Term -limited Agreement
THIS AGREEMENT ("Agreement") is made and entered into effective July 1, 2025 between the City of
Tukwila (hereinafter referred to as "City") and Mark Hafs (hereinafter referred to as "Term -limited
Employee"), an individual. The City and the Term -limited Employee are referred to collectively herein as
"the Parties."
NOW, THEREFORE, in consideration of the mutual covenants and conditions set forth herein, the Parties
agree as follows:
Section 1. Term. The Parties understand that this term -limited position is funded through approved
funds from City Council. This Agreement shall become effective July 1, 2025 and remain in full force and
effect through January 31, 2026, upon completion of the applicable funded projects, or the exhaustion
of the funding ("Term"), whichever occurs first, unless sooner terminated pursuant to the terms of this
Agreement.
Section 2. Duties. The Term -limited Employee shall perform the duties set forth in Scope of Duties, as
established in Exhibit A, attached and incorporated herein. The Term -limited Employee shall report to
the Public Works Director or their designee for the performance of specific duties under this
Agreement.
Section 3. Compensation. In consideration of the services rendered by the Term -limited Employee, the
City agrees to pay the Term -limited Employee a rate of $66.35 per hour, based on a prorated schedule
equivalent to 24 hours per week. Term -limited Employee's position is considered nonexempt under state
and federal wage and hour laws, and if Term -limited Employee works more or fewer than 24 hours per
week, Term -limited Employee's actual rate of pay will be based on the actual number of hours worked.
The Term -limited Employee understands they will not receive COLA, CPI, or other compensation bonuses
afforded to permanent full-time employees.
Section 4. Working Hours and Schedule. The working hours of the Term -limited Employee shall not
exceed twenty-four (24) hours per week unless mutually agreed otherwise. The agreement that Term -
Limited Employee's working hours can exceed 24 hours per week in any particular workweek can be oral
between Term -Limited Employee and his supervisor as long as it is confirmed in writing (such as by email
or memo); however, if the Parties mutually agree that the Term -Limited Employee's hours will exceed 24
hours per week on more than an occasional basis (e.g., more than once per month), the agreement must
be memorialized as set forth in Section 9.3 below. If the Term -limited Employee receives a reduced
workload due to no fault of either party, the Parties may agree to a revised work schedule and
compensation consistent with Section 3.
Section 5. Benefits. The City shall provide the Term -limited Employee with the following fringe benefits,
prorated consistent with the Term -limited Employee's then -current Work Schedule:
5.1 Vacation — Four hours per pay period with carryover provisions; no pay -out upon termination.is this

5.2 Sick Leave — Four hours per pay period with carryover provisions; no pay -out upon termination.
5.3 Retirement — Eligibility through the Washington State Public Employees Retirement System.
5.4 Medical Insurance — Individual coverage through Kaiser Permanente or the City's Self -Insured Plan, at
the employee's choice. The prorated monthly amount is $402.26.
5.5 Dental Insurance — Individual coverage through the City's Self -Insured Plan. The prorated monthly
amount is $28.32.
5.6 Vision Insurance — Individual coverage through the City's Self -Insured Plan. The prorated monthly
amount is $6.62.
5.7 Holidays — Six (6) holidays recognized by the City during the duration of this Agreement.
5.8 Direct Deposit — Required.
Section 6. Equipment. The City agrees to provide the Term -limited Employee with a City email address,
laptop, and access to a phone. All equipment must be returned in similar condition upon termination.
The Term -limited Employee agrees to abide by the City's policies governing use of City equipment.
Section 7. Taxes. The City will deduct all required federal and state taxes, including FICA and retirement,
from compensation and will make employer contributions as required.
Section 8. Termination. Term -limited Employee's employment with the City is at -will. His employment
and this Agreement may be terminated at any time by either party, with or without cause, by giving
notice to the other party in writing stating the effective date of such termination. Notice by email to the
Employee's City email address and to the City's Chief People Officer or the Public Works Director fulfills
the requirement that the notice be in writing. No salary or benefits shall be due past the effective date of
termination.
Section 9. General Provisions.
9.1 This Agreement contains the entire understanding between the Parties and supersedes all prior
agreements.
9.2 No promises or representations exist outside of this Agreement.
9.3 Modifications must be in writing and signed by both Parties.
9.4 This Agreement is governed by the laws of the State of Washington. Jurisdiction and venue for any
dispute arising under this Agreement shall be in King County, Washington.
IN WITNESS WHEREOF, the Parties hereto have executed this Agreement as of the date first above

To the
CITY OF TUKWILA
Term -limited Agreement
The City Council has allocated funding for the Allentown Truck Reroute Project which focuses on
preparing an Environmental Impact Statement (EIS) that proposes and analyzes four alternate routes for
freight trucks that currently use streets in Tukwila's Allentown neighborhood. The EIS effort is now being
expanded to include a Supplemental EIS (SEIS), which will study a fifth potential truck route. The terms of
this Agreement are limited to the SEIS phase of the Project.
Under the direction of the Public Works Director and/or their designee, the Term -limited Employee will
act as the Project Director for the Allentown Truck Reroute Project SEIS ("Project"), and will perform the
following duties:
Scope of Duties:
• Prepare the scope, budget, and schedule for the consultant's effort; coordinate the contracting
process.
• Oversee SEIS technical studies to ensure SEPA compliance.
• Review and edit consultant -prepared documents for quality and alignment with City standards.
• Coordinate with City staff to gather technical support and background.
• Provide regulatory advice and guidance.
• Manage consultant contracts and ensure deliverables are on time and within budget.
• Conduct site visits for environmental analysis.
• Lead public outreach efforts in line with the Public Participation Plan.
• Coordinate with stakeholders, advisory groups, and local/state agency partners.
• Present complex technical information in a clear and engaging manner.
• Ensure transparency and equity in stakeholder and public engagement.
