PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Resolution: Grant Applications for Duwarnish Gardens Staff is seeking Council approval of a resolution that authorizes submission of a grant application to the Aquatic Lands Enhancement Account (ALEA) project within the Washington State Recreation and Consen ation Office for construction of the Duwarnish Gardens project. This is a biennial grant, which can be applied for ever two years. Staff will request the magnum grant funding of $500,000 for project construction. Construction is estimated at $2.8 million. A City match is required; however, other grant sources can be used as matching grants if necessaiv. The packet includes the draft 2013 -2018 CIP, page 64. Application to this particular grant requires a resolution requiring grant submission. UNANIMOUS APPROVAL. FORWARD TO MAY 7 CONSENT AGENDA. Staff also briefly requested Committee authority to apply for other grants applicable to this project from the Salmon Recover Funding Board and King Conservation District. Grant specifics, amounts and due dates for these are unknown at this time. COMMITTEE APPROVAL TO APPLY FOR APPROPRIATE GRANTS. B. Ordinance: Tuk vila Transit Center Easements and Right -of -Way Acquisition Staff is seeking Council approval to acquire property /condemnation authority as required for right- of -vvay and easements needed for the Tuk vila Transit Center Project and the Andover Park West Widening Project as follows: One right- of -ivav dedication Seven temporaiv construction easements One permanent easement It is standard for City staff to request condemnation authority at the beginning of a property- acquisition process for public projects. Although it is highly- unlikely that any parcel of land within this area will require condemnation, establishing the ordinance prepares the City for condemnation proceedings, if required. Council originally approved Ordinance No. 2364 regarding easement and right -of -way (ROW) acquisition for the Transit Center project on December 5, 2011. Since that time, the need for additional easements has been identified. Additionally, staff has determined, due to project proximity- and timing, it is more cost effective and efficient to include the approval to acquire propeitNJcondemnation authority for the Andover Park West Widening Project at the same time. Therefore, there are tivo ordinances, one for the Tuk vila Transit Center Project and the other for the Andover Park West Widening Project. UNANIMOUS APPROVAL. FORWARD TO MAY 14 COW FOR DISCUSSION. C. 2014 Public Works Trust Fund Loan Auulications Staff is seeking Committee approval to submit low interest loan applications through the State's Public Works Trust Fund (PWTF) in the amount of $9.6 million for the following projects: Boeing Access Road Bridge Rehabilitation Intenirban Avenue South (South 14..) Street to Fort Dent Wav_ Andover Park East Water Main Replacement Soils Reclamation Facility (storinwater) The PWTF is able to provide up to $15 million dollars of low interest loans per jurisdiction. Applications are due this Friday, May 11, 2(_)12. Terms and interest rates are determined once the loan is secured and accepted by the City. However, the 20 -year loan term has a 1% interest rate and does not require a local match. The Committee did express some concern regarding the proposed building of a Soils Reclamation Facility in conjunction with the Citv's Facilities Plan. Staff explained that the Citv does not have to accept the loan awards, and once the loans are awarded, detailed project information would go through the full Council process for approval prior to loan acceptance. UNANIMOUS COMMITTEE APPROVAL. SUBMIT APPLICATION. D. Suburban Cities Association Reauest for Comments Staff is seeking Committee concurrence of comments being submitted to Suburban Cities Association's (SCA) Regional Transit Committee regarding the development of King County Metro's Alternative Plan relating to Tukwila's priorities. The Committee briefly reviewed the comments prepared by staff and agreed with the implementation of alternative transit services within the City without eliminating existing services. After all comments are submitted to SCA and discussed, staff will return to Committee to provide an update on information as appropriate. UNANIMOUS COMMITTEE APPROVAL. SUBMIT COMMENTS. III. SCATBd Staff reported on a joint meeting held on May 2, 2(_)12, between the Regional Access Mobility Project (RAMP) and SCATBd. The meetings included Q &A for a gubernatorial candidate.
