HomeMy WebLinkAbout2025-10-27 Committee of the Whole MinutesTukwila City Council Hybrid Meeting (On -site and Virtual) MINUTES Committee of the Whole October 27, 2025 COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Sharp called the Tukwila City Council meeting to order at TOO p.m. and led the audience in the Pledge of Allegiance OFFICIALS Present at the meeting were Councilmembers Mohamed Abdi (on -site), Armen Papyan (on -site), Tosh Sharp (on -site), Dennis Martinez (on -site), Verna Seal (on -site), and Joe Torres Camacho (on -site). Councilmernber Hedrick was not in attendance. CITY OFFICIALS Pete Mayer, Deputy City Administrator/Parks & Recreation Director; Brandon Miles, Director of Strategic Initiatives/Government Relations; Derek Speck, Economic Development Administrator; Aaron BeMiller, Finance Director; Tony Cuilerton, Deputy Finance Director; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Jen Tetatzin. Public Works Director; Jae? Bush, Chief Technology Officer; Laurel Humphrey. Legislative Analyst: Andy Youn-Barnett, City Clerk. LAND ACKNOWLEDGEMENT Councilrnember Papyan stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay cur respects to their elders past, present and emerging " PUBLIC COMMENTS 1. Robert Neuffer suggested protections against potential misuse of Flock camera data; spoke in favor of fuly staffing the mental health professional program; and expressed concern regarding potential National Guard deployment. 2. Christine Neuffer urged the Council to support making the mental health professional program permanent; she suggested guardrails against misuse of Flock camera data. 3. Joe Duffle thanked Maxine Anderson for her many years of service to the City, urged residents to vote; and noted there will be a luncheon for veterans on Veteran's Day. He spoke against having the National Guard in Washington State Council President Sharp requested a moment of silence for Maxine Anderson. 4. Greg Sherlock expressed concern regarding lack of clarity regarding a proposed contract for financial investment services reviewed at the recent Finance and Governance Committee meeting. 5 Kate Kruller urged the Council and public to support the Tukwila Pantry. She thanked the Police Department and Valley Communications for recently holding women's self-defense programming. Eric Dreyer, Police Chief, and Eric Lund. Deputy Police Chief, referenced a recent article by the University of Washington Center for Human Rights which indicated that several law enforcement agencies had unintentionally provided access to Flock data for immigration purposes. They clarified Tukwila did not Tukwila City Council Committee of the Whole Minutes October 27, 2025 Page 2 of 3 engage in looking up information for federal authorities and the City is compliant with the Keep Washington Working Act. Councilmembers asked clarifying questions regarding access to and use of Flock data. Consensus existed to review data access safeguards, police markings, and for Police to release a statement informing residents of tonight's discussion. Consensus existed to amend the agenda to add a promotional swearing in for the Police Department. AGENDA AMENDMENT Mayor McLeod administered the Oath of Office to Police Officer Nolan Rouse. PRESENTATIONS King County International Airport, Boeing Field Presentation David Decoteau, Deputy Airport Director highlighted current airfield projects including Runway 14L-32R Rehabilitation and Taxiway B Safety Improvements which are anticipated to enhance safety, modernize infrastructure, boost efficiency, and strengthen the local economy. They also introduced ongoing initiatives including Vision 2045 (Airport Plan Update) and Part 150 Study (Noice and Land Use Compatibility Study) inviting public participation. REPORTS a. Mayor There was no report. b. City Council Councilmember Abdi urged everyone to provide support to the Tukwila Pantry. Councilmember Papyan thanked City staff who responded to the recent windstorm event. He attended a Husky Caucus event and spoke to students regarding civic engagement and running for public office. He shared he has been outreaching to businesses to support the Tukwila Pantry, and offered a reminder to vote by November 4th. Councilmember Martinez attended a South County Area Transportation Board meeting, a ribbon -cutting ceremony for Fox Car Rental, a Cascade Water Alliance Finance & Management Committee meeting, and Cascade Water Alliance Public Affairs Committee meeting. He shared there will be an Allentown Community meeting on October 28th at the Tukwila Community Center, Councilmember Seat thanked Councilmember Papyan for his involvement with the King County International Airport. She suggested charitable giving committees as one method of supporting the Tukwila Pantry. Councilmember Camacho attended a Climate Justice Learning series meeting and a King County -Cities Climate Collaboration Elected Official Work Session, where he learned residents can sign up for Puget Sound Energy Flex. He shared King County Council recently passed a Strategic Climate Action Plan. Council President Sharp visited two senior centers, the Tukwila Village SHAG and Merrill Garden, where residents surfaced concerns regarding safety at night and increased taxes. Staff Pete Mayer, Deputy City Administrator/Parks & Recreation Director, shared staff will be presenting the Supplemental EIS on the Allentown Truck Reroute at the Allentown Neighborhood meeting at the Tukwila Community Center. MISCELLANEOUS In response to a question from Councilmember Martinez regarding a letter of support towards the Sound Transit Allentown Light Rail Station, Brandon Miles. Director of Strategic Initiatives & Government Affairs, indicated a letter was not sent as the City is awaiting information regarding the project. In response to a question from Councilmember Martinez, Mr. Miles offered clarification regarding funding provided by the City to the Tukwila Pantry and to the Riverton Park United Methodist Church. In response to a question from Council President Sharp, Mr. Miles offered an overview of an upcoming request for Lodging Tax funds towards supporting the World Cup. In response to a question from Councilmember Abdi regarding providing additional funding to the Tukwila Pantry, Mr. Miles noted the City has a Human Services Advisory Committee that can allocate funding based on the community's needs.
