CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Sharp called the Tukwila City Council meeting to order at TOO om. and led the audience
in the Pledge of Allegiance„
OFFICIALS
Present at the meeting were Councilmembers Mohamed Abdi (on -site),, Armen Papyan ion -site), Tosh
Sharp (on -site), Dennis Martinez (on -site),, Verna Seal (on -site), and Joe Torres Camacho (on -site),
Councilmember Hedrick was not in attendance
CITY OFFICIALS
Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator/Parks & Recreation Director,
Brandon Miles, Director of Strategic Initiatives/Government Relations; Nora Gierloff, Community
Development Director; Derek Speck, Economic Development Administrator, Aaron BeMiller, Finance

LAND ACKNOWLEDGEMENT
Mayor McLeod stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people We
acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders
past, present and emerging,"
PUBLIC COMMENTS
1 Rcbert Neuffer expressed concern regarding the misuse of license plate reader technology data
and spoke in favor of keeping the mental health responder program fully staffed
2 Kate Kruller highlighted issues with nadequate parking availability near multifamily housing
developments and suggested parking mitigation,
PRESENTATIONS
Chief Dreyer presented Meritorious Service Awards to Police Officers Josh Vivet, Mike Richardson, Ryan
McAdory, and Detective Eric Kunsmann
SPECIAL ISSUES
a. Ordinance adopting a franchise agreement with Level 3 Communications,
Joel Bush, Chief Technology Officer, provided an overview of a draft ordinance granting evel 3
Communications a franchise agreement for telecommunications.

b. Ordinance amending regulations relating to the Tukwila International Boulevard (TIB) District.
Isaac Gloor, Senior Planner, overviewed proposed amendments to Tukwila Municipal Code (TMC) Title
18 to update re'gullatOons for the Regional Commercial and Neighborhood Commercial Center zoning
districts and other standards for co -living housing
The Councilmernbers asked clarifying questions, regarding environmental impact, outreach, incentivizing
developers, traffic impacts and parking, and alignment with State requIrements,

REPORTS
a. Mayor
Mayor McLeod shared he will be issuing a proclamation for Filipino American History Month and there will
be an event on October 171h — 15rn at Seafood City on conjunction with Filipino American History Month,
b. City Council
Councilmember Abdt offered a reminder regarding the upcoming No IKings Rally an October 1 8th at
Southcenter Parkway and Minkler Boulevard from 2,00 pm — 500 pm.
Councilmember Martinez expressed concern regarding tax increases impacting residents.
Councilmember Seal reported the Planning and Community Development Committee reviewed a,
resolution updating Department of Community Development permit fees and discussed a miscellaneous
code amendment that will be returned to the Committee at a later date, She shared Puget Sound Fire
Chief ;elan Carson has retired and Mark Jones has stepped in as Fire Chier, Puget Sound Fire will be
holdinga public hearing on October 15, 2025 at 5:30 p.m, to review revenue sources for the 2026
expense budget and to establish the 2026 fire benefit charge.
Councilmember Canracho shared the Port of Seattle is accepting applications for the 2025 South King
and Port Communities, Fund Environmental Improvements Program to support community -led projects
focused on public space improvements and environmental stewardship,
Council President Sharp spoke on cost of living increases for Tukwila residents.
c. Staff
Marty Wine, City Administrator, shared on October 14'h, 2025, City Administration will be holding' a Foster
Point neighborhood meeting at Billy Baroos The intent is for City Administration to visit each
neighborhood over the next few months to discuss 'City initiatives and projects and hear from residents
regarding their concerns,
