Page 8 TUKWILA PARKS & RECREATION GOOD HEALTHY FUN Mayo r's Message Living our values: Tukwila's response to asylum seekers When I attend events and meetings throughout Washington State — and even across the country — love telling people who've never heard of Tukwila, "We are one of the most diverse cities in the nation." take great pride in our cultural and ethnic diversity. It's one of the City's greatest strengths, and a reflection of our values as a community. Tukwila has always been a welcoming place for immigrants, refugees, and asylum seekers beginning their American journey. In late 2023, we began to see a significant influx of asylum seekers arriving in Tukwila and the broader region. It's important to remember: asylum seekers enter the country legally and are awaiting decisions on their applications by the Federal government. Many of the new arrivals sought help at Riverton Park United Methodist Church, which has long opened its doors to those in need. But the demand quickly outpaced what one church — or even one city — could manage on its own. To respond to the growing need, the City secured funding from the State of Washington and King County to support housing and essential services for asylum seekers — including families, young children, and pregnant women. These funds enabled several key efforts that include: • Establishing a network of churches to provide congregate sheltering. • Utilizing hotel rooms as transitional housing support. • Assisting families in securing more permanent housing. • Providing financial support to the Tukwila Pantry to help with food distribution. • Purchasing 30 tiny homes to support both asylum seekers and individuals experiencing homelessness in Tukwila. This investment in tiny homes will provide housing options for vulnerable members of our community who are seeking safety and a better life in the years ahead. Refugees, immigrants, and asylum seekers are an essential part of the fabric of our community. They attend our schools, grow up here, open businesses, work, and eventually retire here. Most importantly, they are our neighbors, friends, and family members. I invite all residents to help Tukwila continue living its values, showing compassion and support for our newest neighbors because together, we truly are stronger. This is the outcome of a two -plus year process that involved copious complex decision -making and an expanding volume of municipal code writing. The City hosted an informational table at numerous events, held three open houses, and took part ion multiple discussions with the Planning Commission and the City Council to arrive at this point. Middle Housing describes a range of neighborhood - scale housing options (e.g., triplexes, townhouses, cottage clusters) that offer alternatives to a single-family home. They are closer in size to a typical home than a typical apartment building. Middle Housing can look like remodeling single-family homes into duplexes, building cottage clusters on large lots in existing neighborhoods, or including a mix of different housing types in a new subdivision. Tukwila's code update was necessitated by a mandate from the State of Washington. Local governments were largely unable to change zoning standards that aligned with traditional accepted best practices. Recognizing the housing crisis, in 2023 the legislature adopted a change to State law, directing cities like Tukwila to amend their zoning standards and end bans on attached or moderately dense homes. In Tukwila, most land that permits residential uses has a minimum lot size of 6,500 square feet. This current Low -Density -Residential zoning district only allows for the establishment of single-family homes and accessory dwelling units. That means that someone wanting to live in Tukwila who cannot afford 6,500 square feet of land and a 1,000+ square foot home is limited to small areas where apartments are permitted. Tukwila's single-family zones are built to their maximum capacity. Very few developable properties exist. As the population of the region has boomed, there is increasing competition for the limited homes (and land) available on the market. This is a major contribution to the ongoing affordability crisis in the Seattle metro area. In June, the Council approved replacing the Low -Density Residential Zone with the Community Residential Zone. This new zone will allow three homes on minimum -sized lots, which will be 5,000 square feet. Parcels of 6,500+ square feet will be allowed to build up to four homes, and 8,000+ square foot parcels can have up to five. Those homes can be duplexes, townhomes, triplexes, four-plexes, stacked flats, cottage homes or five-plexes, and up to two of them can be Accessory Dwelling Units. Setbacks have been reduced and height regulations have been slightly increased. This might be the single most impactful zoning code update in several decades, and it required utmost vision and effort on the part of staff, the Planning Commission and the City Council to achieve. Tukwila is not unique; an estimated 70-90% of all residential land in the State is similarly zoned as low density residential. The Hazelnut - August 2025 3 Manufacturing Apprenticeships AJAC is a nonprofit organization that creates job training programs, especially apprenticeships, for careers in advanced manufacturing like aerospace and machining. Programs combine paid on-the-job training with college classes, allowing individuals to learn valuable skills while earning a wage and potentially earning college credits and a nationally recognized certificate. The AJAC Manufacturing Academy is a no -cost, pre -apprenticeship program designed to provide individuals with the foundational skills and certifications needed to enter aerospace and advanced manufacturing careers and potentially pursue further training through registered apprenticeships. The program offers a combination of technical training, including applied math and blueprint reading, and soft skills like interview techniques, along with industry certifications such as OSHA 10 and Forklift Certification. Those completing the program also receive career navigation services to find and secure employment at local businesses. Help from NW Education Access Since 2002, Northwest Education Access (NWEdA) has been guided by the belief that all young people, regardless of income or background, should have the opportunity to access higher education to pursue a living -wage career. NWEdA specializes in assisting low-income young people who have not yet finished high school or did not go directly to college after high school to earn higher education degrees and certificates. Through one-to-one, individualized meetings, NWEdA's Education Advocates help young people address all barriers to earning a degree, like where to start, getting connected to earn a GED or high school diploma, and how to apply for funding and enroll. All services are offered free of charge, at the pace the student decides, and at a public location convenient for the student. It's also a perfect time to reflect on what we can do for our community —and what our community offers in return. The City of Tukwila offers several events throughout the year that help foster community and belonging. In June the City held its 5th Annual Juneteenth Commemora- tion, where the theme was "Echoes of Freedom: Past, Present & Future." This was a joyous celebration of free- dom, and I encourage everyone to attend in the future. On Saturday, May 31, 585 vehicles dropped off paint to be recycled by GreenSheen in Tukwila's first paint collection event of the year. The intake at this event was almost 90,000 gross pounds of latex paint and 8,000 gross pounds of oil -based paint collected. If you missed the event, Tukwila will host another collection on Saturday, September 27 at Tukwila's Community Center. TUKWILA LABOR STANDARDS TUKWILA MINIMUM WAGE INCREASE AS OF JULY 1 Tukwila's Minimum Wage Ordinance - the result of citizen -led initiative Measure No.1 approved by voters in 2022 - enters its third year as a law on July 1, 2025. The Ordinance required a two-year phase -in period of minimum wage rate increases for employees of Mid -Size Employers. On July 1, this phase -in period ended. There will be a single minimum wage for Mid - Size and Large Employers going forward. On July 1, the required Mid -Size Employer minimum wage rate increased by $1 from $20.10 to $21.10; the same minimum wage required for hourly -paid employees of Large Employers. Tukwila minimum wage applies to full-time, part-time, seasonal, and temporary positions, and workers under 18. F * To avoid potential enforcement measures, employers are required to annually certify compliance to Tukwila Labor Standards. King County's CleanUp LIFT discount saves $18 off the cost of each type of waste, each visit. Tukwila School District recognized for recycling, organics, and waste reduction The Tukwila School District partnered with the City of Tukwila during the 2024- 2025 school year to launch recycling and composting programs in all school kitchens and cafeterias. In May, the school district was recognized as Recycler of the Year- Public Entity by the Washington State Recycling Association. And at the May school board meeting, King County recognized the district as the first Green School District in King County in 2025! All five schools in the district were also recognized as King County Green Schools for the first time. Mayor Tom McLeod and Colleen Minion, Solid Waste Analyst, attended and extended their congratulations. Achievements include: ♦ The City and District partnered to set up collection stations in all schools which included photo -centric signs of what goes into each container. ♦ The City of Tukwila held student trainings at all schools for all students. They conducted 29 trainings in cafeterias, reaching approximately 3,000 students. Students became experts on how to sort materials after lunch. ,$liycler of the Y -Public Entity - Tukwila School District #404., ♦ Applied for and received a King County Re+ grant for $14,000 in materials, including recycling containers, composting containers, BioBags, and compostable utensils. ♦ Used reusable utensils and trays in elementary school cafeterias. ♦ Piloted using birch compostable utensils at Foster High School for school lunches for the year. This has kept 233,280 plastic utensils out of the garbage per year! A Created Green Schools teams at each school, which included custodial staff, principals, teachers, and cafeteria staff. ♦ Kept approximately 523 cubic yards of waste per year out of the landfill through composting and recycling.
