The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak, and Carol Zuvela. Others in attendance were Police Chief
Mike Villa, Fire Chief Nick Olivas, Bruce Disend, City of Tukwila Attorney, Stephanie Brown,
Human Resources Director and Kim Gilman, Civil Service Examiner.
CALL TO ORDER
5:04 p.m. Chairperson Sivak called the meeting to order.
APPROVAL OF MINUTES
Chairperson Sivak noted that the following corrections
should be made to the March 5 th minutes: under the section
entitled Passing Score of 70 add:
In reference to a question asked at the previous
meeting regarding the application of Veteran's
Points to the Public Safety Testing Score...
Change the word `council' to `commission'.
Both the Police and Fire Chiefs agreed to leave the
testing and scoring process as it is currently
handled, including the application of Veteran's
Points.

5:1 Opm Chairperson Sivak convened an Executive Session to
discuss the Hearing requested by Don Lincoln.
5:18pm Chairperson Sivak reconvened the Civil Service meeting.

FIRE DEPARTMENT BUSINESS
Staffing Update Chief Olivas reported that his department is at full staffing,
with the exception of one person out on FMLA, and
another on light duty.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that one person is working light duty,
one person is out on FMLA, one is out on military leave,
and one is out on administrative leave pending the results
of an investigation. He noted that one officer was
terminated last month, and has done the initial steps to
appeal his termination. Chief Villa explained that officers
have the option to appeal the termination either through the
grievance procedure or through the Civil Service
Commission. The Department recently hired one lateral
and one certified -entry candidate, but vacancies still
remain. In an attempt to fill those vacancies, the Chief has
scheduled 3 testing/interviews for lateral candidates to
occur this month. Promotional testing for Police
Commanders is scheduled for April 26 and an eligibility
list will be ready for certification at the May meeting.
Promotional testing for the Police Sergeant position is
scheduled for Iate June.
Lateral Eligibility List A lateral eligibility list was submitted to Commission
members to certify. One name had been added to the list
(tested on March 30th), for a total of 3 candidates.
