CALL TO ORDERIPLEDGE OF ALLEGIANCE Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7.00 p.m, and led the audience in the Pledge of Allegiance. ROLL CALL Andy Youn-Barnett, City Clerk, called the roll of the Council Present at the meeting were Councilmembers Mohamed Abell (on -site), Tosh Sharp (remote). Armen Papyan (on -site), Dennis Martinez (on -site), Hannah Hedrick (on -site); and Joe Torres Camacho (on -site). MOVED BY MARTINEZ, SECONDED BY HEDRICK TO EXCUSE THE ABSENCE OF COUNCILMEMBER SEAL. MOTION CARRIED 6-0. LAND ACKNOWLEDGEMENT Councilmember Camacho stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and cu:ture. We pay our respects to their elders past, present and emerging." CITY OFFICIALS Thomas McLeod, Mayor; Marty Wine, City Administrator Pete Mayer, Deputy City Administrator; Kari Sand, City Attorney; Brandon Miles, Director of Strategic Initiatives and Government Relations; Nora Gierloff, Community Development Director; Aaron BeMiller, Finance Director; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Jen Tetatzin, Public Works Director, Laurel Humphrey, Legislative Analyst; Andy Youn-Barnett, City Clerk PUBLIC COMMENTS 1. Robert Neuffer spoke on Veteran's Day and expressed concern regarding misuse of Flock camera data. Dave Puki highlighter the need for municipalities to implement quality control and continuous improvement measures. 3. Joe Duffle thanked the City for honoring Veteran's Day and highlighted the upcoming Thanksgiving event hosted by the City for seniors. Christine Neuffer expressed concern regarding the potential for misuse of Flock camera data and noted the importance of aligning services with available funding. Dennis Robertson shared a OR code for upcoming protests by South End Indivisible and outlined concerns with the use of Frock. 6. Kate Kruller spoke in support of implementing LEAN methodology to contair costs, amending the use of Flock, and shared she attended the recent Veteran's Day celebration 7:29 p.m. Cauncilmember Seal entered the Council Chambers. Tukwila City Council Regular Minutes November 17, 2025.Page 2 of 3 PRESENTATIONS Marty Wne, City Administrator, provided an update on the City's Budget Sustainability Project, which is intended to develop the 2027-2028 Biennial Budget and a sustainable 6-year financial plan. Councilmembers asked clarifying questions regarding the project, including the decision -making process, impacts, alternatives, and next steps. CONSENT AGENDA a. Approval of Minutes: 11/03/25 (Regular Mtg.) b. Approval of Vouchers: #00410670-00410824 in the amount of S2,122,830.35. c. A resolution ratifying the appointment of the City's Hearing Examiner, pursuant to Tukwila Municipal Code Chapter 2,75 to preside aver hearings related to land use, code enforcement, police forfeitures, and other rratters as specified in the Tukwila Municipal Code; Ratifying the process for future Hearing Examiner appointments; and Repealing Resolution No. 1971, RESOLUTION NO. 2126. UNFINISHED BUSINESS a. An ordinance adopting a development agreement for the Prato District Project. MOVED BY PAPYAN, SECONDED BY ABDI THAT THE ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA. WASHINGTON, ADOPTING A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF TUKWILA, SEGALE PROPERTIES LLC, MAS TUKWILA LLC, AND THEIR SUCCESSORS AND ASSIGNS FOR THE PRATO DISTRICT PROJECT (FORMERLY KNOWN AS THE TUKWILA SOUTH PROJECT) PROVIDING FOR SEVERAB1LITY; AND ESTABLISHING AN EFFECTIVE DATE, MOVED BY SEAL, SECONDED BY MARTINEZ THAT THE ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7-0, TO ADOPT ORDINANCE NO. 2776. REPORTS a. Mayor Mayor McLeod shared he was appointed to King County Executive -Elect Girmay Zahilay's transition team. b. City Council Councilmember Abdi shared he is looking forward to attending the National League of Cities (NLC) City Summit in Salt Lake City. Councilmember Martinez participated in a Regional Utility Rate Summit, chaired a Lodging Tax Advisory Committee meeting, and attended a Community Emergency Response Team (CERT) certification course. He shared he will be attending the NLC City Summit and attending the Small Cities Council meeting. Councilmember Seal apologized for joining the meeting late and expressed appreciation for the Councilmembers taking time to participate in the NLC City Summit. Tukwila City Council Regular Minutes November 17, 2025 Page 3 of 3 Councilrnernber Camacho participated in Billy Beroo's 16'h anniversary celebration, a King County Climate Justice learning series session, and a craft fair at the Tukwila Community Center. He shared upcoming events with Tukwila School District as follows: A garden workshop hosted by the Key Club and Garden Club at Foster High School on November 181h, and a Board of Directors meeting that will be herd on November 25th. c. Staff Marty Wine, City Administrator, referenced the City Administrator s Report in the agenda packet. MISCELLANEOUS Councilmember Papyan asked if Code Enforcement can respond more rapidly to resident requests, especially on weekends. ADJOURNMENT 8:43 P.M.
