CITY OF TUKWILA
Term -limited Employment Agreement
(Grant -Funded Employment Agreement)
THIS TERM -LIMITED EMPLOYMENT AGREEMENT ("Agreement') is made and entered
into effective between the City of Tukwila (hereinafter referred to as "City" and Alison
Turner (hereinafter referred to as "Employee"), an individual. The City and the Employee
are referred to collectively herein as "the Parties."
WHEREAS, the City has acquired grant funding under the Transportation
Demand Management (TDM) Program to hire a Sustainable Transportation Program
Manager for a limited term.
WHEREAS, the City wishes to utilize this grant funding to hire the Employee to
oversee applicable grant funded projects.
NOW, THEREFORE, in consideration of the mutual covenants and conditions set
forth herein, the Parties agree as follows:
Section 1. Term. Parties understand that this position is grant -funded, and as such
this Agreement shall become effective July 1, 2025 and remain in full force and effect
until June 30, 2027, or upon completion of the applicable grant -funded projects, or the
exhaustion of the grant funding ("Term") whichever occurs first, unless sooner
terminated pursuant to the terms of this Agreement.
Section 2. Duties. Employee shall perform the duties set forth in Scope of Duties, as
established in Exhibit A, attached and incorporated herein. The Employee shall report to
the Director of Community Development for the performance of specific duties under this
Agreement.
Section 3. Compensation. In Consideration of the services rendered by the Employee,
the City agrees to pay the Employee a rate of $61.79 per hour from July 1, 2025 through
June 30, 2026. The City agrees to pay the Employee a rate of $63.49 per hour from July 1,
2026 through June 30, 2027. The Employee understands they will not receive COLA, CPI,
or other compensation bonuses afforded to permanent full-time employees.
Section 4. Working Hours and Schedule. The working hours of the Employee shall
be the equivalent of forty (40) hours per week on an annualized basis, exclusive of the
meal period. The Employee and City may negotiate a mutually agreed upon work
schedule.
Section 5. Benefds. The City shall provide the Employee with the following fringe
benefits:
5.1 Vacation — 7.33 hours per pay period with carry over provisions for the
duration of this Agreement. No pay-off upon termination of this Agreement.
5.2 Sick Leave - Four hours per pay period with carry over provisions for the
duration of this Agreement. No pay-off upon termination of this Agreement.

5.3 Retirement - Position is eligible for retirement benefits through the State of
Washington Public Employees Retirement System for the duration of this
agreement.
5.4 Medical Insurance - The Employee shall receive medical insurance for herself
and her immediate family through Kaiser Permanente or the City's Self -Insured
plan at the choice of the employee. The City shall pay 95% and the Employee
shall pay 5% of the cost of the premiums for such insurance. In addition, if the
Employee selects Kaiser Permanente coverage, the Employee shall pay 100%
of any premium amount that exceeds the City's maximum dollar amount
contribution for the City's Self -Insured plan. All Employee contributions shall be
paid through payroll deductions unless the amount of Employee's paycheck is
insufficient to cover the Employee's contributions, in which case the City may
deduct the contributions from subsequent paychecks or invoice the Employee
for the balance of the contribution, at the City's sole discretion. For purposes of
this Agreement, "immediate family" means the Employee's spouse or registered
domestic partner and dependent children (including stepchildren) under the age
of 26.
5.5 Dental Insurance - The Employee shall receive dental insurance for herself and
her immediate family through the City's Self -Insured plan.
5.6 Vision Insurance - The Employee shall receive vision insurance for herself and
her immediate family through the City's Self -Insured plan.
5.7 ORCA_CardCard - The City will provide a monthly transit pass throughout the
duration of this Agreement in accordance with the Commute Trip Reduction
Program.
5.8 Holidays — Paid time off for the 11 holidays recognized by the City
throughout the duration of this Agreement. If the number of paid holidays
provided to non -represented City employees changes during the duration of
this Agreement, the number of paid holidays received by the Employee will
change accordingly. Employee is not entitled to any paid floating holidays.
5.9 Direct Deposit - Yes.
Section 6. Taxes. All federal income tax, FICA tax, industrial insurance, retirement
and other payments as they pertain to the Employee's contributions under this
Agreement shall be deducted by the City and appropriately distributed as provided for
under the grants and applicable law. The City will make all required employer
payments for FICA, retirement, industrial insurance and similar accounts.
Section 7. Termination. This is an employment at -will agreement and can be
terminated at any time by either party, with or without notice and with or without cause.
However, to facilitate a smooth transition, the City requests that Employee provide two
weeks' notice prior to termination. The Employee's failure to provide two weeks' notice
may affect the Employee's eligibility for rehire. Termination by either Party will cease
the obligations of both Parties under this Agreement and no salary or benefits will be
due the Employee past the effective termination date.
Section 8. General.
8.1 This Agreement sets forth the entire agreement and understanding of the
Parties, and supersedes all prior agreements, arrangements, and understandings.
8.2 No representation, promise, or inducement has been made by either party
that is not embodied in this Agreement, and neither party shall be bound by or liable

for any alleged representation, promise, or inducement not so set forth. The section
headings contained herein are for reference purposes only and shall not in any way
affect the meaning or interpretation of this Agreement.
8.3 This Agreement may be amended, modified, superseded, cancelled, renewed
or extended, and the terms or covenants may be waived, only by a written instrument
executed by both of the Parties, or in the case of a waiver, by the party waiving
compliance. The failure of either party at any time or times to require performance of
any provisions hereof shall in no manner affect the right at a later time to enforce the
same. No waiver by either party of the breach of any term or covenant contained in
this Agreement, whether by conduct or otherwise, in any one or, more instances,
shall be deemed to be, or construed as, a further or continuing waiver of any such
breach, or a waiver of the breach of any other term or covenant contained in this
Agreement.
8.4 This Agreement shall be governed' by and construed according to the laws of
the State of Washington. Jurisdiction and venue for any dispute arising under this
Agreement shall be in King County, Washington.
IN WITNESS WHEREOF, the Parties hereto have duly executed this Agreement as of

Exhibit A
Scope of Duties
This position will work with the business and residential community in Tukwila and South
King County to develop and implement TDM projects in accordance with the various
requirements of the funding agencies. This position will manage multiple grant -funded
programs, including managing the overall program budget, submitting timely and
complete reimbursement requests to funders, developing work plans for the TDM Team
to achieve grant deliverables, managing subcontracts with agencies to provide
specialized outreach services, and overseeing the duties and functions of program staff.
The main geographic areas of focus are the urban centers in South King County as
defined by the Puget Sound Regional Council.
