COMMITTEE OF THE WHO
CALL TO ORDER/PLEDGE OF ALLEGIANCE
In the absence of Council President Sharp, Acting Council President Papyan called the Tukwila City Council
meeting to order at 700 p.m. and led the audience in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Councilmembers Mohamed Abdi (virtual), Arrnen Papyan (on -site), Dennis
Martinez (on -site), Hannah Hedrick (on -site), Verna Seal (on -site), and Joe Torres Camacho (on -site).

LAND ACKNOWLEDGEMENT
Councilmember Seal stated The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture, 'We pay our respects to
their elders past, present and emerging,'"
PUBLIC COMMENTS
1 Kate Kruller relayed concerns from residents and requested assistance from the City She
suggested the City implement an 'adopt -a -drain' program.
2. Robert Nleuffer thanked the City and Councilmember Sharp for assisting with cleanup at 42nd and
1441h. He emphasized the need to focus on traffic calming measures rather than traffic cameras
to reduce speeding and dangerous driving.
Joe Duffle thanked the Police Department and stafffor assisting him with a recent incident He
supported School Resource Officers at schools.
SPECIAL, ISSUES
a. Briefing on Prato District Development Agreement.
Derek Speck, Economic Development Administrator, provided an overview of the Prato District (also
known as Tukwila South) development agreement that expires on December 1. 2025; Staff is seeking
Council input on proposed deal terms for the new development agreement that has been negotiated with
Segale Properties,
The Councilmembers expressed appreciation for the work completed to date and indicated they are
looking forward to next steps.

b. Grant Agreement with Low -Income Housing Institute (UM) for a Tiny Home Village.
Brandon Miles, Director of Strategic Initiatives/Government Relations, overviewed the proposed grant
agreement with the Low Income Housing Institute (L11-11) for the establishment of a tiny home village at
Church by the Side of the Road that would utilize King County grant funds.

REPORTS

b. City Council
Councilmember Hedrick shared volunteers are needed for the Kaboom community playground at
Duwamish Park on September 25-269',
Councilmember Seal participated in a remote Elected Officials Essentials workshop through Association
of Washington Cities, overviewing Washington's ethics laws.
Councilmember Camacho slhared King County is currently accepting applications for Climate Equity
Sponsorships that will provide support community organizations towards climate action, policy, and
advocacy.
Acting Council President Papyan attended a Joint Regional Transportation meeting through the South
County Area Transportation Board (SCATBd) where they discussed preparations for the FIFA World Cup
2026, and an airport luncheon at SeaTac Airport through the Seattle Southsidle Chamber of Commerce
