Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:00 o,rin. and Red the
audience in the Pledge of Allegiance,
ROLL CALL
Andy Youn- rnett, City Clerk, called the roil of the Council„ Present at the meeting were Councilmembers
Mohamed Abdi (remote), Tosh Sharp (on -site), Dennis Martinez (an site) Hannah Hedrick (on -site); and

Councilmember Abdi stated "'The City of Tukwila is located on the ancestral lands of the Coast Salish

MEMORANDUM OF UNDERSTANDING FOR THE TUKWILA PROMISE PROGRAM AS ITEM B, AND
A DISCUSSION ON THE COUNCIL VACANCY PROCESS AS ITEM C. MOTION CARRIED 5-0.

1. Josh Caste referenced an upcoming raily by Southend indivisible at the Department of Homeland
Security facility in Tukwila on August 22, 2025, He expressed his support for the Tiny Home Village at
Church by the Side of the Road.
2. Greg Sherlock expressed concern regarding the City's budget and spending

WASHINGTON, AMENDING VARIOUS ORDINANCES AS CODIFIED
THROUGHOUT TUKWILA MUNICIPAL CODE (TMC) CHAPTER 5.04,
"BUSINESS LICENSES & REGULATIONS:, REPEALING IMC
SECTIONS 5.04,050, 5,04 050, AND 5.04.105, ESTABLISHING TMC
SECTIONS 5 04.140 AND 5.04.150. TO AMEND THE BUSINESS LICENSE.
FEES, MINIMUM THIRESHOLD, AND ADMINISTRATIVE PROVISIONS
RELATED TO BUSYNESS LICENSING, PROVIDING FOR SEVERABILITY,
AND ESTABLISHING AN EFFECTIVE DATE.

NEW BUSINESS
a. Contract with Facet NW for on -call planning and project services,
Nancy Eklund, Long Range Planning Supervisor, provided an overview of a contract with Facet NW,
which was previously brought to the July 21, 2025 meeting but requiresapproval due to revisions in the
contract and scope of work.
MOVED BY HEDRICK, SECONDED BY SHARP TO AUTHORIZE THE MAYOR TO SIGN A
CONTRACT WITH FACET NW FOR ON -CALL PLANNING AND PROJECT SERVICES FOR THE
CRITICAL AREA ORDINANCE UPDATE AND SALMON RECOVERY THROUGH LOCAL PLANNING
PROJECT, IN AN AMOUNT NOT TO EXCEED $415,000 THROUGH DECEMBER 31, 2028 (FUNDING
COMING TO THE CITY). MOTION CARRIED 5-0.
b. Memorandurn of Under tending for the Tukwila Promise S hole hip Program. (per agenda
amendment'')
MOVED BY MARTINEZ, SECONDED BY SHARP TO AUTHORIZE THE MAYOR TO SIGN A
MEMORANDUM OF UNDERSTANDING WITH WASHINGTON STATE OPPORTUNITY
SCHOLARSHIP FOR THE TUKWILA PROMISE SCHOLARSHIP PROGRAM, IN THE AMOUNT OF
$200,000.00 MOTION CARRIED 5-0.
c. Discussion on Council vacancy process. (per agenda amendment*)
Laurel Humphrey, Legislative Analyst, indicated there were 11 applications for City Council Position Nc, 6
Pro Tempore and requested Council input on timelines and whether to interview candidates who'
submitted applications without a letter of interest and/or a resume.

The Councilrnembers offered comments regarding, the proposed timeline and alternatives,
Majority consensus existed to pros ed with interviews on August 25th.
Councilmembers Sharp and Martinez indicated they are On support of proceeding with scheduling
following Councilnember Papyan's return.
Kari Sand, City Attorney, explained a majority of the Council, or 4 afflrmatve votes, would be needed to
pass a motion
MOVED BY MARTINEZ, SECONDED BY SHARP TO START THE INTERVIEW PROCESS ON
SEPTEMBER 8TH. MOTION FAILED 3-2, WITH HEDRICK AND SEAL VOTING NO, FOR LACK OF A
MAJORITY OF THE COUNCIL.
The Councilmembers offered further continents regarding the proposed timeline and process, including
acknowledgement that August 25'n was part of the previously published tkmeline, and Councilmenber
Papyan's input on the interview process was desired,
MOVED BY MARTINEZ TO HOLD A SPECIAL MEETING ON AUGUST 26TH TO START THE
INTERVIEW PROCESS. MOTION FAILED FOR LACK OF A SECOND.
7:36 p,m, Mayor McLeod called for a 5-minute recess
742 p,m, Mayor McLeod resumed the Council meeting.
Mayor McLeod indicated that during the recess, staff researched what constitutes a majority of the
Council based on tonight's attendance by 5 Counciimembers
Kart Sand City Attorney, clarified that RCW 35A.12.120 requires the affirmative vote of at least a majority
of the whole rrembershHp of the council for the passage of ordinances, grants, revocation of franchise or
license, or resolution for the payment of money, The City Council's Rules of Procedure require that formal
motions be passed by at least 4 Councilmembers, Alternatively, consensus could be reached to agree on
an interview date and process.
Majority consensus existed to proceed with interviews on August 251111.
The Councilmernbers exchanged commentsregarding whether to interview candidates who submitted
documents after the deadline, noting concerns with equity, and inconsistency with past practicesi
MOVED BY MARTINEZ TO INTERVIEW THE 8 APPLICANTS WHO FULFILLED THE
REQUIREMENTS AS DEFINED BY THE APPLICATION PROCESS. MOTION FAILED FOR LACK OF
A SECOND.
Consensus existed to proceed with interviewing he 8 applicants who submitted afl required
documentation by the deadline.
REPORTS

Mayor McLeod attended a Green River Watershed Fleeting and shared the City rs a part of the Cascade
Water Alliance, but will be sourcing water from Tacoma Utilities in the future to keep water rates affordable
for residents
b. City Council
Councilmember Hedrick attended the Tukwila Farmers Market,
Councilmember Seal attended the Tukwila Farmers Market.

Marty Wine, City Administrator, referenced the City Administrator's Report and shared she attended the
statewide Washington City/County Management Association's Summer Conference, as we as the
Northwest Women's Leadership Academy Summit,
Councilrnember Sea i shared community volunteers MIN be needed for build day on September 27, 2025
for the KaBOOM! Dowarnish Park playground
Council President Sharp requested a cost range for speed cushions.
MISCELLANEOUS
Councilnnember Martinez shared Puget Sound Fire is collecting donated school supplies through August
