The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Dennis Sivak, Carol Zuvela, and Ron Johnston. Others in attendance were
Police Chief Mike Villa, Fire Chief Nick Olivas and Kim Gilman, HR Analyst.
CALL TO ORDER
5:01 p.m. Chairperson Sivak called the meeting to order.
APPROVAL OF MINUTES

FEBRUARY 6, 2012, BE APPROVED. MOTION

GENERAL BUSINESS
Passing Score of 70% In reference to a question asked at the previous meeting
regarding the application of Veteran's Points to the Public
Safety Testing Score, Kim reported that she confirmed with
Public Safety Testing that the passing score is 70% for all
entry -level police and fire applicants. She explained that
the written exam was designed with a 70% passing score,
and although some jurisdictions have chosen a higher
passing score (75 -SCORE Jail, City of Yakima, and
others), the majority of cities have retained 70 She
alerted the commission that there are adverse
impact/discrimination concerns with adjusting the passing
score upward. Both the Police and Fire Chief voiced their
support to leaving the testing and scoring as it is currently
handled, including the application of Veteran's Points.
PST Applicant Testing Kim announced that Jon Walters, CEO of Public Safety
Testing will be at the May 7` Civil Service Commission
meeting to present information on their services.
FIRE DEPARTMENT BUSINESS
Staffing Update Chief Olivas reported that his department is at full staffing,
with the exception of one person out on FMLA. The
Department is looking at light duty options for that person
to return to work.

POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that they are at 67 of the 71 budgeted
positions, with 2 vacancies having occurred within the last
week. He noted that there are 6 candidates in the
background process. He noted that one person is out on
FMLA, and another will be going out on FMLA soon. One
officer is currently on Administrative Leave. Two
retirements are anticipated for this year. Several interviews
have been scheduled over the next month (both lateral and
entry) to attempt to fill these and future vacancies.
Lateral Eligibility List A lateral eligibility list was submitted to Commission
members to certify. One name had been added to the list
(tested on February 23 rd for a total of 3 candidates.
Provisional Commander The Chief submitted a request to extend Jon Harrison's
provisional appointment by 60 days. The original
provisional appointment is scheduled to end April 10, 2012,
but with the extension it would end June 10, 2012. The
Chief explained that the extension is needed due to the fact
that a current Commander eligibility list does not exist and
the promotional testing process will not be completed till
early May. He also noted that a provisional appointment
will need to be made for a Commander that is scheduled to
take FMLA soon.

AND EXTEND THE PROVISIONAL
APPOINTMENT TILL JUNE 10, 2012. MOTION
