Committee of the whole
November 10, 2025
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
In the absence of Council. President Sharp, Councilmember Papyan called the Tukwila City Council meeting
to order at 7:00 p.m. and led the audience in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Councilmembers Mohamed Abdi (on -site), Armen Papyan (on -site), Dennis
Martinez (on -site), Hannah Hedrick (on -site), Verna Seal (on -site). and Joe Torres Camacho (on -site),
Council President Tosh Sharp was not in attendance.
CITY OFFICIALS
Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator/Parks & Recreation Director;
Brandon Miles Director of Strategic Initiatives/Government Relations, Nora Gierloff, Community
Development Director; Derek Speck, Economic Development Administrator; Aaron BeMiller, Finance
Director, Jen Tetatzin, Public Works Director; Laurel Humphrey, Legislative Analyst; and Jennifer Marshall,
Deputy City Clerk.
LAND ACKNOWLEDGEMENT
Councilmember Hedrick stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging."
PUBLIC COMMENTS
1. Joe Duffle shared about his service in the armed forces and encouraged people to thank veterans
for their service. He also spoke in support of the Honor Flight Network.
2. Nagessa Dube spoke in support of environmental protections, expanding tree canopies and
other restoration projects.
3. Robert Neuffer spoke in support of the armed services noting each branch offers the same
opportunity to every recruit without judgement.
4. Ramnecek Kaur asked Council to address the rise of youth homelessness and suggested
increased outreach at libraries, community centeā¢s, city hall, and schools.
5. Marvin Rosete thanked City of Tukwila staff for their assistance in distributing over five thousand
air purifiers throughout south King County.
6 Fausia Omar requested improvements on Tukwila International Boulevard to increase pedestrian
safety.
7 Josh Castle thanked Mayor McLeod for the $25,000 donation to the Tukwila Food Pantry and
shared concerns related to Flock cameras and public safety.
PRESENTATION
a. Tukwila Community Leadership Initiative
Jo Anderson, Inclusion & Engagement Manager. presented information on the Tukwila Community
Leadership Initiative where applicants will engage in courses to learn more about local government

and the role the public can play.
Councilmembers expressed their appreciation to both the participants and staff 'or their time and
efforts in support of this initiative.
PUBLIC HEARING
a. Ordinance Adopting the Prato District Development Agreement
7:46 p.m. Councilmember Papyan opened the public hearing.
Derek Speck, Economic Development Director, provided an overview of efforts related to the
proposed development agreement, He noted, if approved, this development agreement would replace
the original agreement established with Tukwila South in 2009.
This development agreement was requested by Segafe Properties to provide additional certainty for
themselves and developers that regulations will not change during a major phased development.
Staff agreed this was the case and that the development agreement encouraged development as a
public benefit.
7:56 p.m. Councilmember Papyan called for public comments.
1, Mike Pruett with Segafe Properties thanked the Mayor, City Council, and staff for their ongoing
efforts during this multiple year negotiation.
2, Sam Pace. with Seattle King County Realtors. submitted an emai acknowledging the potential for
increased housing and infrastructure improvements as a result of the proposed development
agreement
Councilmember Papyan asked if there were any clarifying questions from the Council,
Councilmembers asked about the school cistrict boundaries and potential impact fees. Staff noted the
northern half of the Prato District is in the Renton School District while the southern half is in the Kent
School District. Councilmembers also noted the proposed agreement includes guiding principles for
the development of environmental stewardship including improvements to waterways

SPECIAL ISSUES

Councilmember Papyan asked if there was any discussion or questions on this item.
Councilmembers expressed the r gratitude for the efforts on both sides of the negotiations and their
support of the agreement
CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING AGENDA.
REPORTS

Mayor McLeod was not in attendance.
b. City Council
Councilmember Abdi acknowledged the Segale family in attendance and thanked them for their
partnership.

Councilmember Martinez thanked staff for the Veterans Day Celebration at the Tukwila Community
Center.
Councilmember Hedrick attended the Washington State Court of Appeals, Division 1 oral argument
hearings hosted at the Tukwila Justice Center on November 6th. She attended the Equity and Social
Justice Commission Meeting also on November 6th.
Councilmember Seal attended the Puget Sound Regional Fire Authority (PSRFA) Board of Governance
meeting where a preliminary 2026 budget was passed. She highlighted the letter sent to the Tukwila
public by Fire Chief Jones delineating what is important to him specifically noting the need for public trust
and servant leadership.
Councilmember Camacho referenced the Tukwila School Board meeting with State Representatives
where school funding was discussed. He also shared grades are due on Wednesday, November 12th,
and advised parents to check online and talk with their students.
Councilmember Papyan attended the Seattle Southside Chamber Success Foundation and Annual
Fundraiser. He noted the money raised was in support of the Success Foundation and their Workforce
Development Lab.

MISCELLANEOUS
Councilmember Abdi noted the Parks Commission report was cut short at the Community Services and
Safety Council Committee and wanted to invite them to return to allow time for comments and questions.
He also asked the public to support South End Divisible and the Tukwila Food Pantry.
REPORTS
c. Staff (taken out of order- after miscellaneous)
Marty Wine, City Administrator, spoke about city efforts to ease the food insecurity noting $25,000
donated to the Tukwila Food Pantry, encourag.ng employees to donate either once or on an ongoing
basis, and the utility deferral program to help people with issues on the utility bills.
