Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7,00 pm, and led the audience in the Pledge of Allegiance. ROLL. CALL Andy Youn-Barnett, City Clerk, called the roll of the Council. Present at the meeting were Councilmembers Mohamed Abdi (on -site), Tosh Sharp (on -site), Armen Papyan (ch-site), Dennis Martinez (on -site), Hannah Hedrick (virtual); Verna Seal (on -site), and Joe Torres Camacho (on -site). MOTION CARRIED 7-0. PUBLIC COMMENTS 1 Molly Rapozo expressedconcern regarding frequent power outages in the Foster Point, neighborhood„ 2, David Pukil highlighted the urgent need for donations to food banks due to the federal government shutdown. Kate Kruller expressed concern regarding speeding at Cascade View Elementary. She gave kudos to the City for the Halloween Carnival event at the Tukwila Community Center. 4. Joe Duffie emphasized the importance of voting and reminded residents to adhere to speed Ilimits in school zones. 5 Robert Neuffer expressed concern regarding potential misuse of Fllock camera data 6, Done Lucero urged the City to stand against systemic racism faced by blaclk residents in King County, Tukwila City Council Regular Minutes November 3, 2025 Page 2 of 5 CONSENT AGENDA a, Approval of Minutes: 10/20/25 (Regular Mtg.) lo Approval of Vouchers; #00410558-004110669 in the amount of $774,411.19. c. PUBLIC HEARING a. An ordinance adopting the 2026 Mid -biennium Adjustment 7:27 p.m. Mayor McLeod opened the public hearing. Aaron BeMfller, Finance Director, provided an overview of the public hearing and mid-boennoum budget adjustment process 7:32 p.m. Mayor McLeod called for public comments. 1, Dave Puki referenced the work of the Financial Sustainabiiity Committee and expressed the City is not operating efficiently, 2. Greg Sherlock expressed concern regarding the high salaries of managerial staff atthe City. Mayor McLeod asked of there were any clarifying questions from the Council, Councilmembers asked clarifying questions regarding proposed budget amendments and pay structure of employees, 7 50 p m 7:56 p.m. Councilnnember Camacho exited the Council Chamber. UNFINISHED BUSINESS a. An ordinance adopting an amended Mid -biennium budget. Aaron BeMiller, Finance Director, highlighted additional 2026 budget amendment requests, 8i17 p.m. Councilmember Abd returned to the Council Chambers, The Counclimemlbers asked further clarifying questions regarding the proposed budget amendments CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING. 8:31 p.m. Mayor McLeod called for a 5-minute recess 8:36 p m Mayor McLeod resumed the meeting, b. 2026 Property Tax Ordinances: (1) Regular Levy (2) Excess Levy There was no additional discussion. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING. c. An ordinance adopting 2025 year-end budget amendments. Tony Cullerton„ Deputy Finance Director, hIghlighted additional 2025 budget amendment requests frorn Parks and Recreation due to grant funding, the Mayor's Office, and the Department of Community Development, The Councillmernbers asked clarifying questions regarding the proposed budget amendments. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING NEW BUSINESS a. Lodging Tax Fund Request. Brandon Miles, Director of Strategic Initiatives/Government Relations, overviewed a request from the City to support World Cup Activations and Destination Development, in the amount of $2,199,053,00. The Councilmembers asked clarifying questions regarding the use of Lodging Tax funds, MOVED BY SEAL, SECONDED BY HEDRICK TO APPROVE AN APPLICATION FOR LODGING TAX FUNDS FROM THE CITY OF TUKWILA FOR THE CITY OF TUKWILA WORLD CUP ACTIVATIONS AN* DESTINATION DEVELOPMENT FOR $2,199,053.00. MOTION CARRIED 7-0. b. Emergency Sewer Line Replacement (per agenda amendment) (1) A resolution declaring an emergency in response to a failed sewer line on Southcenter Parkway. MOVED 'Y SEAL, SECONDED BY MARTINEZ THAT THE PROPOSED RESOLUTION RE READ RY TITLE ONLY. MOTION CARRIED 7-0. DECLARING AN EMERGENCY IN RESPONSE TO A FAILED SEWER UNE ON SOUTHCENTER PARKWAY, MOVED BY SEAL, SECONDED BY MARTINEZ THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO. 2125. (2) Authorize the Mayor to sign an emergency contract with Northwest Cascade for the Outback Sewer Replacement Project. MOVED BY SEAL, SECONDED BY HEDRICK TO AUTHORIZE THE MAYOR TO SIGN AN EMERGENCY CONTRACT WITH NORTHWEST CASCADE FOR THE OUTBACK SEWER REPLACEMENT PROJECT, IN THE AMOUNT OF $146„535.15 (PLUS CONTINGENCY). MOTION CARRIED7-O. REPORTS a. Mayor Mayor McLeod shared the City is working to find funding for the Tukwila Pantry and will have an update soon b. City Council Councilmember Abdi wished candidates luck for the November General Election. Councilmember Papyan attended the Halloween Carnival at Tukwila Community Center and the unveiling of BETA Technologieselectric aircraft at King County International Airport -Boeing Field Councilmember Martinez participated in the Allentown Truck Reroute Draft SEtS meeting at the Tukwila Community Center. He met with the Executive Director of the Tukwila Pantry who highlighted the urgent need for donations. Councilmember Hedrick urged the community to vote. Councilmember Seal commended the Parks and Recreation Department for their work with the recent Halloween Carnival event at the Tukwila Community Center, She shared the King County Library System Board of Trustees has released the 2026 Budget, Counculmember Camacho shared the Tukwila School District recently hosted a Somali Family Nght and will be holding parent -teacher conferences this week c. Staff Marty Wine, City Administrator, referenced the City Administrator's Report in the agenda packet, ADJOURNMENT 10:02 P.M, UNANIMOUS CONSENSUS EXISTED TO ADJOURN THE REGULAR MEETING.
