MINUTES
REGULAR MEETING
CALL TO ORDERIPLEDGE OF ALLEGIANCE
Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7;00 p.m, and led the
audience in the Pledge of Allegiance,
ROLL CALL
Jennifer Marshall, Deputy City Clerk, called the roll of the Council. Present at the meeting were
Councilmembers Tosh Sharp (on-site), Mohamed Abdi (virtual), Armen Papyan (on-site), Dennis Martinez
(on-site), Hannah Hedrick (virtual); and Verna Seal (on-site).
MOVED BY SEAL, SECONDED BY PAPYAN TO EXCUSE THE ABSENCE OF COUNCILMEMBER
MCCONNELL. MOTION CARRIED 6-0.
LAND ACKNOWLEDGEMENT
Mayor McLeod stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people.
We acknowledge their continuing connections to land, waters and culture. We pay our respects to their
elders past, present and emerging."

PUBLIC COMMENTS
Mayor McLeod shared a statement regarding the Tukwila Police Department (TPD) response at the
Department of Homeland Security (DHS) on Saturday, June 14, 2025.
1. Karin Masters spoke regarding the police response noting it was not initiated until the protest turned
toward rioting and illegally barricading the driveway. She believes the response was appropriate and
noted no arrests were made.
2. Joe Camacho shared support for increasing Middle Housing requirements sharing his experience as
a teacher at Foster High School and the success of their piloted program for Urban Planning.
3. Joe Duffie thanked the TPD for doing their job and doing it well. He shared his experience
participating on an Honor Flight to Washington, D.C. He also reminded Councilmembers to represent
the public and not their own agendas.
4. Jules Shusterman thanked TPD and believed they used least amount of force necessary if they did
respond. He encouraged focus on U.S. Immigration and Customs Enforcement (ICE) and how the
City will respond if they break state and federal laws.
5. Dennis Robertson requested the Council fix the budget now. He spoke about the protests taking
place weekly at DHS and noted the group does so peacefully and lawfully, but that rioters joined this
weekend and escalated the situation.

6. Jacob Halverson shared people are concerned about safety and believes the TPD response on
Saturday was excessive.
7. David Puki spoke regarding the upcoming changes to zoning and requested the Council take time to
consider the impacts to infrastructure and the like before approval.
8. Apreet Sidhu requested additional updates be made to the Tukwila Municipal Code (TMC)
amendments being considered. He has heard others say Tukwila is anti -development, but instead the
goal should be to be pro -development and affordable housing.
9, Krysteena Mann was at DHS over the weekend when TPD responded and was disappointed at their
response. She reported on what happened and the repercussions for the individuals and families who
were required to report.
10. Greg Sherlock shared his experience as a neighbor to DHS noting his neighborhood was ruined by
spray paint and trash. He requested those who protest do so legally and help build Tukwila up.
11. Delilah Ivanek reported on a father who went into DHS this weekend and did not come out. She
asked all to reconsider and reframe their thoughts in order to help those who are affected by DNS
and ICE actions.
12. Gina Bernhardt Nielsen lives adjacent to DHS and thanked the TPD for their increased presence to
ensure the ingress and egress were not blocked in by the influx of vehicles flooding their
neighborhood. She thanked Council for allowing a fully staffed Police Department,

d. Authorize the Mayor to sign Amendment No. 2 to Contract #23-010 with B -Force Protection Security
Inc. for parks security services, in the amount of $20,442.24 (bringing Amendment Nos.1 & 2 over
$60,000.00).

Councilmember Martinez requested to take item c (Ordinances amending the Middle Housing, Accessory
Dwelling Unit and Objective Design Standards Code) off the consent agenda for further discussion under

AMENDED. MOTION CARRIED 6-0.
UNFINISHED BUSINESS
A resolution declaring the property located at 444 Andover Park East (Assessor Parcel Number
022340-0080) to be surplus; and approving an alternative sale process as authorized by Tukwila
Municipal Code Section 2.64.030(4). RESOLUTION NO. 2119
Mayor McLeod clarified this resolution was related to the property for the former Tukwila Fire Station 51.

The Councilmembers discussed potentially moving this item to a future meeting in order to address
concerns received from the public and the potential implications of the delay.

COMMITTEE OF THE WHOLE AND SPECIAL MEETINGS. MOTION FAILED 2-4, WITH ABDI, PAPYAN,
HEDRICK, AND SEAL DISSENTING.
MOVED BY SEAL, SECONDED BY HEDRICK TO APPROVE THE FOUR ORDINANCES. MOTION
CARRIED 4-2, WITH SHARP AND MARTINEZ DISSENTING.
REPORTS
a. Mayor

b. City Council
Councilmember Papyan attended the Highline Forum discussion on the Seattle -Tacoma International
Airport and would like for a presentation to be made at Council. He noted he will work with Laurel
Humphrey, Legislative Analyst.
Council President Sharp thanked the Tukwila Police Department for their response at the Department of
Homeland Security (DHS) incident over the weekend acknowledging their early, swift response. He will be
attending the Juneteenth Celebration at the Sullivan Center and anticipates a lot of councilmembers will
be there as well.
Councilmember Martinez spoke about his engagement with the community, noting councilmembers will
connect those who reach out with concerns to the correct departments or individuals. He spoke about
attending an election and was pleased to see the democratic process working. He did see the protest at
DHS and when he was there it was peaceful.
Councilmember Seal shared she has worked over thirty years in immigration law and volunteers at the
asylum clinic. She is upset by the strange request from DHS for people to report over the weekend and
the fear it has spread; she welcomed people to reach out to her and she will help.
Councilmember Abdi also expressed concern about the unpredictability and fear noting his heart goes out
those involved. He reminded people to be peaceful and safe while protesting.
Councilmember Hedrick thanked everyone for their public commentwould like to discuss how the City
can continue to protect people legally. She encouraged continuing to show up for one another and is
available to help.

MISCELLANEOUS:
Councilmember Papyan acknowledged the work involved with the Middle Housing Ordinances and asked
for education regarding the implementation of these ordinances. He invited military veterans to participate
in the Honor Flight where they would have the opportunity to be flown to Washington D.C.
Councilmember Abd! requested a discussion regarding the legal options to protect our immigrant and
asylee community.

Councilmember Martinez shared he would be attending the South County Area Transportation Board
(SCATBd) meeting at City Hall on June 17, Tukwila Pool Metropolitan Park District (TPMPD)
Stakeholders Meeting on June 18, and Juneteenth Celebration on June 19.
Council President Sharp announced Councilmember Abdi will chair the Transportation and Infrastructure
Services Committee for the remainder of the 2025.
EXECUTIVE SESSION
Mayor McLeod announced the Council will now go into an Executive Session to discuss:
Potential litigation — Pursuant to RCW 42.30.110(1)(c). (95 minutes)
The total amount of time will be no more than 15 minutes, and no decisions will be made during the
Executive Session. He noted there is potential action to follow in the Open Meeting after the Executive
Session has concluded.
