MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7,00 p,m, and led the audience in the Pledge of Allegiance. ROLL CALL Andy Youn-Barnett, City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Mohamed Abdi (on -site), Tosh Sharp (on -site), Armen Popyan (onisite), Dennis Martinez, (on -site), Hannah Hedrick (on -site); and Verna Seal (on -site), MOVED BY SEAL, SECONDED BY MARTINEZ TO EXCUSE THE ABSENCE OF COUNCLMEMBER MCCONNELL. MOTION CARRIED 6-0. LAND ACKNOWLEDGEMENT Councilmember Seal stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people, We acknowledge their continuing connections to land, waters and culture We pay our respects to their elders past, present and emerging,' CITY OFFICIALS Thomas McLeod, Mayor, Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator; Kan Sand, City Attorney: Nora Gierioff; Director of Community IDevelopmerit, randon Miles, Director of Strategic initiatives and Government Relations: Derek Speck, Economic Development Administrator: TC Croone, Chief People Officer; Tony Cullerton, Deputy Finance Director; Eric Dreyer, Chief of Police; Eric Lund, Deputy Police Chief, Bryan Still, Operations Manager: Laurel] Humphrey, Legisiative Analyst; Andy Youn- emelt, City Clerk PUBLIC COMMENTS 1, Robert Neuffer expressed appreciation for Mayor McLeod's assistance with some recent concerns. He indicated he is in support of a Parks Ranger position and emphasized the importance of City employees going above and beyond to help maintain the City. 2. Joe Duffle urged the public to return their ballots before Election Day He emphasized the importance of supporting the Police and Fire Departments and offered a reminder regarding National Night Out, PROCLAMATION a, A Proclamation in support of August 5, 2025 as "National Night Out Against Crime" in the City of Tukwila. Councilmember Abdi returned to the Council Chambers, The Councilnnembers and Mayor asked clarifying questions regarding the use of AI technology, infrastructure, vegetation, copper theft, employee metrics, equity, communications plan, and culture of the organization. 825 p m, 8 31 p rn. Mayor McLeod called for a 5-nninute recess. Mayor McLeod resumed the Council meeting ONEENT AGENDA a. Approval of Minutes; 7/21/21 (Regular Mtg.) b Approval of Vouchers: #00409627-00409778 in the ,amount of $1,710,052.50. c. Award a bid and authorize the Mayor to sign a contract with ICON Materials for the 2025 Annual Overlay Project, in the amount of $1,984,599.00 (plus contingency). Authorize the Mayor to sign a contract with King County Water District 125 for the Cost Share Agreement related to the 2025 Annual Overlay Project, for the City to receive $112,336,40, [Reviewed and forwarded to consent by the Transportation & Infrastructure Services Committee on 7/28/25] e, Award a bid and authorize the Mayor to sign a contract with Combined Construction, Inc, for Sewer Lift Station #2 Structural Modifications Project, in the amount of $282,949.52 (plus contingency) [Reviewed and forwarded to consent by the Transportation & Infrastructure Services Committee on 7/28/25] f, Authorize the Mayor to sign Amendment No, 2 to Contract #24-030 with PACE Engineers for construction management and inspection services of the Sewer Lift Station #2 Structural Modifications Project, in the amount of $43,880,00 (bringing Amendment Nos. 1 & 2 over $60,000.00) [Reviewed and forwarded to consent by the Transportation & infrastructure Services Committee on 7/28/25) Award a bid and authorize the Mayor to sogn a contract with Hoffman Construction, Inc, for the Gilliam Creek Culvert Erosion, Repair Project, in the amount of $183 639,84 i;plus contingency), [Reviewed and forwarded to consent by the Transportation & Infrastructure Services Committee on 7/281251 h. Authorize the Mayor to sign Amendment No. 2 to Contract #23-019 with PACE Engineers for construction management and inspection services related to the Sewer Lift Station #5 Retrofit, in the amount of $99,100 00 [F?eviewed and forwarded to consent by the Transportation & infrastructure Services Committee on 7/28/251 MOVED BY SEAL, SECONDED BY PAPYAN TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 6-0, NEW BUSINESS a. Authorize the Mayor to sign a Collective Bargaining Agreement with Teamsters Local Union #117 for Commissioned Police Officers for the period of January 1, 2025 through December 31, 2028. TC Croone, Chief Peopie Officer, provided a brief overview of the draft 2025-2028 contract with Teamster #117 MOVED BY SEAL, SECONDED BY ABDI TO AUTHORIZE THE MAYOR TO SIGN A COLLECTIVE BARGAINING AGREEMENT WITH TEAMSTERS LOCAL UNION #117 FOR POLICE Tukwila City Council Regular Minutes August 4,, 2025, Page 3 of 3 COIVIMANDERS* FOR THE PERIOD OF JANUARY 1, 2025 THROUGH DECEMBER 31, 2028. MOTION CARRIED 6-0. *While the motion was originally made for Police Officers, per the agenda documentation and staffs presentation, this Collective Bargaining Agreement is for Police, Commanders REPORTS a. Mayor Mayor McLeod attended several soccer events including the Seattle Reign FC Pride match, the Green Earth Cup hosted by the Greater Seattle Korean Association, and the OSFNA (Oromo Sports Federation in North America) tournament. b. City Council Councilmember Abdi attended the Green Earth Cup. Council President Sharp noted Election Day is coming up and urged the public to vote, Councilmember Martinez attended the Tukwila Farmers Market Councilmember Hedrick attended the Tukwila Farmers Market and urged the public to fiI out their ballots for the August 2025 Primary Election, Councilmember Seal asked whether the City still offers the Adopt -a -Spot program for Tukwila parks, She attended the Tukwila Farmers Market, She shared Puget Sound Fire will be collecting school supplies to donate to Tukwila School District. c. Staff Marty Wine, City Administrator, referenced the City Administrator's Report and shared the Adopt -a -Spot program is still available and informaton is available on the City's website under Parks and Recreation. MISCELLANEOUS Councilmember Papyan requested clarifying nformationinformation on the Council's Rules of Procedure and utilizing Point of Order. Based on a request from Councilmernber Papyan for a market comparison report from City staff on Non - Represented employee salaries, the Councillrnembers exchanged comments and acknowtedged the City's compensation policy is currently being reviewed by the Finance and Governance 1Committee.
