MINUTES
SPECIAL MEETING,
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Special Meeting
September 8, 2025 - 7:00 PM.
Mayor McLeod called the Special Meeting of the Tukwila City Council to order at TOO p.m. and led the
audience in the Pledge of Allegiance„
ROLL CALL
Andy Youn-Barnett, City Clerk, called the roll of the Council Present at the meeting were 1Councilmembers
Mohamed Abdi (on -site), Tosh Sharp (on -site), Armen Papyan (on -site), Dennis Martinez (on-sute), Hannah
Hedrick (virtual), Verna Seal (on -site), and Joe Torres Camacho (on -site)
Mayor McLeod shared Councilmember Camacho was officially sworn n on September 2, 2025„
LAND ACKNOWLEDGEMENT
Councillmember Martinez stated The City of Tukwila is located on the ancestral lands of the Coast Salish
people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to
thew elders past, present and emerging,'

PUBLIC COMMENTS
1, Kate Kruller requested assistance on behalf of a property owner who has been having difficulties
with a vacant lot adjacent to their property
2, Joe Duffle requested information on Touch -A -Truck and the Tukwila Farriers Market,
3. Robert Neuffer expressed concern regarding reducing time for public comments, and spoke on
the need for stronger immigrant protections.
4, Dave Larson spoke against the proposed ordinance updating cannabis use regulations,
5. Max Emminger expressed support for the proposed ordinance updating cannabis use regulations,
6, Josh Castle thanked the Tukwila Police Department for their recent assistance during a rally held
by South End lndivisible and offered suggestions to strengthen immigrant protections.
7, Derek Poch outlined safety measures taken by cannabis stores and expressed support for the
proposedordinance updating cannabis use regulations,
8. Lisa Krober noted cannabis is a business offering a service to community members.
9. Greg Sherlock outlined concerns regarding the proposed ordinance updating cannabis use
regulations,

10, Karen Wright shared cannabis can be helpful for those with medical conditions and expressed
support for the proposed ordinance updating cannabis use regulations,
11, Zachary Fleet urged the Council to pass the proposed ordinance updating cannabis use,
regulations,
12, Andrew Red spoke in favor of the proposed ordinance updating cannabis use regulations.
13. Ca:itlein Ryan noted cannabis can generate new revenues and urged the Council to adopt the
proposed ordinance updating cannabis use regulations.
14, Julie Jordan spoke in favor of further reducing buffers and urged the Council to pass the
proposed ordinance updating cannabis use regulations
15, Kathy Hougardy expressed concern regarding lack of sufficient community engagement for the
proposed ordinance updating cannabis use regulations.
PROCLAMATION

CONSENT AGENDA

b. Approval of Vouchers: #00409777 - 00409917 in the amount of '$1,703,145,60,
c, Authorize the Mayor to sign a grant agreement with the Washington State Department of Transportation
(WSDOT) for the Commute Trip Reduction (CTR) Program for 2025-2027 in the amount of
$103,200 00.

d. Authorize the Mayor to sign a grant agreement with the Washington State Department of Transportation

Authorize the Mayor to sign Amendment No 2 to contract #24-070 with KPG Psomas for additional
project management services in the amount of $59,876 00 (bringing Amendment Nos. 1 & 2 over

WASHINGTON, UPDATING CANNABIS USE REGULATIONS:
AMENDING ORDINANCE NOS 2741 §4 (PART) AND 2765 §87, AS
CODIFIED AT TUKWILA MUNICIPAL CODE (IMO), CHAPTER 18,06,
DEFINITIONS,' AND f C SECTION 18„50210; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY SEAL, SECONDED Y PAPYAN THAT THE ORDINANCE I 'E ADOPTED AS READ."
MOVED BY SEAL, SECONDED Y HEDRICK TO CALL FOR THE QUESTION. MOTION FAILED 3-4,
WITH ABDI, SHARP, AND MIARTINEZ VOTING NO, FOR LACK OF A TWO-THIRDS MAJORITY.
The Councilmernbers exchanged comments including acknowledgement this is a difficult decision
affecting the community in different ways, appreciation for those who provided public comments, the
tegality of marijuana businesses, and making decisions with safety in mind.
MOTION CARRIED 4-3, TO ADOPT ORDINANCE NO, 2769, WITH ABDI, SHARP, AND MIARTINEZ
VOTING NO.
REPORTS
a. Mayor
Mayor McLeod met earlier today with members of the 11th District delegation to discuss legislative priorities
b. City Council
Councilimember Abdi noted a difficult decision was made tonight and thanked everyone for their input
Councilmember Papyan shared several community imembers and members of the Tukwila Police
Department recently participated in a trash cleanup on South 146th Street, He attended the Touch -A -Truck
event at Westfield Southcenter Mall on August 23, 2025,
Council President Sharp expressed support to continue the Tukwila Farmers Market and Touch -A -Truck
events.
Councillmember Martinez is Vice Chair of the South County Area Transportation Board, which recently
received a report from Sound Transit regarding a significant construction budget deficit. He expressed
concern regarding increased property taxes impacting residents.
Councilmember Hedrick shared the Tukwila Municipal Court will be hosting a Blake Pop -Up at Westfield
Southcenter Mali on September 13, 2025 from 10:00 a.m, 7:30 p.m, to help community members clear
unconstitutional simple drug possession convictions, She suggested incorporating the Equity and Social
Justice Commission unto decision -making and outreach moving forward,
Councilmemlber Seal thankedl those who participated in the community cleanup on South 146"1 Street. She
attended the Tukwila Farmers Market. She shared Tukwila Emergency Management actively shares
emergency preparedness tips on Facebook.
Councilmember Camacho reported the 2025-2020 school year has started He attended Community Play
Day and the Tukwila Farmers Mlarlket He thanked Laurel Humphrey, Legislative Analyst, for assisting him
through the onboarding process as a new Councillmember and expressed appreciation for Councilmember
McConnell and her family's support

MISCELLANEOUS
In response to a question from Council President Sharp, Marty Wine, City Administrator, relayed City staff
are preparing a letter to Sound Transit regarding light rail stations in Tukwila.
Council President Sharp indicated he s open to revisiting the public comment time period and expressed
he is not in favor of using Robert's Rules of Order to close debate, which can have value,
In response to a question from Councilmember Seal, Council consensus existed to review the City's
current policies relating to equity and immigrant protections at a future work session,
Counoilmember Martinez offered a reminder to slow down when driving in school zones, He shared'
COVED test kits are available in stare
