on any matter under discues_an.
On December 19, 1957, officials of
the town were invited to a joint meeting
of the Seattle Chamber of Commerce, the
Ibrt of Seattle, (still no Commi asioner a)
(Cont, to Col. 2, .1 . 2)

(Confit, from Col. 1, it. 3)
the Seattle Area Industrial Council and
representatives of Andover and the
Allied Stores, This meeting was held
in the hoard room of the Seattle Chamber
of Commerce,
The meeting was called to try to
work Out the problems that existed be-
tween Tukwila and the R r4, It de-
veloped into an a.1.1 -eat attack o;,
Tukwila by the Seattle Area Industrial
Council and the ibrt people. Tukwila
officials defended their position and
stated that, while they were walling
to cooperate with the Fort; they wanted
to retain their :home rule and do the
zoning. At this meeting Frederick Baker,
public relations Consultant for the
Fort, admitted that the ..ort's plan to
put heavy industry in the narrow part
of the Valley in the vicinity of Foster
Golf Course,would destroy the hil.lsidee
for Thome, and that it was unfert. nate
that people in Tui^;fila rfcu.st'scf•.
it is necessary for progress. p,_ , ... c
stated that our roman would alit j..st
as many industries and jobs bat c.till
save the residential areas. During
this meeting, the members of the U. S.
Army Engineers Corps and the Seattle
Chamber of Commerce supported our posi-
tion.
The ibrt of Seattle and the Seattle
Area Industrial Council still insisted
that their pian was the only ons and
uoold be carried through, They would
condemn all the Valley land, includi.ng
Andover, South Canter and private khan;
do the zoning and place any '.ndustry
they desired here. Afterwards ttwy
started News Releases to the cross. You
probably recall those articles, They
were unfrienday and often untrue, Sine?,
they refused to cooperate and had
started publicity to further their pro-
gram, we found it necessary to defend
our position, This would also be done
through the Press.
Last month in the Valley Industrial
Commission Article, we made a one word.
mistake that we would like to correct
at this tine, The sentence read like
this:
"It in time that, King Coq~ty, Tl e
tort of Seattle and the Cit* of Seettl
have anent money andmade plans for -`ne
development of this Valley and Riroe
trough our torn," The wordt i_:.i., gas
incorrect. The Sentence sheulT c3d,
"It is true that King County, ? e &:rt
of Seat le and the City of Seattle have
spent money and made plans for the de-
velopment of this Valley and River
through our town."
