OFFICIALS Present at the meeting were Council President Tosh Sharp (on -site); Councilmembers Dennis Martinez (on -site), Hannah Hedrick (virtual) and Verna Seal (oh -site), Councilmembers Abdi, Papyan, and McConnell were not in attendance, CITY OFFICIALS Thomas McLeod, Mayor; Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator/Parks & Recreation Director; Nora Gierloff, Community Development Director; Aaron BeMller, Finance Director; Tony Cullerton, Deputy Finance Director; Adam Schierenbeck, Acting Fiscal Manager; Eric Dreyer, Pace Chief; Eric Lund, Deputy Police Chief; Jen Tetatzin, Public Works Director; Mike Perfetti, Surface Water Senior Program Manager, Joel Bush, Chief Technology Officer; Laurel Humphrey, Legislative Analyst, Jennifer Marshall, Deputy City Clerk, LAND ACKNOWLEDGEMENT Mayor McLeod stated The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to and, waters and culture We pay our respects to their elders past, present and emerging " PUBLIC COMMENTS* 1, obert Neuffer expressed displeasure with the Public Works Department phone tree and his expectation for better customer service. 2. Kate Kruller recommended the City advertise which neighborhoods will be hosting National Night Out Against Crime gatherings to help future coordination efforts, She also reported a need for asphalt repair near 13301 57"' Avenue South where their fence meets the sidewalk, 3, Joe Duffle shared his experience with National Night Out Against Crime thanking the police, Mayor, and Council for theii ipaiticipation. Greg. Sherlock spoke against the proposed cannabis retail lousiness zoning changes discussed at the Planning and Community Development Committee Meeting, 5, Dennis Robertson invited participation in the Southend Indivisible protests and in support of the linterlocall Agreement with Water Resource inventory Area (WRIA) 9 • An additional public comment was allowed after Special Item A. An ordinance amending business license regulations Adam Schierenbeck, Acting Fiscal Manager, provided an overview of a draft ordinance that aligns Tukwila Municipal Code Chapter 5 04 concerning bus[ness licensing with current practice and state law, creates administrative efficiencies, and strengthens enforcement The Councilmembers asked clarifying questions regarding the changes made to the ordinance text after the Finance & Governance Committee Meeting and the application of the listed exemptions, CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. CONSENSUS EXISTED TO ALLOW AN ADDITIONAL PUBLIC COMMENT. 6 Kelle Sue Symonds requested the signage for both the 42 Avenue South Bridge detour and speed camera in Allentown be audited by Public Works Staff. b. An Interlocal Agreement with Water Resource Inventory Area (WRIA) 9 Mike Perfetti, Surface Water Senior Program Manager, introduced Matt Goehring, WRIA 9 Salmon Recovery Manager, who presented the draft Intel -local Agreement with WRIA 9 that replaces the current version expiring at the end of 2025. 'The Councilmembers asked clarifying questions regarding the impact of the programs supported by these funds and the level of support from other agencies. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. c. Quarterly Business & Occupation (B&O) Tax Report Adam Schierenbeck, Acting Fiscal Manager, presented the quarterly Business & Occupation (B&O) tax report an public safety funding, The Councilmembers asked clarifying questions about the [updated revenue estimates related to collecting this tax and the enforcement practices of the city REPORTS a. Mayor Mayor McLeod attended the Vietnamese Martyrs Parish summer celebration with an estimated 5,0 0 attendees. b. City Council Councillmennber Hedrick reported on her attendance at the Equity & Social Justice Commission. She explained the parameters of the photo enforced speed cameras noting only 30% of the tickets are from Tukwila zip codes, Councilmember Seal attended seven of the National Night Out Against Crime gatherings and appreciated the conversations will be working with the Library Advisory Board to paint the little libraries throughout the city. Staff There was no report. MISCELLANEOUS Councilmember Martinez shared condolences for the loss of retired Police Officer Don Dart He requested the Public Works Director attend a future meeting to answer concerns they are hearing about striping and signage issues.
