Project Completion and Acceptance
ISSUE
Accept contract as complete and authorize release of insurance, retainage, and performance bond.
BACKGROUND
The Notice to Proceed for Contract No. 25-026 with Iron Horse, of Fairview, Oregon, was issued on
January 26, 2025, for the 2023 Central Business District Sanitary Sewer Rehabilitation Phase 4B
project. Project included installation of approximately 7,960 linear feet of ultraviolet -cured cured -in -
place pipe (CIPP) to rehabilitate existing sewer main within the central business district.
ANALYSIS
Construction was Physically Complete on March 4, 2025. The budget for the CIPP project was
$1,339,083.18 including a contingency of 15%. No formal Change Orders were executed for the work
since all changes fit within existing bid items or were performed under allowable Force Account items.

RECOMMENDATION
Council is being asked to formally accept the project as complete and authorize the release of the
insurance, retainage, and performance bonds, subject to standard claim and lien release procedures, for
the 2023 Central Business District Sanitary Sewer Rehabilitation Phase 4B construction contract with
Iron Horse in the final amount of $1,332,289.27 and consider this item on the Consent Agenda at the
November 3, 2025 Regular Meeting.

C. Grant Acceptance: Chinook Wind Extension Project
