Mayor McLeod called the Regular Meeting of the Tukwila City Courrcill to order at 7,00 p,nn. and led the audience in the Pledge of Allegiance. ROLL CALL Andy Youn-Barnett, City Clerk, called the roll of the Council. Present at the meeting were Councuimembers Mohamed Abdi (on -site), Armen Papyan (on -site), Tosh Sharp (on -site), Dennis Martinez (on -site). Hannah Hedrick (an -site), Verna Seal (on -site), and Joe Torres Camacho (an -site), LAND ACKNOWLEDGEMENT Counciilmember Camacho stated "The City of Tukwila is located on the ancestral lands of the Coast Sahsh people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging.,' CITY OFFICIALS Thomas McLeod, Mayor, Marty Wine, City Administrator, Pete Mayer, Deputy City Administrator; Kari Sand, City Attorney; Brandon Miles, Director of Strategic Initiatives and Government Relations Nora Gierloff, Community Development Director; TC CI -cone, Chief People Officer; Aaron BeMilier, Finance Director; Eric Drover, Police Chief; Eric Lund„ Deputy Police Chief; Jen Tetatziin, Public Works Director; Laurel Humphrey, Legislative Analyst„ Andy Youn-Barnett, City Clerk PUBLIC COMIMENTS 1. Kate Kruller shared concern regarding speeding at Cascade View elementary and asked the Council to consider traffic calming measures She referenced a resident's requests for sidewalk improvements at the recent Council Candidate Meet & Greet that took place at Billy iwaroo's. 2. Joe Duffle noted the National Guard does not have police training He emphasized the importance of participating by voting. APP©INTMENTIPROCLAIVIATIION, a. Municiipal Court Judge, (1) Confirm the reappointment of Kimberly Walden. MOVED BY PAPYAN, SECONDED BY HEDRICK TO CONFIRM THE REAPPOINTMENT OF KIMBERLY WALDEN TO THE POSITION OF MUNICIPAL COURT JUDGE, WITH A' TERM EXPIRING DECEMBER 31, 2029. MOTION CARRIED 7-0.. (2) Authorize the Mayor to sign a Memorandum of Understanding with Kimberly Walden. MOVED BY HEDRICK, SECONDED BY MARTINEZ TO AUTHORIZE THE MAYOR TO SIGN A MEMORANDUM OF UNDERSTANDING WITH KIMBERLY WALDEN FOR MUNICIPAL COURT JUDGET SERVICES FROM JANUARY 1, 2026 THROUGH DECEMBER 31, 2029. Proclamation for Domestic Violence Awareness Month. Mayor McLeod proclaimed the month of October 2025 as Domestic Violence Awareness Month CONSENT AGENDA a, Approval of Minutes: 9/22/25 (Special Mtg.) b. Approval of Vouchers #00410296 — 00410405 in the amount of $1„550,639,89, c, Authorize the Mayor to accept a Water Quality Combined Funding Program grant from the Washington State Department of Ecology for design of the South 130P Bioretention Planters, In the amount of $294,950.00 [Reviewed and forwarded to consent by the Transportation & infrastructure Services Committee on 9/22/2b.1 d. Authorize the Mayor to accept a Water Quality Combined Funding Program grant from the Washington State Department of Ecology for design of four storrnwater outfalis, in the amount of 5436,152.00. [Reviewed ;nd forwarded to consent by the Transponation & infrastructure Services Committee on 9/22/25] e, Authorize the Mayor to sign an Interlocal Agreement vvith the 'Washington State Departrnent of Revenue for Business Licensing Services [Reviewed and forwarded to consent by the Finance & Governance Committee on 9/22/251 MOVED BY SEAL, SECONDED BY PAPYAN TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7-0. UNFINISHED BUSINESS a. Discussion on 2026 Mid -Biennium Update. Aaron BeMilier, Finance Director, provided an update on the 2026 Mid -Biennium Budget adjustments, hi hilighting fund changes, Full -Time Employee (FTE) counts by fund, and the General Fund. 8 09 p.m. 8 11 p m REPORTS a. Mayor Counoilmember Abdli exited the Council Chambers. Councilmember Abdi returned to the Council Chambers. Mayor McLeod shared the City gave away free trees to residents on October 4th, He participated in the KaBOOM! playground build event at Duwamish Park on September 27ilh that was attended by volunteers comprised of residents, City employees, and employees from Delta Air Lines He shared Delta Air Lines gifted the City with $10,000,00, b. City Council Councilnnember Abdi will be participating in a No Kings Rally on October 18th at Southccnter Parkway. Councillmember Papyan attended the KaBOOMI! Playgroundl bud event at Duwamish Park on the weekend of September 27th Councillmember Martinez attended the KaBOOMI Playground build event at Duwamish Park on the weekend of September 27th He thanked Apneet Sidhu for providing food and beverages for volunteers, Tukwila City Council Regular Mrnules October 6, 2025 Page 3 of 3 Counciimember Hedrick attended the KaBOOM! Playground build event at Duwamish, Park on the weekend of September 27". She hIghlighted residents can fill out a form for the People's Project for participatory budgeting through November 15th. and applications for the Tukwila Community Leadership Initiative are due by October 13th, She thanked Mayoi McLeod for issuing the proclamation on Domestic Violence Awareness Month, Councilmember Seal attended the KaBOOMi Playground build event at Duwamish Park on the weekend of September 27'h. She participated remotely in a Puget Sound Fire Governance Board meeting, and commended Mayor McLeod for issuing the proclamation on Domestic Violence Awareness Month, Councilmember Camacho attended a King County -Cities Collaboration Elected Outreach Committee meeting, IHe referenced Foster High Schools recent annual Open House. He attended the KaBOOM! Playground build event at Duwamish Park on the weekend of September 27th. c. Staff Marty Wine, City Administrator, referenced the City Administrator's Report in the agenda packet and highlighted openings for boards and commissions. MISCELLANEOUS Council President Sharp thanked Rena Smith on behalf of the ally for her community service . ADJOURNMENT 8:42 P.M.
