HomeMy WebLinkAbout25-067 - Amendment B - Teamsters 117 - 2025-2027 Collective Bargaining Agreement (Police Officer)25-067(b) Council Approval N/A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF TUKWILA AND TEAMSTERS LOCAL UNION NO. 117 (REPRESENTING POLICE OFFICERS and POLICE SERGEANTS) The City of Tukwila (City) and Teamsters Local Union No. 117 (Union) enter into the following Memorandum of Understanding (MOU) to address the establishment of a Corporal Program. WHEREAS, the City and Union are parties to a Collective Bargaining Agreement ("CBA"), with a term of January 1, 2025, through December 31, 2027, for both Police Officers and Police Sergeants; and WHEREAS, the Officers and Sergeants are two separate bargaining units with a separate CBA; and WHEREAS, Article 1 of the CBA recognizes the Union as the designated representative of City of Tukwila Police Sergeants and Police Officers respectively; and WHEREAS, the City and Union are entering into this MOU to establish a Corporal program that impacts both bargaining units. NOW, THEREFORE, the City and the Union agree as follows: 1. Corporal is a specialty position and not a Civil Service rank. 2. Corporals will be paid a five percent (5%) specialty when assigned to the position. 3. When the corporal is acting as the shift supervisor, they will be paid an additional two percent (2%) for a total of seven percent (7%). 4. Corporal premium pay can be stacked with SWAT premium or another premium in Article 6.1for a total of seven percent (7.0%) of the employee's monthly wage. 5. There will be four (4) corporal positions, one (1) assigned to each patrol squad. 6. The corporal assignment will be on a four (4) year rotation consistent with the other department specialties. 7. Corporals will be sent to supervisory training. 8. A corporal is a working patrol officer and is expected to perform those duties while on duty. Corporals are expected to perform supervisory duties when directed, or in the absence of a supervisor. Discipline and corrective action cannot be given by a corporal. 9. When acting as the supervisor, corporals remain subordinate to on - duty sergeants 10. During shift bid corporals will choose by seniority one of the four corporal positions on patrol. The date used for seniority purposes will be the date of assignment to a corporal position. If more than one officer is assigned to a corporal position on the same day, seniority will then be determined by badge number. 11. Vacation bidding for corporals will be done by badge number with officers and sergeants per the parties current CBA. 12. Corporals may fill sergeant overtime; however, sergeants have the first right of refusal to all sergeant overtime. Corporals will be considered for sergeant overtime before officers. 13. Being a corporal is not a requirement to test or be selected for a sergeant position. This MOU is effective when signed by both parties. The parties intend to incorporate the above changes into their successor collective bargaining agreement. No modification to this MOU is valid unless in writing and signed by the parties. All other terms of the CBA remain the same for the duration of this MOU. This Memorandum of Understanding is entered into on the 5th day of September, 2025.
