REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Regular Meeting
October 20, 2025 - 7:00 P.M.
Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Andy Ycun-Barnett, City Clerk, called the roll of the Council. Present at the meeting were Councilmembers
Mohamed Abdi (on -site), Tosh Sharp (on -site), Armen Papyan (on -site), Dennis Martinez (on -site), Hannah
Hedrick (virtual); Verna Seal (on -site), and Joe Torres Camachc (on -site).
MOVED BY SEAL, SECONDED BY ABD! TO EXCUSE THE ABSENCE OF COUNCILMEMBER
HEDRICK. MOTION CARRIED 6-0.
LAND ACKNOWLEDGEMENT
Ceuncilmember Abdi stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land. waters and culture. We pay our respects to
their elders past, present and emerging."

PUBLIC COMMENTS
1. Robert Neuffer urged the Council to consider traffic calming measures on 140t"' St and Tukwila
International Boulevard. He spoke regarding divisions due to politics, and suggested actions City
administration can take to demonstrate commitment to fiscal sustainability.
2. Cathie Des Jardin expressed concern regarding shootings in the Allentown neighborhood and
requested parking signage revisions in parks to reduce illegal activity that may occur.
3. Joe Duffle emphasized the importance of honoring veterans on Veteran's Day. He urged
candidates running for office to engage with the public.
4, Josh Castle spoke in favor of affordab'e housing on Tukwila International Boulevard He
suggested the City begin preparing for National Guard deployment to the Seattle area.
7:15 p.m. Councilmember Hedrick joined the Council Meeting virtually.
CONSENT AGENDA
a. Approval of Minutes: 10/6125 (Special Mtg.)
b. Approval of Vouchers: #0D410406 — 00410557 in the amount of $2.198,736.99.
c. An ordinance amending Ordinance Nos. 2741 §4 (part), 2762 §2, 2765 §11 (part) & §13; 2765 §120,
§122, §124, §125, §127, §134 & §135 as codified at various sections of Tukwila Municipal Code (TMC)

affiliates, successors, and assigns, the right, privilege, authority and nonexclusive franchise for five
years, to construct, maintain, operate, replace, and repair a telecommunications network in, across,
over. along. under, through, and below certain designated public rights -of -way of the City of Tukwila,
ORDINANCE NO. 2771.

g. A resolution amending Resolution No 2015; to update permit types and fees in alignment with recent
changes to the Tukwila Municipal Code. RESOLUTION NO. 2124.

MOVED BY SEAL, SECONDED BY SHARP TO APPROVE THE CONSENT AGENDA AS SUBMITTED.
MOTION CARRIED 7-0.
PUBLIC HEARINGS
a. An ordinance adopting an amended Mid -biennium budget.
7:23 p.m. Mayor McLeod opened the public hearing.
Aaron BeMiller, Finance Director, provided an overview of General Fund Expenditures and Transfers
Out by Type, Revenues and Transfers In, Funds Changes, and Employee Count by FundlDepartment
7:31 p.m. Mayor McLeod called for public comments.
1. Greg Sherlock expressed concern regarding overspending by the City.
Mayor McLeod asked if there were any clarifying questions from the CouncI.
Cour+cilmembers asked clarifying questions regarding different funds.
7:39 p.m. Mayor McLeod closed the public hearing.
b. 2026 Property Tax Ordinances:
(1) Regular Levy
(2) Excess Levy
7:40 p.m. Mayor McLeod opened the public hearing.
Tony Cullerton, Deputy Finance Directorprovided an overview of the proposed Regular and Excess
Levies, including the purpose of each levy, haw rates are set, and impacts to property owners.
7:48 p.m. Mayor McLeod called for public comments.
There were no public comments.
Mayor McLeod asked if there were any clarifying questions from the Council.

Councilmembers asked clarifying questions regarding Fire Impact fees, fire benefit charge, allocation of
property taxes, and Assessed Valuation.
8:02 p.m. Mayor McLeod closed the public hearing.
UNFINISHED BUSINESS
a. An ordinance adopting an amended Mid -biennium budget.
Aaron BeMiller, Finance Director, highlighted additional 2026 budget amendment requests: 1) a grant
award from the Department of Natural Resources; 2) public defense funding in response to Washington
State Supreme Court caseload standards for misdemeanor public defense attorneys; 3) Funding for the
Better Life Community Development program through the Municipal Court; and 4) a staffing request for a
Parks Capital Imrpovement Program Project Manager funded through various grant sources.
8109 p.m. Council President Sharp exited the Council meeting.
Consensus existed to support the budget amendment request from the Municipal Court for the Better
Life Community Development program; and revise the request for a Parks Capital Improvement Plan
Project Manager to be contingent on capital funding resources.
b. 2026 Property Tax Ordinances:
(1) Regular Levy
(2) Excess Levy
There was no additional discussion.
NEW BUSINESS
a. Lodging Tax Fund Requests:
(1) Application from the Seattle Southside Regional Tourism Authority for meeting incentive
and promotion campaign in 2025 for $8,000.00.
(2) Application from the Seattle Southside Regional Tourism Authority for meeting incentive
and promotion campaign in 2026 for $60,000.00.
Brandon Miles, Director of Strategic lnitiativesiGavernrnent Relations, indicated Explore Seattle Southside
has requested funding for 2025-2026 for a meeting incentive and promotion campaign.
MOVED BY SEAL, SECONDED BY MARTINEZ TO APPROVE AN APPLICATION FOR LODGING

REPORTS
a. Mayor
Mayor McLeod presented a proclamation in honor of October 2025 as National Filipino American History
Month at a celebration at Seafood City.

b. City Council
Councilmember Hedrick thanked the Council for excusing her absence at last week's meeting.
Councilmernber Seal attended a Puget Sound Fire Governance Board meeting where they held a public
hearing regarding the Fire Benefit Charge and 2026 Preliminary Budget. She participated in a King County
Library System Board of Trustees retreat.
Councilmember Camacho attended the Duwamish Alive! Event and Salmon Saturday Festival at the
Tukwila Community Center.
c. Staff
Marty Wine, City Administrator, referenced the City Administrator's Report in the agenda packet and
reported the Foster Point & Interurban Ave S neighborhood meeting was well received by the public.
MISCELLANEOUS
Councilmember Papyan participated in the 50th Anniversary Open House for the Tukwila Historical Society,
and suggested rev ewing opportunities to fully utilize the Tukwila Heritage and Cultural Center.
EXECUTIVE SESSION
Mayor McLeod announced the Council will now go into Executive Session until 9:05 p.m. to discuss-
Potential Litigation — Pursuant to RCW 42.30.110(1)(i)
He noted the total amount of time would be no more than 20 minutes, and no decisions would be made
during the Executive Session. Action may be required in the Open Meeting after the Executive Session
has concluded.

SETTLEMENT AGREEMENT WITH TFI INTERNATIONAL UNDER NEW BUSINESS. MOTION
CARRIED 6-0, WITH SHARP ABSENT.
NEW BUSINESS (ner agenda amendment)
MOVED BY PAPYAN, SECONDED BY MARTINEZ TO AUTHORIZE STAFF TO NEGOTIATE WITH
THE LESSEE AND ACCEPT A SETTLEMENT FOR AN AMOUNT THAT IS FAIR AND REASONABLE,
COMMENSURATE WITH THE DAMAGES INCURRED DURING THE LEASE PERIOD AND
CONSISTENT WITH THE DISCUSSION IN EXECUTIVE SESSION. MOTION CARRIED 6-0, WITH
SHARP ABSENT.
