J'uly 28, 2025 CALL TO ORDEWPLEDGE OF ALLEGIANCE Council President Sharp called the Tukwila City Council meeting to order, at 7.00 P,M, arid led the audience in the Pledge of Allegiance, OFFICIALS Present at the meeting were Council President Tosh Sharp (on-s,ite); Counci�innembers Mohamed Abdi (on - site), Armen Papyan (o,n-slite), Derniiis Martinez (on -site), Hannah Hedrick (on -site), and Verna Seal (on - site), Councilmember Mconnell was not in attendance, CITY OFFICIALS Thomas McLeod, Mayor, M' arty Wne City ,Administrator; Pete Mayer, Deputy City Admin:istrator/Parks Recreation Drector; Flora Gierloff, Community Development Director,, Aaron BeWler, Finance Director; Tony Cullertoin, Deputy Finance Director; TC Croone, Chief People Officer„ Eric Drever, Police Chiief; E,iric Lund, Deputy Police Chief; Jen Tetatzin, Public Works Director-, Jloel Bush, Chief Technology Officer„ Laurel Humphrey, Legislative Analyst„ Andy Youn-Barnett, City Clerk. LAND ACKNOWLEDGEMENT Councilimember Hedhck stated "The City of Tuikwila is located: on the ancestral lands of the Coast Salish people. We acknowledge their continuing corinections to land, waters arid culture. We pay our respects to their elders past, Present and emerging," PUIBLIC COMMENTS 1Robert Neuffer emphasized the importance of efficient government and elected officials that listen to the commu�nity, 2. Peggy McCarthy expressed concern regarding the Clty's budget deficit and highlighted the City's cash investments. King County Metro South Linik Connections Project Phase 3 Representatives ftom King County Metro provided an updalt on the South Link Connections Mobility Project, including scope, priorities, timelines, and outreach. The Counc0members asked clarifying questions regardirg routes, approval ratiings, public engagement, and transit driver credentialing. SPECIAL ISSUES a. Capital Improvement Plan (Cifl Serni-aninual uipdate. Staff provided a, rnud-year update on the Capital Improvement Program (CIP), highlighting various projects. The Councilmembers asked clarifying questions regarding p16oritization of projects, grant funding, impact fees, budgetary impact, addirg projects to the CIIP, traffic calming measures, and the status of certain projects. 8,40 p m, Councflimember Miartnez exited the Council) Chambers, &44 p.m, Councilmember Martinez returned to the Council Chambers, 9:02 p,m. Couniell President Sharp called for a 5-minute recess, 9108, p.m. Council President Sharp resumed the meeting. b. Application Process for Position 6 Councilmiember Pro Temipore Appointment. Laurel Humphrey, Leglslatjve Anailyst, oveirviiewed an application and interview process, that could be used to appoint a Councilmember Pro Tempor,e to City Counc:il Position No. C. The Councilmembers offered comments regarding the proposed interview questions, Consensus existed for the Legislative Analyst to ask the iiniterview qUestions to candidates avid to, proceed with the interview questions as proposed by staff, Mari Sand, City Attorney, noted no one person can simultaneously hold 2 positions of elected office REPORTS a,.
